Responsibility for both the accuracy of the data and completeness and fairness of the presentation, including all disclosures, rests with the management of the Board of Education (Board). To the best of our knowledge and belief, the data presented in this report is accurate in all material respects and is reported in a manner designed to present fairly the basic financial statements and results of operations of the District. All disclosures necessary to enable the reader to gain an understanding of the District's financial activities have been included. The Comprehensive Annual Financial Report is presented in four sections: Introductory, Financial, Statistical and Single Audit. The Introductory Section includes this transmittal letter, the District's organization chart and a list of principal official s. The Financial Section includes The Independent Auditors' Repmi , the management's discussion and analysis, basic financial statements and notes providing an overview of the District's financial position and operating results, and supplementary schedules providing detailed budgetary information. The Statistical Section includes selected economic and demographic information, financial trends and the fiscal capacity of the Di stri ct, generally presented on a multi-year basis. The Di strict is required to undergo an annual single audit in conformity with the provisions of the Single audit Act Amendments of 1996 and the U.S. Office of Management and Budget Circular A-133, Audits of States, Local Governments, and Non-Profit Organizations, and New Jersey's OMB Circular NJOMB 15-08, Single Audit Policy f or Recipients of Federal Grants, State Grants and State Aid. Information related to this Single Audit, including the auditor's report on the internal control and compliance with applicable laws, regulations, contracts and grants along with findings and questioned costs, are included in the single audit secti on of this report. 1) REPORTIN G ENTITY AND SERV ICES: The Boonton Public School District is an independent reporting entity within the criteria adopted by the 434 La throp Ave nu e • B oonton, New J ersey 0 7005 www.boonto nschool s ..o rg • 973-.335-. 3994 ext. 223 • Fax: 973-.335-8281 l GASB as established by GASB Statement No. 14. All funds of the District are included in this report. The Boonton Board of Education and all its schools constitute the District's reporting entity. The District provides a full range of educational services appropriate to grade levels PreK through 12 for the students residing in Boonton and to grade levels 9 through 12 for the students residing in Lincoln Parle These include regular, vocational, as well as special education for handicapped youngsters. The District completed the 2014-2015 fiscal year with an avcmge daily enrollment of I ,308 students. an increase of 15 students over the previous year's enrollment. The following details the changes in the student average daily enrollment of the district over the last ten years: Average Daily Enrollment Fiscal Year Student Enrollment Percent Change 2014-2015 1,308 1.16% 2013-2014 1.293 0.31% 2012-2013 I ,289 0.30'% 2011-2012 I ,251 0.08% 2010-2011 1.241 2.99% 2009-20 I 0 1,205 -0.25% 2008-2009 1,208 -2.74'Yo 2007-2008 1242 -1.66% 2006-2007 I ,263 -4.82% 2005-2006 1,327 2.47% 2) ECONOMIC CONDITIONS AND OUTLOOK: The School District continues to monitor the ratable base for the Town. Sho1i term trends continue to indicate that ratables will remain flat. An increase in housing projects is in the preliminary stages of development. If these projects come to fruition, the burden on the District to provide services could increase. The District's budget for the 2015- 2016 fiscal year includes a 2% increase in the local tax levy. At the close of the em Tent fiscal year, the Teacher's contract was not open f()r negations which will provide for stability and planning in future budget developments for the next three years.

Benchmark a school's performance against other peer schools that are educating similar students, against statewide outcomes, and against state targets to illuminate and build upon a school's strengths and identify areas for improvement. Improve educational outcomes for students by providing both longitudinal and growth data so that progress can be measured as part of an individual school's efforts to engage in continuous improvement. While the New Jersey School Performance Reports seek to bring more information to educators and stakeholders about the performance of schools, they do not seek to distill the performance of schools into a single metric, a single score, or a simplified conclusion. Instead, the intention is that educators and stakeholders will engage in deep, lengthy conversations about the full range of the data presented As educators know well, measuring school performance is both an art and a science. While the School Performance Report brings attention to important student outcomes, NJDOE does not collect data about other essential elements of a school, such as the provision of opportunities to participate and excel in extracurricular activities; the development of non-cognitive skills like time management and perseverance; the pervasiveness of a positive school culture or climate; or the attainment of other employability and technical skills, as many of these data are beyond both the capacity and resources of schools to measure and collect well.
