There was lots of finger-pointing as to who or what had caused the gridlock at the major thoroughfare serving the city's bustling Golden Triangle. The reason for the 10m-deep sinkhole was eventually traced to an old underground water pipe that had burst due to earth movements from construction works nearby. Last year, three sinkholes appeared in several Kuala Lumpur roads within 48 hours, all due to soil movements caused by burst pipes, stress from construction work and heavy rain. Concerned over the spate of sinkholes, Kuala Lumpur mayor Datuk Nor Hisham Ahmad Dahlan ordered an inter-agency study with utility companies in order to map out the numerous cables and pipes running underneath Kuala Lumpur. Ageing infrastructure Since the incident last year, Nor Hisham told StarMetro that Kuala Lumpur City Hall (DBKL) had man- aged to come up with a basic frame- work, but there were still a lot of data to gather as the city's reticula- tion system was over 50 years old. He said Kuala Lumpur did not have a proper underground utility mapping system. "The current data we have may not be accurate since the records could be old and no longer reliable. "For example, an old water pipe that might have been buried 1.5m about 30 years ago could now be much lower due to development and road tarring over the years. "This is not good; if we don't know what is buried underground, it can lead to problems for road users, DBKL and utility contractors too," he said. The mayor added that this would also delay construction projects, because not knowing what lied Construction work taking place near Bukit Bintang area in Kuala Lumpur. - Photos by AZHAR MAHFOF and underneath meant that contractors courtesy of Gamuda would take a longer time to com- plete work. The city has seen many of its pro- jects derailed for months, some even years, due to unforeseen infrastruc- ture buried under the city. One example is the multi-mil- lion-ringgit Bulatan Dato Onn pro- ject. Called Jejak Warisan, the beau- tification project was stalled for more than two years due to telecom- munication cables underground. Another one is the flood mitiga- tion project along Jalan Bangsar which hit a snag when contractors hit a Air Selangor pipe running underneath. The work had to be pushed back several times with DBKL claiming that the problem was beyond its control. Not many know that apart from DBKL, information on what lies beneath the ground can be sought from the Survey and Mapping Department (Jupem). Due to challenges faced during realignment work of utility facilities on road reserves in the early 1990s, the government decided to appoint Jupem to compile and manage all underground utility data in the Ho says the onus is on the utility companies or service providers to update government agencies like DBKL country. once they have laid out their cables and pipes. All views expressed in this special report are those of the authors, unless otherwise credited. Introduction This Special Report by the Singapore Institute of International Affairs (SIIA) will examine how key Association of Southeast Asian Nations (ASEAN) economies – Indonesia, Malaysia, Thailand and Vietnam – are emerging after the first wave of the COVID-19 pandemic. From June 2020, these four countries announced the end or easing of their lockdown measures and began to reopen their economies and business sectors. Their prospects matter not only to their own citizens but to the region and to Singapore as a hub, partner and investor. These four key economies represent over 70 per cent of overall ASEAN gross domestic product (GDP).1 This report will consider pre-existing economic and political challenges and how some of these have either stabilised or been sharpened and aggravated by the pandemic. The focus on the pandemic has generally meant that political developments have been muted in the first half of 2020. But as each country emerges from restrictions, political contestations and economic challenges are restarting; there are trends and risks emerging that may well move more quickly in the coming months.

  • 5 April 2014 MH370 PRESS BRIEFING by HISHAMMUDDIN HUSSEIN, MINISTER of DEFENCE and ACTING MINISTER of TRANSPORT 1. Introduction
5 April 2014 MH370 PRESS BRIEFING BY HISHAMMUDDIN HUSSEIN, MINISTER OF DEFENCE AND ACTING MINISTER OF TRANSPORT 1. Introduction It’s been almost a month since MH370 went missing. The search operation has been difficult, challenging and complex. In spite of all this, our determination remains undiminished. We will continue the search with the same level of vigour and intensity. We owe this to the families of those on board, and to the wider world. We will continue to focus, with all our efforts, on finding the aircraft. 2. Investigation into MH370 As per the requirements set out by the ICAO in Annex 13 of the International Standards and Recommended Practices, Malaysia will continue to lead the investigation into MH370. As per the ICAO standards, Malaysia will also appoint an independent ‘Investigator In Charge’ to lead an investigation team. The investigation team will include three groups: an airworthiness group, to look at issues such as maintenance records, structures and systems; an operations group, to examine things such as flight recorders, operations and meteorology; and a medical and human factors group, to investigate issues such as psychology, pathology and survival factors. The investigation team will also include accredited countries. Malaysia has already asked Australia to be accredited to the investigation team, and they have accepted. We will also include China, the United States, the United Kingdom and France as accredited representatives to the investigation team, along with other countries that we feel are in a position to help. 3. Formation of committees In addition to the new investigation team mentioned above, the Government - in order to streamline and strengthen our on-going efforts - has established three ministerial committees.

Sci. & Hum. 25 (S): 123 - 138 (2017) SOCIAL SCIENCES & HUMANITIES Journal homepage: http://www.pertanika.upm.edu.my/ Proclivity of Political Participation among Wakaidesu (若いです) Japanese Ahmad, N. S. Y.1*, Syed, M. D.2 and Sani, M. A.3 1Department of Anthropology and Sociology, Faculty of Arts and Social Sciences, Universiti Malaya, 50603 Kuala Lumpur, Malaysia 2Department of Media Studies, Faculty of Arts and Social Sciences, Universiti Malaya, 50603 Kuala Lumpur, Malaysia 3School of International Studies, COLGIS, Universiti Utara Malaysia, 06010 Sintok, Kedah, Malaysia ABSTRACT Wakaidesu (若いです) or Young Japanese have been seen as being indifferent to politics and do not seem to regard political parties as representing their concerns. This is a blow to the Japanese democracy as the great majority of youth are politically apathetic and they are distancing themselves from active participation in politics. This paper describes the growing political apathy among young Japanese citizens aged between 20 and 35 that needs to be changed. Policies of the state should advocate for issues of interest to younger voters. The engagement of Japanese youth is reflected in three major issues: the feminist movement, community service and environmental protection, all of which will be discussed in this paper. The country urgently needs more young Japanese to be engaged in issues concerning the relationship between the economic and political state of the nation. The paper argued that the political involvement of young Japanese is not being attended to seriously. Instead, political parties are busy securing votes from the largest group of voters, ignoring the young. This has led to the increase of political apathy among young voters, bringing the Japanese democracy into decline.
