1. BACKGROUND

Swedish Armed Forces International Centre (SWEDINT) conducts several courses each year for personnel bound for Peace Support Operations (PSO). Categories include staff officers, observers/monitors, civil servants and civilian police.

One of our courses is the NATO/Partnership Multinational Tactical Planning Course (MTPC). The course has been restructured and updated during the past years to meet the requirements of today´s and future operations. The MTPC will be conducted in September 2015 and is planned for execution twice a year.

The scenario “Atlantica” has been built to support the requirements of the course. The scenario takes place on the fictitious land mass Atlantica. The scenario outlines a fictitious political, military and humanitarian situation focusing on the failed state of Gothia.

The MTPC is conducted under the auspices of Nordic Defence Cooperation (NORDEFCO) giving reserved slots to Denmark, Finland, and Sweden.

2. COURSE PURPOSE

The purpose of the course is to familiarize and prepare nationally trained Staff Officers from NATO and partner countries with NATO planning procedures for PSO in order to enable them to work as a planner within, or towards a NATO led multinational headquarter on tactical level.

3. EXECUTION a. Concept of Course

MTPC consists of two main building blocks; General Orientation followed by practising of the Operations Planning Process (OPP). The General Orientation part will give the students the basic knowledge on three main topics; (1) The nature of modern conflicts, (2) The NATO Command Structure (NCS), the NATO Force Structure (NFS) and relevant NATO Doctrines, (3) Brigade organization, capabilities and tactics. These three topics will build the fundament for the execution of the second block, Practice OPP, which is the main focus during the course. Practice OPP, including Intelligence Preparation of the Battlefield (IPB) / Comprehensive Preparation of Operational Environment (CPOE), contains three MAPEXes. The first one (MAPEX 1) consist of multiple lectures combined with syndicate work describing the planning procedures in detail. Conducting MAPEX 2 and 3, students will be in lead practicing the OPP

b. Aim

The aim of the course is to prepare students from NATO and partner countries to serve as a planner within a tactical level (Bde) headquarter in a NATO led Peace Support Operation (PSO) while applying the Operations Planning Process (OPP) based on the Comprehensive Operations Planning Directive (COPD) and the principles of a Comprehensive Approach.

The course also provides excellent information for students requiring information on how NATO conducts PSO. Detailed information will be distributed to students upon confirmation of participation. c. Objectives

Through general orientations, syndicate work, case-studies and map exercises students will be able to: (1) Comprehend the nature of modern conflict. - Describe the characteristics of modern conflicts. - Describe the different actors within a PSO Area of Operation (AOO). - Explain the effects of cultural difference within a multinational staff and between the different parts in a conflict. - Explain the media’s possible influence on a PSO. - Recognize the application of International Humaitarian Law (IHL) and Human Rights Law (HRL) in armed conflicts. (2) Comprehend the NATO Command Structure (NCS), the NATO Force Structure (NFS) and relevant NATO Doctrines. - Recognize the NCS and the NFS. Recognize the Allied Joint Doctrine Hierarchy including the Counterinsurgency (COIN) Doctrine. - Recognize the meaning of Command and Control (C2) in a PSO. - Describe the content of NATO ROE and national caveats. - Describe the gender aspect in a NATO led PSO. - Explain the logistic system in a NATO led PSO. - Explain the intelligence system in a NATO led PSO. - Explain the purpose of targeting in a NATO led PSO. - Explain Special Forces role in a PSO. - Explain the role and contribution of Information operations (IO) to operations. - Explain the role and contribution of Civil Military Cooperation (CIMIC) to a PSO. - Explain how to counter Improvised Explosive Devises (IEDs). - Explain how support from Air and Naval Forces can be carried out in a PSO. (3) Comprehend a brigade organization, capabilities and tactics. - Describe the organization of a manoeuvre brigade, incl the relations between the commander and his staff and the means capabilities and fundamental principles of a brigade´s manoeuvre units in PSO. - Describe the Lessons Identified (LI) from staff work in a multinational Staff.

- Describe how Training, Education and Operations with Local Security Forces can be executed in a PSO. (4) Apply the OPP based on the COPD. - Introduction to planning. - Practice IPB – Stage 1, 2 & 3. - Practice IPB – Stage 4. - Practice OPP – Stage 1. - Practice OPP – Stage 2. - Practice OPP – Stage 3. - Practice OPP – Stage 4 & 5. - Use the OPP stage 1-5 and IPB stage 1-4 as a whole. - Use the OPP – Abbreviated version. d. Target population

The primary target audience is military staff officers (OF 2-5) who will or are appointed to positions in a multinational Headquaerter. Warrant officers, Civilian staff officer equivalents as well as representatives from IO/NGO are eligible for nomination. e. Student Criteria

