P a g e | 1 Abstract Globalization has become one of the most significant phenomena in the world since the end of the cold war. Globalization especially the economic globalization has brought about new opportunities and opened dynamic windows for the people of the world based on the notion of liberalism, free market, easy access of goods and services. Although globalization has brought about some positive gains for individuals and society, it has caused negative impacts on the society called ‘the dark side of globalization’. It has created complex and multifaceted security problems and threats to the countries especially the developing countries like Bangladesh. Globalization has changed the nature and dynamics of crime although crime is not a new phenomenon in Bangladesh. The nature or pattern of crime has changed remarkably with the advent of globalization, modern technology and various modern devices, which pose serious security threats to the individuals, society and the country. Globalization has created easy access to conducting illegal trade such as small arms, illegal drugs and human trafficking and some violent activities such as kidnapping, theft, murder, around the world as well as in Bangladesh. It has developed the new trends of crimes, gun violence, drugs crime, and increasing number of juvenile convicts and heinous crimes committed in Bangladesh. Over the years, the number of organized murder crimes is increasing along with rape cases and pretty nature of crimes with the advent of globalization and information technology.

    Half Yearly Human Rights Report Bangladesh Situation January-June, 2018 HUMAN RIGHTS SUPPORT SOCIETY (HRSS) www.hrssbd.org Half Yearly Human Rights Report 2018 EXECUTIVE SUMMARY Half yearly human rights analysis report’s published by Human Right Support Society the based on incidents of human rights violation and atrocities based on information received through our district representatives and twelve prominent national dailies has published this report. From January to June ’18, this report illustrates that freedom of expression was denied and the constitutionally guaranteed rights of freedom of assembly and association witnessed a sharp decline. Restrictions on the political parties and civil societies, impunity to the abusive security forces, extrajudicial killing in the name of anti-drug war, enforced disappearance, abduction, violence against women, arbitrary arrest and assault on opposition political leaders and activists, coercion and extortion are exposed a very glooming scenario of the overall human rights situation in Bangladesh. The situation reached such an awful state that even the common people feel insecure everywhere. According to the sources of HRSS, between Jan and Jun ’18, at least 303 people were extra- judicially killed; a total of 24 people have been forcefully disappeared by the members of law enforcement agencies. Moreover, the HRSS report finds that a total of 397 females have been raped. Of them, 189 were identified as an adult and alarmingly 208 were children under the age of 16. A total of 148 women were killed in the family feud, 26 females were killed due to dowry- related violence. It has also been reported that a total of 197 were abducted by a non-state actor in different areas of the country, among them approximately 140 were male, 21 females, 36 children, and 83 were killed after the abduction.

Surplus fish was sold at the local market to generate some little capital for the households. The livelihood and consumption of SIS in fishing community of two upazilas viz. Trisal and Ishwarganj under Mymensingh district were studied for 3 months in 2004. Most of the fisher folk of the study areas belong to resource-poor section of the society living below the poverty level. Majority of them had no cultivable land. As professional fishers they face many problems during lean fishing period from January to April due to little or non­ availability of fish. Majority of the fisher households consumed SIS three to four days a week. The fisher households of Trisal upazila consumed more small fish than those of Ishwargonj upazila. More than 50% respondents consumed <20 g SIS/day and 20% consumed >40 g SIS/day in Trisal upazila.

    Hazard Incidences in Bangladesh in March, 2016 Overview of Hazard Incidences in March 2016 Seven localised incidents occurred in March. Fire, Road Collapse, Bridge Platform Collapse, Wall Collapse and Chimney Collapse as well as two natural incidents, Nor’wester and Lightning were the major incidents stricken in this month. According to the dailies, Nor’wester struck on 6th, 7th and 20th March and affected 4 districts. Lightning occurred in on 22nd, 27th, 28th and 31st of this month. Also, there was Wall Collapse in Nawabganj upazila under Dinajpur district and Ishwarganj upazila of Mymensingh district. As well, a chimney of a rice mill collapsed on 5th March in Ambari upazila of Dinajpur district. In addition, a road collapsed at Gulshan in Dhaka and a bridge platform collapsed in Biswambhapur under Sunamganj district. Apart from these, 27 fire incidents occurred on 1st , 2nd, 9th, 10th, 11th, 14th, 16th,17th, 18th, 19th, 21st, 22nd, 24th and 26th March at Panchagarh, Nilphamari, Sylhet, Dinajpur, Thakurgaon, Manikganj, Pabna, Mymensingh, Joypurhat, Jhenaidah, Brahmanbaria, Dhaka, Gazipur, Natore, Netrokona, Barguna, Noakhali, Gopalganj, Madaripur, Gaibandha and Khulna districts, respectively. Description of the Events in March 2016 Nor’wester In March, Nor’wester hit 4 districts e.g. Dhaka, Rajbari, Chuadanga and Netrokona districts. Total 4 people were killed and 31 people injured including women and children (Table 1). On 7th March, ferry service at Goalandaghat paused for 12 hours during the storm. Saiful Islam An investigation was carried out from July 2016 to June, 2017 to know the fish marketing system, Scientific Officer, Bangladesh available fish species and livelihood status of fish traders in Iswarganj of Mymensingh. In Iswarganj Fisheries Research Institute, upazila, almost all type fish traded internally move through the private sector where a large number of Mymensingh, Bangladesh people are dealing with fish distribution and marketing system. The market chain from producers to retailers goes onward through a number of intermediaries: traders, broker, aratdar, retailer, wholesalers Anuradha Bhadra Bangladesh Fisheries Research and mahajans. On the basis of a sample of 15 traders from each of the nine markets, the usual amount of Institute, Bangladesh daily turnover of fish in this upazila is about Tk15 lac and the volume varies relying on the variation in catches during peak or off-season. Therefore, the individual freedoms and democratic aspirations of the citizens – and consequently, peoples’ collective rights and responsibilities - must be the foundational principles of the State. The democratic legitimacy of the State is directly related to its willingness, commitment and capacity to ensure human rights, dignity and integrity of citizens. If the state does not ensure full participation in the decision making process at all levels – from the lowest level of administration to the highest level – it cannot be called a ‘democratic’ state. Citizens realise their rights and responsibilities through participation and decision making processes. The awareness about the rights of 1 others and collective benefits and responsibilities, can be ensured and implemented through this process as well. The Parliament, Judiciary and Executive cannot and should not, have any power to abrogate fundamental civil and political rights through any means, as such rights are inviolable and are the foundational principles of the State.
