Anchal has now become the unit of administration for revenue, development and other administrative purposes. The jurisdictions of police stations are also being largely readjusted to coincide with the Anchal-cum-Development Blocks. Thu~, for the Census of 1961, the b'asic data have been presented with Anchal as the unit. At tho same timo, Anchal maps showing the constituent villages and certain important details have been prepared in the scale of 1" =I mile. Since no independent survey was done for this purpose, the Revenue Thana ""maps were used for preparing the original tracings showing the village boundaries. Delineation of the other details, lettering, etc., had to be done afresh and an attempt was made to bring the information up to date (i.e., up to 1st March, 1961 which was the point of reference for 1961 Census) as far as possible. After completing this process, the newly prepared maps were got reduced to demy-quarto size, by photographic process, for being reproduced in the District Census Handbooks. This is perhaps the first time that such maps are being made available and the preparation of Anchal maps, both on 1" == 1 mile scale as well as on the reduced scale, can be justly claimed among the major achievements of the Census of 1961 in Bihar. In view of the likely usefulness of these maps to administration, 250 off-prints were taken while printing for the District Census Handbooks. These are now being presented in four volumes, one for each Commissioner's Division. In addition to Anohal maps, a State map showing Anchal boundaries and administrative maps for each of the districts within the division have also been incorporated in each volume. A limited number of copies of these volumes are being issued for official use only. The preparation of Anchal maps was made pO"'lsible mainly bocause of the keen interest and helpful attitude of the State Government which not only placed all relevant materials at my disposal but also agreed to meet the entire cost of the scheme. For all this I am greatly indebted to it. I must also record my grateful ness to Shri M. P. Singh, Deputy Director of Surveys and Land Records who not only deputed some of his most experienced staff for this work but took personal interest in it and also helped with his technical knowledge and supervision. • West Champaran Introduction
DISTRICT PROFILE WEST CHAMPARAN INTRODUCTION West Champaran is an administrative district in the state of Bihar. West Champaran district was carved out of old champaran district in the year 1972. It is part of Tirhut division. West Champaran is surrounded by hilly region of Nepal in the North, Gopalganj & part of East Champaran district in the south, in the east it is surrounded by East Champaran and in the west Padrauna & Deoria districts of Uttar Pradesh. The mother-tongue of this region is Bhojpuri. The district has its border with Nepal, it has an international importance. The international border is open at five blocks of the district, namely, Bagha- II, Ramnagar, Gaunaha, Mainatand & Sikta, extending from north- west corner to south–east covering a distance of 35 kms . HISTORICAL BACKGROUND The history of the district during the late medieval period and the British period is linked with the history of Bettiah Raj. The British Raj palace occupies a large area in the centre of the town. In 1910 at the request of Maharani, the palace was built after the plan of Graham's palace in Calcutta. The Court Of Wards is at present holding the property of Bettiah Raj. The rise of nationalism in Bettiah in early 20th century is intimately connected with indigo plantation. Raj Kumar Shukla, an ordinary raiyat and indigo cultivator of Champaran met Gandhiji and explained the plight of the cultivators and the atrocities of the planters on the raiyats. Gandhijii came to Champaran in 1917 and listened to the problems of the cultivators and the started the movement known as Champaran Satyagraha movement to end the oppression of the British indigo planters.
