2018 Review of UK Parliament Constituencies Draft Revised Proposals for , , , Perth & and council areas

Action required 1. The Commission is invited to consider responses to the initial and secondary consultation on its Initial Proposals and whether it wishes to make changes to its proposals for Clackmannanshire, Falkirk, Fife, Perth & Kinross and Stirling council areas.

Background 2. The Commission's Initial Proposals for this area (see table 1 below) comprise 5 constituencies which exactly cover Fife and Perth & Kinross council areas and 3 constituencies which exactly cover Clackmannanshire, Falkirk and Stirling council areas. A map of the constituencies is at Appendix A.

Consideration of Representations 3. The main theme from the consultation on the Initial Proposals was opposition to the proposed Kinross-shire and Cowdenbeath constituency. The respondents state that the proposed constituency covers two very different areas with few links between them. There was also opposition to the division of Stirling between two constituencies and the creation of urban rural constituencies.

Consideration of Revised Proposals 4. The Commission considered Revised Proposals for these areas at its meeting of 6 July 2007, see Paper 2017/73 and minute of meeting.

5. At this meeting the Commission considered Option 1 (Appendix B) which combined the 2 groups of council areas, to create a single grouping of 8 constituencies. The Commission believed Option 1 was an improvement on the Initial Proposals as it: addressed opposition to the proposed Kinross-shire and Cowdenbeath constituency; minimised change to the Initial Proposals by

retaining 3 constituencies with a minor change to one other constituency; and only split 2 wards, while the Initial Proposals split 5 wards.

6. The Commission noted that Option 1 divided Clackmannanshire council area between constituencies and asked the Secretariat to develop an Option for consideration that placed Clackmannanshire within a constituency with Fife. The Commission also agreed to retain its proposed boundary by Buckhaven but deferred consideration of the boundary to the west of Kirkcaldy.

The advantages of Option 1 are that it:  aims to resolve the main issues raised during the consultations by grouping these 5 council areas;  retains 3 constituencies from the Initial Proposals where there has been little opposition (Perthshire; Glenrothes and Kirkcaldy; and North East Fife);  keeps the city of Stirling within a single constituency to maintain local ties;  makes a minor change to the proposed Falkirk constituency boundary to improve local ties between Skinflats and Grangemouth;  avoids urban-rural constituencies with few links (Kinross-shire and Cowdenbeath and Stirling South);  mostly adopts the alternative suggestion from Perth & Kinross Council, which has been supported by other respondents, to link the five council areas and create a south Perthshire and Stirlingshire constituency; and  only splits 2 wards, while the Initial Proposals splits 5 ward boundaries.

8. The disadvantages of Option 1 are that it:  creates a West Stirlingshire and South Perthshire constituency covering three council areas (Clackmannanshire, Perth & Kinross, Stirling); and  splits Clackmannanshire council area and Dunfermline between two constituencies.

Alternative Options - Option 2 9. Option 2 (Appendix C) is similar to Option 1 but proposes a constituency design that places the whole of Clackmannanshire council area within a single constituency.

10. Option 2 retains three constituencies from the Initial Proposals: Glenrothes and Kirkcaldy; North East Fife; and Perthshire.

11. Option 2 also addresses the issues raised regarding the proposed Kinross-shire and Cowdenbeath constituency and links south Perthshire with Stirlingshire as suggested during the consultations.

12. Option 2 creates a Clackmannanshire and Dunfermline North constituency. It consists of Clackmannanshire council area, Fife wards 1-3 and partly Fife wards 4 and 7. The proposed constituency boundary splits two wards: Fife ward 7 (The Lochs) is split by following the M90 road north of Dunfermline, however the M90 is a new ward boundary from 2017; and Fife ward 4 (Dunfermline South) also adopts new ward boundaries from 2017 as well as a historic ward and community council boundary by Brucefield in Dunfermline.

13. As a consequence of retaining 3 constituencies and placing the whole of Clackmannanshire within a Clackmannanshire and Dunfermline North constituency, there is a low average electorate for constituencies by Falkirk and Stirling.