To be eligible to attend the course nominees must fulfil the following criteria: (1) Language proficiency: (Level 3) English in accordance with NATO STANAG 6001: Listening; Good (3), Speaking; Fair (2), Reading; Good (3), Writing; Fair (2). (2) Computer skills: Students must have basic (Level 2; Fair) computer skills in the Microsoft Office package. (3) Other pre-requisites:  Designated Pre-course Papers has to be completed prior to the start of the Course.  National Staff Experience.  Basic knowledge about military operations and staff work. f. Security Clearance

NATO UNCLASSIFIED. g. Length of Course

Fifteen (15) working days, i.e. three (3) working weeks with duration based on eight to ten (8-10) working hours per day. The weekends will be used for individual self-study and, when possible, welfare arrangements for the students.

h. Examination

An examination at SWEDINT courses is implemented in order to measure the students’ progress during the course and ensure that the students have reached the specified learning objectives. The examination will focus on the students ability to understand and apply acquired knowledge during the course, and consists of two (2) different tests. The students have to pass one (1) of them to achieve the grade “Successfully completed”.

4. ADMINISTRATION a. Student Application

Student applications should be sent to SWEDINT NLT 12 June 2015. Nominations received later will however be considered, if space is available. The application form and CV are to be found at: www.mil.se/swedint The application form, authorised and signed by the national authority/POC, has to be sent together with the CV to SWEDINT via e-mail, mail or fax.

It is important that the invitation itself reaches the student since it contains information that he/she needs. An Internet connection is also required for the student in order to access documents that SWEDINT provides on the web page prior to the course, such as timetable, scenario background material, welcome letter, application form etc. b. Point of Contact (POC)

In the application form the student should report a national point of contact (POC). The POC should be the Commander/ Branch Chief that authorises him/her to attend the course. c. Selection

If a nation has more students applying than slots available on the course, it is up to the applying nation to prioritize among its nominees. If this is not done, SWEDINT will select the students that deems most qualified.

If the nation is interested in sending a student to the course but do not initially have a name of the officer/person in question the nation can get a preliminary place at the course in order to get the selection process going. d. Code of Conduct

If any student violates universally known and accepted rules of conduct e.g. commit acts of violence, sexual harassment, submission of threats, use of rude language etc, SWEDINT reserves the right to exclude the student from the course leading to immediate repatriation.

e. Course fee

Salaries, allowances and travel costs is to be paid by national authorities of the sending nation in accordance with national regulations.

The course fee is SEK 6000/week per student. This includes board and lodging, and transfer from and to Arlanda/Bromma Airport in /Sweden.

Information concerning payment and whether your nominee has been admitted to the course or not will be sent to you as soon as the procedure regarding applications is finalized, 4-6 weeks prior to the course start.

Regarding subsidies, please see next section.

NORDEFCO students pay according to each nations administrative regulations and according to the NORDEFCO agreement.

Swedish Armed Forces students pays according to the normal administrative regulations for domestic courses. f. Subsidies

Subsidised student slots are available for nations upon special request by the nominating nations and decided on a case-by-case basis by the Swedish Ministry of Foreign Affairs (MoFA). It is important that the student fill in if he/she is interested or not in subsidies. If no mark is found in the application form SWEDINT will assume that no subsidies are requested. Information about whether subsidy is granted or not will be given in the letter of admission that is sent out 4-6 weeks prior to the course start. g. Accomodation

Single room accomodation is arranged for all course participants through SWEDINT at the Life Guards student hotel which is situated within the garrison. h. Dress code

Students have to bring their Battle dress uniform, civilian clothes for social events (casual) as well as clothes for PT. Laundry facilities are available within the students hotel. i. Pre-reading documents It is crusial for the student and the course outcome to read the Pre-reading package (Scenario Handbook etc.) in advance. SWEDINT encourage the sending nations to give the admitted students a minimum of 8 hrs preparation time prior to arrival at SWEDINT.

j. International Students party

To give the students the opportunity for presenting their Country, a “Students Party” will be organized in the education facility on Friday 04 September 1900-2100hrs. Students are invited to bring a little of their national specialities (food and/or drink) and share them with their colleagues. Cutlery, glasses and a chilled storage will be provided.

The application form can be found on the Internet at www.mil.se Click on Courses at SWEDINT and How to apply then look for Application form and CV form under Related Documents. When the application form and CV form has been filled in, authorised and signed by the national authority/POC, it should be sent to SWEDINT. The course admin office will reply that they have received the application. This reply does not mean that the student has a place at the course, only that the admin office has received the application. The POC/Student will be notified at the latest between 4-6 weeks before the course starts whether or not the nominated student is admitted to the course. If admitted to the course, the POC/Student will receive a Letter of Admission, indicating further details of the course, and how to retrieve the pre-course info for the specific course on the SWEDINT web page. A copy of the Letter of admission will also be sent to the nations embassy in Sweden as well as to the Swedish Embassy in the applying country.
