YORK RIVER: GLOUCESTER POINT TO ALLMONDSVILLE Growing Area # 047 Gloucester County Shoreline Sanitary Survey Date: 23 February 2012 Survey Period: August 5, 2011 – January 17, 2012 Total Number of Properties Surveyed: 1891 Surveyed By: D.R. Beuchelt Section A: GENERAL This survey area extends from Reference Point 47 at Gloucester Point to Reference Point 48 at State Route 606, including the York River shoreline between these two points, Fox Creek, Sandy Creek, Jones Creek, Aberdeen Creek, Carter Creek, Cedarbush Creek, Poplar Creek, Timberneck Creek and all of their tributaries. The topography of the area is generally moderate. The areas of Sandy Creek and the Carmines Islands are the exceptions. The land, in these places, is low and marshy. Elevations in the survey area range from 10’ to 50’ within the boundary line. Since the last survey the area has experienced severe weather. An E-4 tornado touched down in April 2011. Damage was experienced in the area around Shelly Road and Horsley Road. During this survey, homeowners were still cleaning debris, repairing, rebuilding or demolishing structures in this area. Hurricane Irene hit the area in August 2011 and was followed by Tropical Storm Lee a few weeks later in September. Power outages, heavy rains and flooding occurred. During Irene, 75% of Gloucester homes and businesses lost power for a week or more. The 2010 population census showed an increase of 6% with a count of 36,858 for Gloucester County. Population density in the area is sparse to moderate with the larger concentration of homes located in subdivisions and in the area between Gloucester Point and the east side of Timberneck Creek. In March 2006, the Commonwealth of Virginia obtained 431 acres of land in Gloucester County located between Aberdeen and Carter Creeks for a new Middle Peninsula State Park. At the time of this survey, this area is undeveloped, but a draft plan has been submitted. It is estimated that the park may be open for day use by 2015 or 2016. Meteorological data indicated that 25.12” of rain fell during the survey period. A monthly breakdown is as follows: August 5-31, 2011 10.53“ September 5.74“ October 3.19“ November 3.50” December 1.39” January 1-13, 2012 0.77” Shoreline Survey # 047 Page 2 There are several subdivisions, apartment complexes and townhouse units located in the survey area. A few properties are online with the Hampton Roads Sewage Treatment Plant. The Commonwealth of Virginia, under Code Section 9VAC 10-20-120.7, specifies that on-site sewage treatment systems not requiring a Virginia Pollutant Discharge Elimination System (VPDES) permit shall: a. Have pump-out accomplished for all systems at least once every five years. (1) If deemed appropriate by local health department and subject to conditions the local health department may set, local governments may offer to the owners of such system, as an alternative to the mandatory pump-out, the option of having a plastic filter installed and maintained in the outflow pipe from the septic tank to filter solid material from the effluent while sustaining adequate flow to the drainfield to permit normal use of the septic system. Such a filter should satisfy standards established in the Sewage Handling and Disposal regulations (12VAC5-610) administered by the Virginia Department of Health. (2) Furthermore, in lieu of requiring proof of septic tank pump-out every five years, local governments may allow owners of on-site sewage treatment systems to submit documentation every five years, certified by a sewage handler permitted by the Virginia Department of Health, that the septic system has been inspected, is functioning properly, and the tank does not need to have the effluent pumped out of it. Information can be found by contacting county officials via the website at: www.co.gloucester.va.us. Found during the survey were 11 on-site deficiencies, 10 properties marked as potential deficiencies, 8 boating activity sites and 14 sites marked as animal pollution. Copies for Bacteriological, Hydrographic and Shellfish Closure data are available at the White Stone office for review. Copies of the current condemnation notices and maps are available via the internet at www.vdh.virginia.gov/shellfish/. The report lists only those properties that have a sanitary deficiency or may have other environmental significance. DIRECT indicates that the significant activity or deficiency may have a direct impact on shellfish waters. Individual field forms with full information on properties listed in this report are on file in the Richmond office of the Division of Shellfish Sanitation and are available for reference until superseded by a subsequent survey area. Data in the report is also made available to local health departments and other agencies to address items that may be out of compliance with their regulatory programs. SECTION B: SEWAGE POLLUTION SOURCES SEWAGE TREATMENT FACILITIES -None- ON-SITE DEFICIENCIES 8. CONTRIBUTES POLLUTION – Location: 4504 Hermitage Lane, Gloucester 23061. Dwelling – 1 story, brick with light gray shingles. 