PECI Activities Monthly Regional Webpage Update MONTH: JUNE 2018 PECI Activities 1. On June 14, 2018, at around 2:30 o’clock in the afternoon, Dir. Edgar T. Jubay together with the PDEA RO8-Leyte Provincial Office Personnel proceeded to Municipal Covered Court Alangalang, Leyte and facilitated the Declaration of the said Municipality. The activity was attended by members of the Oversight Committee of Alangalang Leyte wherein, they gave their respective messages in relation to the significant event. Also present during the declaration were the Barangay Chairmen of the aforementioned Municipality who served as witnesses in the said declaration. 2. Dir. Edgar T. Jubay Spearheaded the Mandatory Drug Test among PDEA RO8 Personnel held at PDEA RO8 office on June 25, 2018 from 12:00 NN- 5:00PM. The said activity was made to ensure that all personnel are all drug-free. The Test yields negative results. 3. In connection to the IDADAIT Celebration, Dir Edgar T. Jubay led the PDEA 16th Year Anniversary-Appreciation Ceremony held at PDEA Regional Office VIII on June 25, 2018 from 9:00AM-12:00NN. The said activity was attended by Distinguished Guests, Stakeholders, Media Representatives, and the personnel of PDEA RO8. 4. Ms. Rogelette T. Urgel, Information Officer/Chief in Preventive Education and Community Involvement Section of PDEA RO8 attended the Dangerous Drug Abuse Prevention and Treatment Program- Technical Working Group meeting which was attended by the DDAPTP-TWG members held at DOH Regional Office VIII, Tacloban City from 11:00AM- 2:00PM on 28th of June 2018. The topics centered on the Status of DOH-RO8 DDPT Program Implementation and Updates on the different National Agencies 5. Dir. Edgar T. Jubay together with the personnel of PDEA RO8-Western Samar Provincial Office attended the Graduation Rites of the CBRP in Catbalogan City, Samar, the said activity was also in connection to the 2018 IDADAIT Celebration, held at New Life Christian Center, Brgy. Payao, Catbalogan City, Samar on June 27, 2018 from 2:00PM- 5:00PM. The said activity was attended by Hon. Stepahany Tan- Uy, Mayor of Catbalogan City, Distinguished Guests, CBRP Graduates and their families. 6. Almagro, Samar became the fourth municipality in the Province of Western Samar declared as DRUG-CLEARED pursuant to the Resolution issued by the Provincial Oversight Committee after the documents it had submitted had been validated by elements of PDEA Samar Provincial Office. The Declaration was held at the Municipal Covered Court, Brgy. Poblacion, Almagro, Samar on May 12, 2018 at around 10:00 o’clock in the morning and was attended by barangay captains and officials. The said activity was attended byDir. Edgar T. Jubay together with the personnel of PDEA RO9-Western Samar Provincial Office. 7. Agent Silas S. Aurelia together with Ms. Ivy Lim proceeded to Sta. Margarita Municipal Covered Court, Sta. Margarita, Samar and facilitated the Declaration of eleven barangays of Sta. Rita, Samar, to name Brgy. Balud, Burabud, Cagsumje, Cautod, Inoraguiao, Lambao, Monbon, Napuro I, Napuro II, Palale and Solsogon. The said activity was attended by seventy four participants led by the members of the Oversight Committee of Sta. Rita, Samar, Chaired by Agent Silas S. Aurelia, Provincial Officer of PDEA-RO8-WSPO; Hon. Gemma P. Zosa, Municipal Mayor of Sta. Margarita, Samar; PI Rufo Q Canendo, Officer-In- Charge of Sta. Margarita MPS, and Germana Mananguite, MLGOO of Sta. Margarita, Samar. 8. AGENT SILAS S AURELIA together with MS. MA. IVY LIM attended the Community- Based Rehabilitation Program (CBRP) Graduation Rites facilitated by Dr. Teodoro F. Fortaleza of City Drug Abuse Prevention and Rehabilitation Office (CDAPRO) held at St. Peter and Paul Cathedral Parish Formation Center, Calbayog City. The activity was graced by City Mayor, Hon. Ronaldo P. Aquino, the COP of Calbayog City and Barangay Officials. 