14. The proposed Falkirk constituency, with 71,118 electors, divides Falkirk ward 7 (Falkirk South) by Camelon. The proposed boundary follows a historic ward boundary. It also partly follows a canal and a ward boundary from 2017 and transfers approx. 3,000 electors from Falkirk ward 7 to the proposed East Stirlingshire constituency.

15. Option 2 also divides Stirling ward 5 (Stirling West) between the proposed East Stirlingshire constituency and West Stirlingshire and South Perthshire constituency. The proposed boundary follows the same boundary as the Initial Proposals at Kings Park golf course in Stirling, it then follows an historic ward boundary before re-joining the boundary from the Initial Proposals again in a southerly direction along St Ninians Road, which is also a Stirling community council area boundary. Approximately 7,200 electors from Borestone and Torbrex in Stirling ward 5 are placed within the proposed West Stirlingshire and South Perthshire constituency and 1,800 electors placed within the proposed East Stirlingshire constituency from Stirling ward 5.

16. The advantages of Option 2 are that it:  retains 3 constituencies (Perthshire; Glenrothes and Kirkcaldy and North East Fife) where there has been little opposition to the Initial Proposals;  mostly adopts the alternative suggestion from Perth & Kinross Council, which has been supported by other respondents, to link the five council areas to create a south Perthshire and Stirlingshire constituency; and  places Clackmannanshire council area within a single constituency.

17. The disadvantages of Option 2 are that it:  divides both Stirling and Dunfermline between two constituencies.

Alternative Options - Kirkcaldy 18. At its 6 July 2017 meeting the Commission deferred consideration of the boundary to the west of Kirkcaldy.

19. A few respondents to the consultations suggested extending the proposed constituency boundary to the west of Kirkcaldy because the proposed boundary partly splits Kirkcaldy between constituencies and they wish to include the whole of Kirkcaldy within a single constituency. Housing developments in Fife ward 10 , Kinghorn and Western Kirkcaldy have expanded Kirkcaldy in a westerly and southerly direction. Approximately 3,600 electors are situated to the west and south of Kirkcaldy.

20. There are few historic, geographic or recognisable boundaries to the west of Kirkcaldy. However the proposed boundary for Options 1A and 2A both follow an historic (1995) ward boundary to the west of Kirkcaldy and the railway line to the south.

Alternative Options by Kirkcaldy – Option 1A 21. Option 1A is similar to Option 1 but amends the boundary to the south and west of Kirkcaldy as described above. It also offers an alternative boundary in Dunfermline to accommodate the transfer of electors by Kirkcaldy. Option 1A splits Fife ward 3 (Dunfermline Central) between the proposed Clackmannanshire and Dunfermline South and Dunfermline North and Mid Fife constituencies. The proposed boundary partly follows an historic ward boundary and community council area boundary.

Alternative Options by Kirkcaldy - Option 2A 22. Option 2A is similar to Option 2 but amends the boundary to the south and west of Kirkcaldy as described above and also offers an alternative boundary in Dunfermline. Option 2A avoids the division of any wards in Dunfermline and creates a constituency design within the grouping that only splits 4 wards.

Constituency names 23. The constituency names in this paper are provisional. The Commission will have the opportunity to review all constituency names and designations prior to the publication of its Revised Proposals.

24. The Commission set out its guidelines for selecting constituency names in its Policies and Procedures booklet for this review.

25. A number of respondents have suggested alternative names for constituencies within this grouping.

26. The most popular suggestion has been to rename the proposed Perthshire constituency as Perth and North Perthshire. The existing constituency name is Perth and North Perthshire. The Initial Proposals make only a minor change to the existing constituency boundary.

27. Alternative constituency names have been suggested based on the Commissions Initial Proposals but these will depend on whether Commission retains Initial Proposals or adopts Options 1 or 2.

28. One comment opposed the proposed Falkirk constituency name because the name is misleading as the council area and constituency boundary are not coterminous. No alternative constituency name was provided. The Commission’s Policy and Procedures booklet states “not to use the same name for a constituency and a council area unless the two are coterminous.” However the existing Falkirk constituency is not coterminous with the council area boundary.

29. Historical UK Parliament constituency names within this grouping that the Commission may also wish to consider include: Central Fife; Dunfermline and West Fife; East Fife; North East Fife; West Fife; Falkirk; Falkirk East; Falkirk West; Stirling and Falkirk ; Stirling; Falkirk and Grangemouth; and East Stirlingshire; Stirling; West Stirlingshire; Ochil; Ochil and South Perthshire; Kirkcaldy; Kirkcaldy and Cowdenbeath; Kirkcaldy Burghs; Kinross and West Perthshire; ; Dunfermline; Dunfermline Burghs; Dunfermline East; Dunfermline West.

Conclusion 30. The majority of responses received during the consultations in these areas oppose the proposed Kinross-shire and Cowdenbeath constituency. The respondents state that the proposed constituency covers two very different areas with few links between them. There has also been some opposition to the division of Stirling between two constituencies and the creation of urban rural constituencies and suggestions to link south Perthshire with Stirlingshire.

31. Both Option 1 and Option 2 combine the two groupings of Clackmannanshire, Falkirk and Stirling council areas with Fife, Perth & Kinross council areas to address the main issues raised and consider suggestions to link south Perthshire with Stirlingshire. Both Options also retain three constituencies from the Initial Proposals.

32. There has been little opposition to the proposed Dunfermline, North East Fife and Perthshire constituencies.

33. Historically neither Clackmannanshire, Dunfermline or Stirling have been split between UK Parliament constituencies:  the Initial Proposals split Stirling between constituencies and the proposed boundary received some opposition from Stirling residents;  Option 1 retains Stirling within a single constituency but splits Dunfermline and Clackmannanshire; and  Option 2 splits Dunfermline and a smaller area of Stirling.

34. The proposed constituency boundary to the west of Kirkcaldy follows a ward boundary. Housing developments have extended Kirkcaldy in a southerly and westerly direction. The recent ward boundary review retained the existing ward boundary in this area because there were no suggestions to amend the ward boundary in this area. Options 1A and 2A both offer the same alternative boundary to the west and south of Kirkcaldy.

35. Option 2 places Clackmannanshire council area within a constituency with Dunfermline and retains 3 constituencies from the Initial Proposals but as a consequence results in a very low average electorate by Stirling and Falkirk making constituency design in these areas challenging.

36. The Initial Proposals split five wards, Option 1 splits 2 wards, Option 2 splits 5 wards, Option 1A splits 3 wards and 2A split 4 wards.

37. A number of respondents have suggested retaining the existing Perth and North Perthshire constituency name as the existing constituency boundary is similar to the Initial Proposals.

38. The Initial Proposals split Stirling between two constituencies for the first time and the proposed boundary followed a community council boundary but also the rear fence-line of properties. Option 2 follows a similar boundary to the Initial Proposals but follows a historic ward boundary instead of rear fence-lines to create a more recognisable boundary.

39. Option 1 creates a West Stirlingshire and South Perthshire constituency that covers three council areas. No constituency from the Initial Proposals covered three council areas.

Recommendations 40. Taking into account all of the evidence arising from the public consultations on the Initial Proposals, the Secretariat invites the Commission to decide whether:  to adopt without amendment the Initial Proposals for Clackmannanshire, Falkirk and Stirling council areas and for Fife and Perth & Kinross as the Commission’s Revised Proposals (as in Appendix A), subject to consideration of all other constituencies;  to adopt the alternative boundaries from Option 1, that retain 3 constituencies from the Initial Proposals, make a minor change to one other constituency to improve local ties by Grangemouth and address issues raised in Fife, Perth & Kinross and Stirling council areas but split Clackmannanshire and Dunfermline between constituencies;  to adopt the alternative boundaries from Option 2, that retain 3 constituencies from the Initial Proposals, retain Clackmannanshire council area within a single constituency and address issues raised in Fife, Perth & Kinross and Stirling council areas but split Dunfermline and partly Stirling between constituencies;  to amend the proposed constituency boundary by Kirkcaldy as shown in Option 1A or 2A; and  to amend its proposals for constituency names.
