INTRODUCTION 1.1. This Statement is written on behalf of Hollins Strategic Land LLP in support of an application for outline planning permission (all matters reserved other than access) for the erection of up to 70No. dwellings at land off Crewe Road, Alsager. Town planning considerations that are relevant to determining the application are reviewed and the statement identifies important considerations which support the proposals. 1.2. The Council has a shortage of deliverable housing land. The proposals would make a valuable contribution towards reducing the deficit in a sustainable manner. The proposals comply with the policies of NPPF as a whole and will result in economic, social and environmental benefits which are not significantly and demonstrably outweighed by any adverse impacts. 1.3. These benefits include, and are not limited to, significantly enhancing existing features of ecological interest and promoting biodiversity gain by pond and habitat creation with substantial landscaping; the creation of public open space (POS) that will provide opportunities for leisurely walks, responding directly to a recognised need in Alsager; and, providing development in a highly sustainable and accessible location, as recognised by the Inspector who examined the Congleton Local Plan. -

Appendix 4 Detailed proposals for each Ward – organised by Local Area Partnership (LAP) Proposed Wards within the Knutsford Local Area Partnership Knutsford Local Area Partnership (LAP) is situated towards the north-west of Cheshire East, and borders Wilmslow to the north-east, Macclesfield to the south-east and Congleton to the south. The M6 and M56 motorways pass through this LAP. Hourly train services link Knutsford, Plumley and Mobberley to Chester and Manchester, while in the east of this LAP hourly trains link Chelford with Crewe and Manchester. The town of Knutsford was the model for Elizabeth Gaskell's novel Cranford and scenes from the George C. Scott film Patton were filmed in the centre of Knutsford, in front of the old Town Hall. Barclays Bank employs thousands of people in IT and staff support functions at Radbroke Hall, just outside the town of Knutsford. Knutsford is home to numerous sporting teams such as Knutsford Hockey Club, Knutsford Cricket Club, Knutsford Rugby Club and Knutsford Football Club. Attractions include Tatton Park, home of the RHS Flower show, the stately homes Arley Hall, Tabley House and Peover Hall, and the Cuckooland Museum of cuckoo clocks. In detail, the proposals are: Knutsford is a historic, self-contained urban community with established extents and comprises the former County Ward of Knutsford, containing 7 polling districts. The Parish of Knutsford also mirrors the boundary of this proposal. Knutsford Town is surrounded by Green Belt which covers 58% of this proposed division. The proposed ward has excellent communications by road, motorway and rail and is bounded to the north by Tatton Park and to the east by Birkin Brook. -

Workers' rights from day one of employment. The end of zero-hour contracts. An end to council cuts. Thirty hours free childcare. Water, rail, mail and energy brought into public ownership. An end to the "racket" of privatisation and outsourcing. Pledges on climate change including investment in 400,000 green jobs. We have to be clear, if the popular policies put forward at Labour Party conference are to be enacted, it will entail struggle. With British capitalism facing further economic crisis, even minor reforms will be met with resistance by the bosses. A Corbyn government would be under immense pressure from the capitalists and their representatives in the Labour Party. The Blairites must be ousted. And we have to fight to build a mass movement, not just to defeat the Tories, but to win a socialist programme that takes the major companies into democratic public ownership and institutes a socialist plan to serve the needs of the millions not the billionaires. General election Undoubtedly there was plenty in the announcements at Labour Party conference reaffirming the pledges in Labour's 2017 general election manifesto to please many workers and young people. The call was made for a general election, and if he fights on a bold programme incorporating these pledges then a Corbyn-led Labour government could be on the cards. But the question we posed in the Socialist's editorial last week still stands: after the Labour Party conference, is it equipped to lead the fight against austerity? While Jeremy Corbyn delivered what many members say was his best speech yet, unfortunately the whole tenor of the speech was about unity and compromise with the Labour Party right wing. -

A Church on the site of St. Mary's has witnessed silently to the same reality of God for over 1000 years. The tower pointing majestically upwards challenges us to believe that life means more than the ordinary and often sad events of everyday. -

I also wish to offer my thanks to Councillor Frank Keegan for his financial numerical expertise. I do not dispute that the majority report is what the majority of members of the Task and Finish Group proposed but I wish to exercise my right to produce a minority report. In particular, I am concerned that the conclusions failed to fully consider or examine all of the evidence. Firstly, partially due to the limited time available and secondly due to the perspective adopted. Foreword I commend this minority report to the Cabinet and Council and request that it be given full and fair consideration. Councillor Dr Louise Brown Member of the Task and Finish Group on Home to School Transport 2 1. Introduction 1.1. My reason for writing this minority report1 is to simply offer the Children and Families Committee, Cabinet and Council, the opportunity to consider an alternative course of action. 1.2. The recommendations in this minority report are based upon what may be perceived as a best “value for money” approach which seeks to maintain the existing home to school transport. It does so by positively suggesting options which could well result in real “efficiency” savings without the negative and detrimental impact of cutting services without really fully knowing or understanding what the social, environmental and financial impact will be to service users. -