9. AGENT SILAS S AURELIA together with Agent Gretchen Buhay-Aurelia proceeded to Spark Function Hall, Brgy. Bacyaran, Calbiga, Samar and facilitated the Declaration of seven (7) barangays of Calbiga, Samar, to name Brgy. Bacyaran, Canticum, 03 Poblacion, 04 Poblacion, 07 Poblacion, Panayuran and Polangi. The said activity was attended by one hundred seventeen participants led by the members of the Oversight Committee of Calbiga, Samar, Chaired by Agent Silas S Aurelia, Provincial Officer of PDEA-RO8-WSPO; Hon. Luzviminda L. Nacario, Municipal Mayor of Calbiga, Samar; PSI Michael Ray G Cañete, Officer-In-Charge of Calbiga MPS, Urbano A. Pino, MLGOO of Calbiga, Samar; and Dr. Cristina Abaigar, MHO of Calbiga, Samar. 10. On June 20, 2018, 10:00 o’clock in the morning, IA5 Eduardo A. Makabenta IV, Provincial Officer of PDEA RO9-Biliran Provincial Office appeared at the Provincial Governor’s Office at Naval, Biliran for a courtesy call to Hon. Gerardo J. Espina Jr., Governor of the Province of Biliran. On the said occasion, IA5 Makabenta also gave to Gov. Espina an invitation letter to the IDADAIT celebration in which the latter is one of the recipients of the Certificate of Appreciation for his support to the PDEA’s Anti-illegal drug campaign in the province particularly in the Brgy. Drug Clearing Program. 11. On June 27, 2018, 11:30 o’clock in the morning, IA5 Eduardo A. Makabenta IV had a meeting with PSI Chamberline B. Ludeviste, COP of Culaba MPS, at Culaba, Biliran. Discussed during the meeting is the continued vigilance in preserving the drug- cleared status of the Municipality of Culaba, Biliran, and the identification of new drug personalities and possible joint anti-illegal drug operations of PDEA-BPO and Culaba MPS in the future. On the said occasion, IA5 Makabenta presented to PSI Ludeviste a Certificate of Appreciation for his support to the PDEA’s Anti-illegal drug campaign in the province particularly in the Brgy. Drug Clearing Program. 12. On June 27, 2018, 2:00 o’clock in the afternoon, IA5 Eduardo A. Makabenta IV had a meeting with PInsp. Danilo L. Tan, COP of Kawayan MPS, at Kawayan, Biliran. Discussed during the meeting is the continued vigilance in preserving the drug- cleared status of the Municipality of Kawayan, Biliran, and the identification of new drug personalities and possible joint anti-illegal drug operations of PDEA-BPO and Kawayan MPS in the future. On the said occasion, IA5 Makabenta presented to PI Tan a Certificate of Appreciation for his support to the PDEA’s Anti-illegal drug campaign in the province particularly in the Brgy. Drug Clearing Program. V. Teleradyo Program: Teleradyo Program with IBC6 TV Station and DYVL Aksyon Radyo dubbed as“PDEA in Action” is aired Live every Thursday from 09:30 to 10:30 AM simulcasting DYVL Aksyon Radyo and Idol FM, anchored by Dir. Edgar T. Jubay, Atty. Jason T. Matoza, and Information Officer Rogelette T. Urgel. It has also its livestreaming via Facebook Account of Pdea Otso and DYVL Facepage Account. It is also aired at ATV Channel 24 of Leyte Net Cable. .

Orale Samar State University, Catbalogan City, Philippines [email protected] Abstract Samar is the third largest island in the Philippines blessed with world- class, less known ecotourism destination like highly diverse forest/ reefs, gigantic caves, waterfalls, beaches, etc. Tourist arrival share attributed mostly to the private sector remains very low because of poor intervention especially from the local government. Private-led initiatives to promote Samar’s world-class sites are relatively successful, bringing in tourists from all over the world. Samar’s ecotourism sites are rated by these tourists higher in terms of panoramic appeal but poor in terms of accessibility; support structure, services and facilities compared to the more known and government-supported destinations in the Philippines. Samar Island towns are one of the poorest in the Philippines. Increasing tourist arrival through improved government intervention will result into a better economic activity which will potentially reduce the poverty level in the three provinces of Samar.
