MARY L. PULIDO, PH.D EXECUTIVE DIRECTOR THE NEW YORK SOCIETY FOR THE PREVENTION OF CRUELTY TO CHILDREN Mary L. Pulido, Ph.D., is the Executive Director of The New York Society for the Prevention of Cruelty to Children. She has held senior management positions at the Child Protection Center of Montefiore Medical Center, the Children’s Village, and at Covenant House/Under 21. Dr. Pulido lectures and trains nationally on the management of Secondary Traumatic Stress. Her protocol for crisis debriefing following child fatality and critical incidents is utilized throughout the New York City Child Protective Services system. Dr. Pulido is a member of the Medical Reserve Corps of the NYC Department of Health and Mental Hygiene. In 2006, Mayor Michael Bloomberg appointed Dr. Pulido to the New York City Child Fatality Review Team (CFRT) where she served until 2015. She currently serves as President of the American Professional Society on the Abuse of Children – New York (APSAC-NY) and is Chair of their Public Policy Committee. Dr. Pulido holds a Ph.D. in Social Welfare from the City University of New York and Master’s Degrees in Social Work from Hunter College School of Social Work and in Teaching from Sacred Heart University. She is an adjunct Assistant Professor at the Silberman School of Social Work at Hunter College. She has published in the areas of detection and prevention of child abuse and neglect, providing supervised visitation services, crisis debriefing, child sexual abuse prevention and preventing secondary traumatic stress. J U D G M E N T These cases were considered on petitions for review from the Federal Communications Commission, and on the briefs and oral arguments of the parties. The Court has afforded the issues full consideration and has determined that they do not warrant a published opinion. See Fed. R. App. P. 36; D.C. Cir. R. 36(d). It is ORDERED and ADJUDGED that the petitions for review of the orders of the Federal Communications Commission be DENIED. Petitioner PMCM TV, LLC obtained a license from the Federal Communications Commission to operate television station WJLP in northern New Jersey on radio-frequency channel 3, the same radio-frequency channel used by PMCM’s predecessor station in Nevada. However, the FCC assigned WJLP virtual channel 33, the channel to which viewers tune their televisions in order to watch WJLP. The FCC did this to protect the “Channel 3” brand identity of intervenor broadcasters that already used virtual channel 3 in service areas that overlapped with that of WJLP. For similar reasons, the FCC refused to require cable operators to carry WJLP on cable television as “Channel 3.” PMCM seeks review of both decisions. -

While some concerns may be reasonable, the overwhelming majority of outlined harms are never realized. As CBS Chairman and CEO Les Moonves said in 2015, “All these technology initiatives that supposedly were going to hurt us have actually helped us. SVOD has helped us. DVR has helped us. The ability to go online with our own content, CBS.com, and the trailing episodes – all have helped us.”1 With the entertainment industry currently dominated by a handful of companies that have never been more profitable, it is clear that new technology and forms of content distribution have helped, not hurt the industry. While new technology can create some business uncertainty, there is strong evidence that pro-consumer developments that make legal content more accessible to viewers benefits both consumers and content creators. The Federal Communications Commission’s proposed rules for a competitive navigation device market follow this path. The current pay-TV set-top box market is controlled by incumbent distributors who charge consumers high fees and exercise their gatekeeping power to limit content competition. -

As the World Health Organization defines it, health equity implies that everyone should have a fair opportunity to obtain their full health potential. But when systematic inequities arise and affect the health status of groups of people, the human, social, and economic costs are significant. There is no shortage of evidence that social factors—including education, employment status, income level, gender, and ethnicity—greatly influence how healthy a person is. Indeed, a person’s zip code can be just as important as their genetic code when it comes to living a long healthy life. In Connecticut, inequities contribute to some disturbing health disparities: • Greater Hartford’s average life expectancy of 79.9 years masks a dramatic difference within the region. Life expectancy in one part of Northeast Hartford is just 68.9 years, more than 19 years lower than that of the neighborhood with the highest life expectancy—Avon at 88.1 years. • While only 3 percent of white adults are uninsured, 10 percent of Black adults, 11 percent of Latino adults, and 9 percent of adults with incomes under $30,000 lack health insurance. Almost a quarter of the region’s adults reported postponing potentially necessary medical care, citing numerous barriers. • Black mothers face a four times higher likelihood than white mothers of their child dying before their first birthday. -

AND CABLEVISION SYSTEMS CORPORATION Pursuant to the Media Bureau's Public Notice, DA 14-1298 (rel. Sept 12, 2014), Time Warner Cable Inc. ("TWC") and Cablevision Systems Corporation ("CSC") hereby submit the following joint reply comments on the above-referenced Request for Declaratory Ruling of Meredith Corporation and "Alternative PSTP Proposal" of PMCM TV, LLC, licensee of Station WJLP(TV) (formerly known as KVNV(TV)). The issue at the heart of both Meredith's Declaratory Ruling request and PMCM's Alternative PSIP Proposal is whether WJLP should be assigned PSIP channel 33 (as proposed by Meredith) or the two-part PSTP channel starting with 3 .10 (as proposed by PMCM). The interest of TWC and CSC in this channel assignment dispute arises from the fact that it would be extremely disruptive· and confusing for cable subscribers if cable operators in the New York OMA were required to begin carrying WJLP on cable channel 3 (thereby necessitating the relocation of other services) only to have to move the station (necessitating further movement of other channels) if it ends up being assigned PSIP channel 33. Recognizing that the public interest would not be served by the disruption and confusion that would result if cable operators commenced carrying WJLP on one channel and then moved it to another cable channel, the Media Bureau issued a "Deferral Order" on July 25, 2014, excusing cable operators in the New York DMA from having to comply with PMCM's carriage and channel positioning elections until 90 days after the date of a "final decision" regarding WJLP's PSIP channel assignment. -
