Consideration of items may require more or less time than is scheduled. Items on the agenda may be taken out of order; the public body may combine two or more agenda items for consideration; and the public body may remove an item from the agenda or delay discussion relating to an item on the agenda at any time. Public comment is designated for discussion only. The public has the opportunity to address the Commission on any matter not appearing on the agenda; however, no action may be taken on Matter raised until the matter itself has been specifically included on the agenda as an item upon which action may be taken. Additionally, public comment may be heard on any item listed on the Agenda. Persons are invited to submit comments in writing and/or attend and make comments on any agenda item at the Commission meeting. UPDATE FROM LOCAL EMERGENCY MANAGER ON COUNTY RESPONSE TO THE COVID-19 CORONAVIRUS (FOR INFORMATION ONLY) - Update from Captain Sean Wilkin regarding the efforts of the Local Emergency Manager to provide support for the Covid-19 outbreak and activity related to the availability of personal protective equipment and testing re-agents, including an update regarding the rollout of the vaccination plan and the availability of vaccinations. UPDATE FROM PUBLIC INFORMATION OFFICER ON COUNTY RESPONSE TO THE COVID-19 CORONAVIRUS (FOR INFORMATION ONLY) - Presentation by Nicole Maher, Humboldt County Public Information Officer, regarding the current status of the Humboldt County response to the COVID-19 virus, including, but not limited to the latest number of positive cases, public relations activities, including status updates regarding other efforts to mitigate the spread of the virus. UPDATES ON CITY OF WINNEMUCCA WASTE WATER TESTING FOR COVID-19 (INFORMATIONAL ONLY) - A presentation by Winnemucca City Manager Alicia Heiser to provide information regarding ongoing waste water testing efforts and results as it relates to forecasting the outbreak of COVID-19. UPDATE FROM HUMBOLDT COUNTY SCHOOL DISTRICT COVID-19 REPORT INCLUDING STAFFING ISSUES AND STATUS OF SCHOOLS STAYING OPEN (INFORMATION ONLY) - A presentation from Humboldt County School District regarding the latest status of the county school system as it relates to outbreak of Covid-19. COMMUNITY HEALTH NURSE UPDATE AND REQUEST FOR ASSISTANCE (FOR POSSIBLE ACTION) - Consideration, discussion, and possible action regarding a request from the County Health Nurse Marsha Foreman to get assistance from the County Health Board and County Commission with respect to securing facilities, related to the dissemination of Covid-19 vaccinations in Humboldt County. Discussion and possible action. 12. ADOPTION OF OFFICIAL HEALTH BOARD MAILING LISTS (FOR POSSIBLE ACTION) - Consideration, discussion, and possible approval of the official mailing list(s) of Humboldt County businesses to be utilized for future mailing efforts to communicate Board of Health information. DIRECTION ON DISSEMINATION OF BOTH REGULAR AND EMERGENCY INFORMATION FOR PUBLIC CONSUMPTION (FOR POSSIBLE ACTION) - Consideration, discussion, and possible action regarding the adoption of a plan to guide the Public Information Officer and the County Manager in the selection of the types of information to disseminate, the required time frame for distribution, and the most efficient methods of reaching the various segments of our population. ADJOURNMENT NOTICE: - Pursuant to Section 3 of the Declaration of Emergency Directive 006 (“Directive 006”), the state law requirement that public notice agendas be posted at physical locations within the State of Nevada is suspended. This agenda has been physically posted at the locations noted above and electronically posted at (https://www.hcnv.us). Pursuant to Section 3 of Directive 006, the state law requirement that there be a physical location designated for meetings of public bodies where members of the public are permitted to attend and participate is suspended until April 16, 2020. Pursuant to section 1 of directive 10, the March 12, 2020 Declaration of Emergency is extended to April 30, 2020 and all Directives promulgated pursuant to the Declaration of Emergency shall be in force for the duration that the Declaration of Emergency is in effect, unless specifically terminated by a subsequent order. Pursuant to directive 016, section 6, Directive 006 is extended until May 15 unless specifically terminated or extended by subsequent directives. Pursuant to Directive 018, section 23, Directive 016 and all Directives incorporated by reference within Directive 016 with specific expiration dates are extended until May 30, 2020. Pursuant to section 37 of Directive 21 3 Humboldt County Board Of Health February 18, 2021 Page 4 states, Directive 018 and all Directives incorporated by reference within Directive 018 with specific expiration dates are extended until June 30, 2020. Pursuant to section 3 of directive 26, directive 006 is extended until July 31, 2020. Pursuant to section 4 of Directive 029, all directives promulgated pursuant to the March 12, 2020 Declaration of Emergency or subsections thereof set to expire on July 31, 2020, shall remain in effect for duration of the current state of emergency, unless terminated prior to that date by a subsequent directive or operation of law associated with lifting the Declaration of Emergency. Pursuant to Section 5 of Directive 006, the state law requirement that physical locations be available for the public to receive supporting material for public meetings is suspended.
