1. Introduction
Off-air television stations broadcast signals from terrestrially-based facilities directly to television receivers. Comsearch identified those off-air stations whose service could potentially be affected by the proposed H and SB Line Rebuild Project in Greene and Ulster Counties, New York. Comsearch then examined the coverage of the stations and the communities in the area that could potentially have degraded television reception due to the location of the transmission line.
Central Hudson Gas & Electric Corporation (CHG&E or the Client) is proposing to rebuild the existing 69 kilovolt (kV) H and SB transmission lines (H and SB Lines) located between Catskill in Greene County and Kingston in Ulster County, New York. Rebuild of the H and SB Lines (the Project) will generally occur within an existing 150-foot-wide right-of- way (ROW), be built to 115 kV requirements, and spans approximately 23.6 miles through the City of Kingston, the Towns of Ulster, Saugerties, and Catskill, and the Village of Catskill. Approximately 1.2 miles of the H Line route is proposed to be relocated to avoid a sensitive environmental resource area designated by the New York State Department of Environmental Conservation as the Great Vly Wildlife Management Area. Throughout the remainder of the H and SB lines, the rebuild project will remove and replace all structures, insulators, electrical conductors, associated transmission components of the existing H and SB 23.6-mile long ROW with the exception of 24 structures that will be retained. These 24 structures were either recently replaced on an emergency basis (“high priority repair”) or were determined to be structurally sound. There are currently 256 existing transmission structures within the H and SB Lines ROW, which will be replaced with 253 new/replacement structures.

2. Summary of Results
The proposed transmission line project area and local communities are depicted in Figure 1, below.

To begin the analysis, Comsearch compiled all off-air television stations1 within 150 kilometers of the transmission line. Appendix A contains a tabular summary of these stations. A plot depicting their locations appears in Figure 2, below.

TV stations at a distance of 100 kilometers or less are the most likely to provide off-air coverage to the project area and neighboring communities. These stations are listed in Table 1, below, and a plot depicting their locations is provided in Figure 3. There are a total of fifty-seven database records for stations within approximately 100 kilometers of the transmission line. Of these stations, only forty-five are currently licensed and operating, thirty of which are low-power stations or translators. Translator stations are low-power stations that receive signals from

distant broadcasters and retransmit the signal to a local audience. These stations serve local audiences and have limited range, which is a function of their transmit power and the height of their transmit antenna.

3. Impact Assessment
Typically, transmission lines do not create reception problems for television signals. This includes transmission lines carrying high voltages such as those planned for the H and SB Line Rebuild Project. However, if the transmission lines are not well maintained, corona and arcing may occur at the insulators or conductor connectors, creating broad band noise, regardless of whether the operating voltage is 69 kV or 115 kV. The broad band noise could cause interference to television receivers in residences near the transmission line project, particularly those residents whose homes are within approximately 500 feet of the transmission line. This distance is based on a worst-case scenario, which requires the presence of foul weather and takes into account the variable characteristics of the transmission line.

Based on a contour analysis of the licensed stations within 100 kilometers of the transmission line, it was determined that ten of the full-power digital stations4, identified below in Table 2, along with Class A digital station WEPT-CD, low-power digital stations WYBN-LD and W44CT- D, and translator station W42AE, have service contours that overlap with the transmission line project area and thus fall within the range of potential impact as described above.

4 In addition to its primary broadcast facility, station WRGB is licensed separately for an auxiliary facility (ID 15 in Table 2) and low-power facilities in Kingston, NY and Pittsfield, MA (IDs 1 and 19, respectively). The service contours of all four overlap the transmission line. Similarly, WCWN is licensed for distinct primary and auxiliary facilities, both the contours of which intersect the H and SB Line Rebuild Project.

4. Recommendations
In order to prevent interference to television broadcast reception in the homes near the transmission line, there should be an effective quality control maintenance program in effect for the useful life period of the transmission line’s operation. In the unlikely event that interference is observed in any of the TV service areas, a high-gain directional antenna may be employed, preferably outdoors, and oriented towards the signal origin in order to mitigate the interference.
Both cable service and direct broadcast satellite service will be unaffected by the presence of the transmission line and may be offered to those residents who can show that their off-air TV reception has been disrupted by the presence of the transmission line after it is installed.
