1. Cultural Governance – Where Culture Belongs in Relation to Governance and Representation The Human Rights and Equal Opportunities Commission Social Justice Report of 2012, on page 86, proposes a framework for effective, legitimate and culturally relevant Indigenous governance that has three key components: • community governance • organisational governance • the governance of governments. Sadly, in the post – ATSIC period, issues relating to Indigenous Governance and Indigenous representation have been relegated to second tier issues and the role of Aboriginal culture [as distinct from ‘the arts’] has been relegated to a third tier issue. In the post – ATSIC period we have witnessed a range of initiatives relating to the Governance of Government, most notably the COAG arrangements, Close the Gap and specific initiatives such as the COAG Remote Service Delivery arrangements. Across the same period we have seen the development and enhancement of a range of initiatives relating to organisational governance, most notably the role of ORIC and also the proliferation of PBCs. But across that same period, there has been almost no development in regards to issues of community governance, except in as much as there are aspects of organisational governance and the governance of governments which do relate to the community. Indeed, Governments oftentimes demonstrate through their policy and funding actions that they believe that there are only two dimensions to Governance, and they totally ignore the reality that community governance has traditions which date back over 60, 000 years. The way that these traditions play out in terms of Governance and Representation in the Kimberley can be seen through the KALACC logo, as attached, and as described in the Indigenous Governance Toolkit: KALACC represents themselves through a simple diagram of concentric circles. -

Task Force on Harbourfront Developments in Kowloon, Tsuen Wan and Kwai Tsing For discussion TFK/02/2017 on 14 February 2017 The Development of Hong Kong Palace Museum in the West Kowloon Cultural District PURPOSE This paper contains information on the proposed Hong Kong Palace Museum (“HKPM”). BACKGROUND 2. The proposed development of HKPM in the West Kowloon Cultural District (“WKCD”) will be a unique collaborative arrangement between the West Kowloon Cultural District Authority (“WKCDA”) and the Palace Museum under which the exquisite collection of the Palace Museum will be loaned to HKPM for display on a long-term basis and in a more in-depth and comprehensive manner. The building of a new world-class museum dedicated to the display and interpretation of artefacts from the renowned Palace Museum is a significant addition to the cultural fabric of WKCD. Being the second major museum in WKCD, HKPM will enhance the cultural offering and greatly increase WKCD’s attractiveness as a cultural destination. Focusing on traditional Chinese culture, HKPM will add to WKCD’s diverse mix of programmes and activities, thereby enabling it to attract visitors of all ages and backgrounds, both locally and from outside Hong Kong. 3. Sitting across the Art Park from M+, HKPM will complement M+ as a museum of 20th and 21st century visual culture, allowing visitors to explore in close proximity arts and culture of both the contemporary and the ancient. This paper provides background information on the Hong Kong Palace Museum ("HKPM") project in the West Kowloon Cultural District ("WKCD"). It also summarizes the views and concerns expressed by Members on the subject at meetings of the Joint Subcommittee to Monitor the Implementation of the West Kowloon Cultural District Project ("the Joint Subcommittee") and relevant committees of the Legislative Council ("LegCo") since January 2017. Background 2. On 23 December 2016, the West Kowloon Cultural District Authority ("WKCDA") announced the signing of a Memorandum of Understanding of Cooperation ("MOU") between WKCDA and the Palace Museum in Beijing to launch a new museum in WKCD with long-term loans from the Palace Museum.1 Under this special arrangement, HKPM will be established by WKCDA as a new focal point of WKCD for displaying the visual culture of historical Chinese art from the imperial courts. The Hong Kong Jockey Club Charities Trust has agreed to donate $3.5 billion to fund the capital cost of the project, covering design, construction and exhibition development cost. Dallas Museum of Art Schedule of Exhibitions The Dallas Museum of Art (DMA), which reopened to the public on August 14, has extended the run of the following exhibitions and announced two new exhibitions for 2020. The Keir Collection of Islamic Art on the concourse and all the collection galleries on Levels 2, 3, and 4 are open with the exception of Level 3 of the Reves Collection and the adjacent Decorative Arts and Design area. The Conservation Gallery remains closed. General Admission to the DMA is free, with tickets to the special exhibition For a Dreamer of Houses available at an additional cost of $9. A timed General Admission and/or special exhibition ticket must be obtained online in advance of visits. Sandra Cinto: Landscape of a Lifetime August 14, 2020 – November 1, 2020 | Concourse Landscape of a Lifetime is Brazilian artist Sandra Cinto’s a site-specific commissioned mural in the Museum’s first-level Concourse. Cinto transformed the Concourse hall with a 153-foot mural covering the walls and ceiling in 24 shades of blue, shifting from dark to light to give the impression of the transition from night to day. The walls are decorated with intricate pen drawings of celestial elements such as stars and clouds. Low-level audio of sounds recorded by the artist (running water, rustling leaves, birds, etc.) further enhances the artist’s exploration of life and natural cycles. -
