Com o Atlântico a seus pés, é percorrida por três ribeiras, a Ribeira de São João, a Ribeira de Santa Luzia e a Ribeira de João Gomes (ver Mapa A - 1, 2 e 3, respectivamente), ao longo das quais a cidade tem vindo a expandir-se, encosta acima, nestes últimos 500 anos. A nossa área de estudo corresponde fundamentalmente ao actual centro da cidade, abrangendo três freguesias do Concelho do Funchal – freguesia da Sé; freguesia de S. Pedro e freguesia de Santa Maria Maior. Ficam, ainda, localizados nesta área os três núcleos históricos da cidade – o núcleo histórico de Santa Maria, o núcleo histórico da Sé e o núcleo histórico de S. Pedro e Santa Clara. 2.1. De lugar a cidade do Funchal O povoamento da Ilha da Madeira teve início em 1420109.     Os retábulos da igreja de São Pedro no Funchal P. Ladeira Universidade da Madeira A freguesia de São Pedro situa-se na baixa da cidade do Funchal. Inicialmente a cidade circunscrevia-se às freguesias de N.ª S.ª do Calhau e da Sé, mas o crescimento social e económico preceituou a sua expansão. O centro da cidade estava mais vocacionado para o comércio, administração e residência de famílias importantes, embora no local onde foi criada a freguesia de São Pedro, residisse o primeiro capitão-donatário do Funchal, João Gonçalves Zarco, e seus descendentes. Em finais do século XVIII importantes famílias funchalenses também residiam em São Pedro, como os Bettencourt, Freitas, Ornelas, Carvalhal. Aquando da criação da freguesia de São Pedro, considerada uma zona dos arredores da cidade, viviam muitas pessoas dedicadas à actividade agrícola e aos ofícios mecânicos (carpinteiros, pedreiros, …), muitos oriundos dos concelhos rurais da Madeira e do Norte de Portugal 1. A criação da freguesia de São Pedro do Funchal passou por um processo um pouco atribulado. A nova freguesia foi criada por um alvará de Julho de 1566, emitido pelo cardeal infante D. Henrique, regente na menoridade do seu sobrinho- neto, futuro rei D. Sebastião. A freguesia surgiu da partilha da freguesia da Sé. A sua primeira ermida foi dedicada a São Paulo e São Pedro, actualmente denominada São Paulo. A freguesia ocupava a grande parte ocidental da cidade do Funchal e juntava-se às duas existentes de Nossa Senhora do Calhau e da Sé. A partilha da freguesia da Sé não teria agradado aos cónegos e a instalação acabou por não ter efeito 2.

The municipality is administratively divided in ten parishes: São Martinho, Santo António, São Pedro, São Roque, Monte, Imaculado Coração de Maria, Santa Luzia, Sé, Santa Maria Maior and São Gonçalo. The municipality with 112,015 inhabitants, in the 2011 census, has a relevant number of occurrences throughout the centuries of natural hazards, which have caused victims and huge destruction, such as flash floods, landslides, mudslides, rock fall, storms, storm surges and forest fires. Description of the hazards and vulnerability profile of the city The historical records reviewed so far revealed that the flash flood which caused more fatalities occurred in 9Th of October 1803. Official figures report the existence of 600 dead, although a letter from that season points to 1,000 people dead and missing, mostly in Funchal, at that time the municipality had approximately 25,000 inhabitants and the island population was around 90,000. In 1993, on October 29Th a flash flood, considered one of the most violent to hit the city of Funchal, left a unrecognizable, confused city with the balance of five dead, four missing and about 400 evacuees, high losses in public infrastructure and private sector facilities, and millions of euros in destruction.