5 persons. Water is pooling over drain lines, which are severely depressed. Occupant states she cannot flush the toilets. Sanitary Notice issued on 9/7/11 to Field # 363. Tax Map # 37A(1)-12. Issue was corrected before survey was published. Shoreline Survey # 047 Page 3 16. CONTRIBUTES POLLUTION – Location: 4257 Aberdeen Creek Road, Gloucester 23061. Dwelling – 1 story, faded yellow with red shutters and asphalt-brown shingles. 5 persons. Septic tank lid is broken and covered with an unapproved metal lid. Contents of tank are exposed. Sanitary Notice issued on 9/19/11 to Field # 492. Tax Map # 37F- 2-47. Issue was corrected before survey was published. 18. CONTRIBUTES POLLUTION (Kitchen or Laundry Wastes) – Location: 4114 Roswell Plantation Road, Gloucester 23061. Dwelling – 1 story, brick with black shingles. Homeowner admitted to piping the laundry waste water underground to an open port in her flower garden. Sanitary Notice issued on 9/20/11 to Field # 501. Tax Map # 43A-4- B. Issue was corrected before survey was published. 19. CONTRIBUTES POLLUTION (Kitchen or Laundry Wastes) – Location: 4358 Taliaferro Lane, Gloucester 23061. Dwelling – 1 story cottage, white with black shingles. No Contact. Found on-site was an open port on a 2” white PVC sewer line. The port was adjacent to a dryer vent. Sanitary Notice issued on 9/21/11 to Field # 520. Tax Map # 43A-2-A. Gloucester Co. HD determined this to be a drainage pipe for a roof drainage system. 20. NO FACILITIES – Location: On Down Creek Road. Dwelling – RV travel trailer, cream- colored with brown trim. No Contact. No permanent septic facility on-site. Sanitary Notice issued on 10/7/11 to Field # 726. Tax Map # 38-91B. Issue was corrected before survey was published. 29. CONTRIBUTES POLLUTION – Location: 6352 New Pines Drive, Hayes 23072. Dwelling – 1 story, light gray with light gray shingles and maroon shingles. No Contact. Area of yard, fenced, appears to have effluent pooling on the ground surface. Sanitary Notice issued on 10/24/11 to Field # 942. Tax Map # 45S-1-1. 30. CONTRIBUTES POLLUTION – Location: 4036 Providence Road, Hayes 23072. Dwelling – 1 story, cream-colored with variegated colored shingles. 2 persons. Effluent has surfaced and is pooling over drainfield. Sanitary Notice issued on 10/24/11 to Field # 946. Tax Map # 45-34. 34. CONTRIBUTES POLLUTION – Location: 3395 Village Landing Drive, Hayes 23072. Dwelling – 1 ½ stories, yellow with gray shingles and green shutters. No Contact. Effluent has surfaced and is pooling over drainfield. Sanitary Notice issued on 10/24/11 to Field # 946. Tax Map # 45Q-5-6. Issue was corrected before survey was published. 36. CONTRIBUTES POLLUTION – Location: 3118 Sandy Hill Court, Hayes 23072. Dwelling – empty lot. Found on-site was an open port on a black pipe sewer line. Sanitary Notice issued on 11/18/11 to Field # 1278. Tax Map # 45-181. Issue was corrected before survey was published. 37. CONTRIBUTES POLLUTION – Location: 3135 Sandy Hill Court, Hayes 23072. Dwelling – mobile home, tan colored. Cap on clean-out port is broken. Sanitary Notice issued on 11/21/11 to Field # 1285. Tax Map # 45-181. Issue was corrected before survey was published. 38. CONTRIBUTES POLLUTION – Location: 3141 Sandy Hill Court, Hayes 23072. Dwelling – empty lot. Found on-site was an open port on a white PVC sewer line. Lane, Gloucester, 23061. Dwelling – old commercial building, white stucco. No Contact. Found on-site was a RV. Electric and water hookups are available. No odor or effluent found at time of survey. 12. Location: 4706 Aberdeen Creek Road, Gloucester, 23061. Dwelling – mobile home, variegated brown with brown trim and beige skirting. No Contact. Found on-site was a 4” white PVC sewer pipe with a section of black corrugated pipe inline. No odor or effluent found at time of survey. 15. Location: 4233 Aberdeen Creek Road, Gloucester 23061. Dwelling – 1 story, yellow with blue trim and brown shingles. 5 persons. Odor was present on-site. No evidence or pooling of effluent found. Occupant states problems are experienced when flushing toilets in wet weather. No effluent found at time of survey. 17. Location: 4366 Rosewell Plantation Road, Gloucester 23061. Dwelling – 1 story, white with light gray shingles. No Contact. Two, 1 1/2 “, white PVC pipes exit foundation. Origins are unknown. No odor or effluent found at time of survey. 23. Location: 3966 Cedar Bush Road, Hayes, 23072. Dwelling – 1 story, white with light gray shingles and red shutters. 1 person. Occupant states that during heavy precipitation, the adjacent field floods from over flow of VDOT ditches.
