La cérémonie de remise de la plaque en vermeil a eu lieu dans la matinée du lundi 28 novembre dans la cour d’honneur de l’hôtel des Invalides. Dans la très nombreuse assistance se trouvaient plusieurs membres de l’association des Amis de Raoul Salan, dont, en particulier, deux administrateurs de notre association, Hervé Pignel-Dupont et le président, Bernard Zeller ainsi qu’Arnaud de Gorostarzu, beau-frère du commandant de Saint-Marc et le capitaine Dominique Bonelli, ancien du 1er R.E.P. et grand-officier de la Légion d’honneur. Après l’allocution du général Dary rendant hommage à l’homme exceptionnel qu’est le commandant de Saint-Marc, celui-ci a entonné le chant du 1er B.E.P., repris à pleine voix dans son intégralité par toute l’assistance, moment unique d’intense émotion faite de joie, de recueillement, de soulagement, d’espérance et d’enthousiasme. Contre les Viets, contre l'ennemi, Et si la mort nous frappe en chemin, Partout où le devoir fait signe, Si nos doigts sanglants se crispent au sol, Soldats de France, soldats de pays, Un dernier rêve : adieu à demain, Nous remonterons vers les lignes. Nous souhaiterons faire école. Refrain O légionnaires, le combat qui commence, Malgré les balles, malgré les obus, Met dans nos âmes, enthousiasme et vaillance, Sous les rafales ou sous les bombes, Peuvent pleuvoir grenades et gravats, Nous avançons vers le même but, Notre victoire en aura plus d'éclat. Dédaignant l'appel de la tombe. La réception s’est prolongée dans l’après-midi et il a été possible d’échanger quelques impressions avec le commandant de Saint-Marc entouré de son épouse, de ses enfants et de ses petits enfants. LES AMIS DE RAOUL SALAN Site Internet : www.salan.asso.fr Adresse électronique : [email protected] Adresse postale : 6-8 avenue de Verdun 92320 Châtillon 5 Le commandant de Saint-Marc et le général Salan On sait que le commandant Denoix de Saint-Marc a été prévenu du projet du coup d’Alger du 22 avril 1961 la veille de celui-ci et qu’il y a joué un rôle majeur avec son unité de légionnaires-parachutistes. On sait peu de choses sur les relations entre le commandant du 1er R.E.P. et le général Salan. Les lettres qu’Hélie Denoix de Saint-Marc a écrites après sa sortie de prison à l’ancien commandant supérieur interarmées en Algérie, encore détenu, éclairent celles-ci. Le général Salan est arrivé à Tulle le 7 décembre 1962 en provenance de Fresnes ; il en est sorti le 15 juin 1968. Le commandant de Saint Marc est arrivé le 4 août 1961en provenance de Clairvaux ; il a quitté Tulle le 24 décembre 1965. Ils ont donc cohabité dans cette maison de détention abritant quelques dix-sept officiers de l’armée française, dont sept généraux, pendant un peu plus de trois années. La porte d’entrée de la prison de Tulle Le 1er avril 1966, le général Faure, le colonel de Sèze, le commandant Camelin et le lieutenant de vaisseau Guillaume sont libérés. Il ne reste plus à Tulle que les généraux Challe, Jouhaud, Salan et Zeller. Au cours de ce mois d’avril, le commandant de Saint Marc écrit trois lettres au général Salan. En voici quelques extraits. 2 avril 1966 (...) D’abord, toute une partie de moi-même reste à Tulle et y restera tant que vous y resterez. (...) 9 avril 1966 (...) Mon général, croyez bien qu’en ces jours ou trois de nos anciens et très fidèles compagnons vous ont quittés, nos pensées ont été avec peut-être plus d’acuité que d’habitude vers vous-même et la communauté détentionnaire tulloise désormais très réduite. (...) 26 avril 1966 (...) Est-il besoin de vous assurer que pour certains dont je suis une amnistie n’aura de sens que si elle est totale et qu’elle s’applique à tous1 (...) Vous savez, mon général, combien mes pensées vous demeurent fidèles. 1 Le vendredi 26 avril, l’assemblée nationale vote en premier examen une loi d’amnistie par 252 voix (UNR et communistes) contre zéro ; les députés socialistes, du Centre démocratique et du Rassemblement démocratique ne prenant pas part au vote pour protester contre le caractère restrictif de la loi. Le projet gouvernemental distingue entre une amnistie de droit pour les condamnés à une peine inférieure à 10 ans de privation de liberté, une amnistie par décret à la discrétion du président de la République et l’impossibilité d’amnistie pour "les condamnés ayant eu un rôle déterminant d’organisation ou de commandement" (lors du coup d’Alger ou dans l’O.A.S.) Nous l’en remercions vivement. Un résumé biographique qu’il a rédigé permet de situer le général Chanson, assez atypique parmi les généraux présents en Indochine. Le général Chanson a été obligé à la fin de 1950 et au début de 1951, à la demande du général de Lattre, de se séparer de neuf bataillons et trois groupes d’artillerie qui ont été dirigés sur le Tonkin pour renforcer les unités engagées au nord, notamment lors de la bataille de Vinh Yen. C’est en tenant compte de la réduction de ses forces qu’il doit réviser son plan d’opérations pour l’année 1951. L’une des grandes qualités du général Chanson était sa capacité à avoir une vue globale des opérations et à s’adapter rapidement à des situations nouvelles. Loin de récriminer lors des demandes du général de Lattre, Charles Chanson réorganise son dispositif pour tenir quand même ses objectifs majeurs. De plus, il avait parfaitement compris que, dans ce type de guerre, il fallait à la fois mener des opérations "destructives" et des opérations "constructives". Le général Chanson avait remplacé le général Salan en 1949 au Tonkin. Ce dernier assurera l’intérim au sud après la mort du général Chanson.

    3 Unveiling: the ‘revolutionary journées’ of 13 May 1958 Throughout the period from early 1956 to early 1958 putschist forces had been gathering strength both within the army and among right- wing settler organisations and these eventually coalesced on 13 May 1958 when crowds gathered in the Forum and stormed the General Government buildings. The military rapidly used the crisis to effect a bloodless coup and to install a temporary ‘revolutionary’ authority headed by a Committee of Public Safety (Comité de salut public or CSP) under Generals Massu and Salan. There then followed a tense stand- off between the army in Algeria and the new Paris government headed by Pierre Pfl imlin, a three-week period during which civil war was a real possibility, until de Gaulle agreed to assume, once again, the role of ‘saviour of the nation’, and was voted into power by the National Assembly on 1 June.1 ‘13 May’ was one of the great turning points in modern French history, not only because it marked a key stage in the Algerian War, but more signifi cantly the collapse of the Fourth Republic, de Gaulle’s return to power, and the beginnings of the new constitutional regime of the Fifth Republic. The planning of the coup and its implementation was extraordi- narily complex – the Bromberger brothers in Les 13 Complots du 13 mai counted thirteen strands2 – but basically two antagonistic politi- cal formations reached agreement to rally to the call for de Gaulle’s return to power.     ABSTRACT Learning Lackluster Lessons: Counterinsurgency in the Algerian Revolution and the Iraq Surge Patrick Kerry Ormsby Director: Dr. David A. Smith Ph.D. Modern American History The Algerian Revolution provided two distinct avenues for approaching irregular, population centric conflicts typical of the post-World War II world. Captain David Galula’s counterinsurgency campaign (1956-58) provided the blueprint for a hearts-and- minds counterinsurgency, while the Battle of Algiers (1956-57) displayed a more brutal approach that garnered short-term results at great strategic costs. Writers of modern American counterinsurgency doctrine purposefully drew from the former and inadvertently from the latter but removing the tactics making it “effective.” False historical narratives unfortunately clouded Galula’s campaign which had fundamental shortcomings undiscussed in his memoirs. Additionally, several noteworthy hearts-and- minds counterinsurgencies proved to bear more similarity with the brutal approach. The Iraq Surge (2007), the first practical application of modern American counterinsurgency doctrine and an example of progression in that it did not feature torture, owned fundamental flaws not only unique to it but also others eerily similar to those within French counterinsurgency campaigns in Algeria. He began his training in Niclausse's studio of sculpture at the Decorative Arts School before entering Lucien Simon's one at the Fine Art School. He rapidly left the school to work in Montparnasse's studios. Encouraged by Derain, Kisling, Friesz and Favory, he realised his first Parisian exhibition in 1928, at the Galerie du Taureau. From 1929, he took part in the main Parisian Salon, in wich the Salon des Tuileries, the Salon des Artistes Indépendants and the Automn Salon (of whom a became a member), but he also exhibited during many national and international associations, for exemple in Algiers, Oran, Casablanca, Rabat, London, Brussels or New York. In 1931, he discovered Normandy and Honfleur. In 1933, sponsored by his eldest Albert Brabo and Jean Launois, he gained the Villa Abd-el Tif prize in Algiers. Then he stayed about ten years in Algeria and Morocco. Paid by the general government of Algeria, he conducted many artistic projects in the South and took part in several exhibitions (" Paris-Oran-Alger " ; Musée de la France d'Outre-mer...). Mobilised in 1939 in Morocco and demobilised in 1940, he became, between 1942 and 1945, under the name of André Hache, reporter and drawer for the French army newspaper, under the direction of colonel Raoul Salan.
