L 6/8 EN Offi cial Jour nal of the European Union 10.1.2020 REGULATIONS COMMISSION DELEGATED REGULATION (EU) 2020/11 of 29 October 2019 amending Regulation (EC) No 1272/2008 of the European Parliament and of the Council on classification, labelling and packaging of substances and mixtures as regards information relating to emergency health response (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EC) No 1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labelling and packaging of substances and mixtures, amending and repealing Directives 67/548/EEC and 1999/45/EC, and amending Regulation (EC) No 1907/2006 (1), and in particular Articles 45(4) and 53(1) thereof, Whereas: (1) Regulation (EC) No 1272/2008 was amended by Commission Regulation (EU) 2017/542 (2) to add certain requirements for the submission of information relating to emergency health response and for the inclusion of a ‘unique formula identifier’ in the supplemental information provided on the label of a hazardous mixture. The amendments are expressed to apply from 1 January 2020, but importers and downstream users are only required to start complying with the new rules in stages, according to a series of compliance dates depending on the use for which a mixture is placed on the market. The first such compliance date is 1 January 2020. (2) After adoption of Regulation (EU) 2017/542, several drafting suggestions were made during discussions with national authorities and other stakeholders with a view to facilitating implementation of the new rules introduced by that Regulation and clarifying their meaning. The new rules introduced by that Regulation should therefore be amended to allow for a more streamlined interpretation of them, to improve internal coherence and to mitigate some unintended consequences that have only become apparent since adoption of that Regulation. In particular, since the unique formula identifier (UFI) may need to be updated frequently, the new rules should provide for the UFI to be shown either on the label of the hazardous mixture or on its packaging in close proximity to the label. Article 31(5) of Regulation (EC) No 1272/2008 already also includes the option of putting all the label elements on the packaging rather than on a label. In addition, Article 29(3) of Regulation (EC) No 1272/2008 addresses the situation where a mixture is supplied without any packaging. (3) In addition to the drafting suggestions, national authorities and other stakeholders have raised certain issues concerning the workability of the new rules introduced by Regulation (EU) 2017/542, for example the effects of high variability in mixture composition due to the natural origin of components, the difficulty of knowing the exact composition of products in cases involving complex supply chains, and the impact of multiple suppliers of mixture components with the same technical properties and hazards.

    THE MAKING OF THE RHODOPEAN BORDERS AND CONSTRUCTION OF THE POMAK IDENTITIES IN THE BALKANS Cengiz HAKSÖZ Ph.D. Candidate Department of Anthropology University of Pittsburgh Ph.D. Candidate Department of Sociology Middle East Technical University Abstract: Nation-state borders are a phenomenon became part of the international relations as well as the everyday lives of people. Even though borders, in theory, are constructed entities state borders directly or indirectly influence identity formation of communities. The Pomaks are Slavic-speaking Muslim population living historically in the 47 Rhodope Mountains region on the Bulgarian-Greek border. In Bulgarian, Greek, and Turkish nation-building processes, Pomak identity was continuously contested by all the three states. For the Bulgarian state, the Pomaks are ethnic Bulgarians who forcefully converted to Islam. Thus, if this process can be reversed, they can become “real” Bulgarians, again. For the Greek state, the Pomaks are descendants of Hellenic tribes who were assimilated by more populous Slavic-speaking populations in the region. In Turkey, the Pomaks are regarded as descendants of pre-Ottoman Turkic tribes, such as Kumans and Pechenegs, who later assimilated by Slavic-speaking populations. This paper discusses how the modern Rhodopean borders were created and how their creation influenced and shaped the construction of Pomak identity in Bulgaria, Greece, and Turkey. The first part focuses on the making of the modern Rhodope Mountains borders between Bulgaria and Greece. The second part evaluates the identity construction processes of Pomaks in Bulgaria, Greece, and Turkey. Finally, the paper discusses how the making of state borders, directly and indirectly, influenced the construction of Pomak identity boundaries in Bulgaria, Greece, and Turkey.

    WRITTEN QUESTION E-0087/06 by Dimitrios Papadimoulis (GUE/NGL) to the Commission Subject: Flood protection works in the Greek region of Evros In spring last year, extensive damage was caused in the region of Evros by widespread flooding. The same phenomenon is reoccurring this year; 5000 hectares have already been flooded and there is justifiable concern that more extensive damage is to come. The following flood protection works are being co-financed under the regional operational programme for Eastern Macedonia and Thrace in the prefecture of Evros: Pythio, Amorio-Lavara, Petalo-Peplo with a budget of € 1 195 584, Kipi-Peplo-Vrisoula-Poros with a budget of € 819 200, and Tyhero with a budget of € 936 000. In addition, the Greece-Bulgaria Interreg III programme is co- financing a project to inspect the quantitative and qualitative features of the rivers Erythropotamos, Ardas and Evros. The budget for the project amounts to € 455 000. Can the Commission say what the take-up rate of appropriations is for the abovementioned projects under the regional operational programme for Eastern Macedonia and Thrace? Have the appropriations for flood protection works also been used to repair damage caused by flooding in 2005? What is the take-up rate for the relevant appropriations under Interreg III? Are there any plans to intensify cross-border cooperation further with a view to preventing flooding, given the amounts available under the Greece-Bulgaria Interreg programme? The Greek Government has announced that it will include the construction of the dam at Aspronerio and Mikro Derio in the 4th CSF.

A dance happening that took place before the lining of the boundaries to date in the Greek and Turkish Thrace is that of “K’na”. “K’na” is a female dance happening which is danced to date by the people of both areas in spite of their religious beliefs, social – economic and cultural development. The purpose of this project is to study the different expressions of this dance in Nea Vyssa and examine if these are related to matters of search and conformation of ethnic and national identity of this group under the terms of the social cybernetics.
