Background: ● The Ayodhya dispute is centred on a plot of land in the city of Ayodhya, located in Faizabad district, Uttar Pradesh. ● The Ayodhya debate centres on the land known today as Ram Janmabhoomi, on which the Babri Mosque was built in 1528. ● In Hindu Scriptures and authentic text, Ayodhya is the birthplace of the Lord Rama, the son of Dasharatha, the ruler of Ayodhya. ● In 1525, the Mughal king Babur invaded north India, and conquered a substantial part of northern India. ● One of his generals, Mir Baqi came to Ayodhya in 1528 and after reportedly destroying a pre-existing temple of Rama at the site, built a mosque, which has come to be called masjid- i-janmasthan (mosque at the birthplace) as well as Babri Masjid (Babur’s mosque). ● The Babri Mosque was destroyed during a political rally which turned into a riot on 6th December 1992. DNA 8TH NOV’19 DNA 8TH NOV’19 ‘Bulbul’ likely to bring heavy rain to Odisha The cyclonic storm ‘Bulbul’ over east-central Bay of Bengal may skip Odisha coast, but the State government has taken no chance and has kept its coastal districts prepared for the storm, which is likely to bring heavy rainfall. Context: ● The cyclonic storm ‘Bulbul’ over the east-central Bay of Bengal moved northwestwards with a speed of 21 kmph during past six hours and lay centred about 560 km south-southeast of Paradip (Odisha), 680 km south-southeast of Sagar Islands (West Bengal) and 740 km south-southwest of Khepupara (Bangladesh). ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 8 DNA 8TH NOV’19 ● In a major relief to the people of Gujarat, cyclone ‘Maha’ fizzled out into the Arabian sea as a depression without making a landfall. ● The cyclone is likely to move east-northeast wards and weaken into a well-marked low pressure area off the south Gujarat coast during the next 12 hours. ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 9 Naming of Cyclones: ● There are five tropical cyclone regional bodies, i.e. ESCAP/WMO Typhoon Committee, WMO/ESCAP Panel on Tropical Cyclones, RA-I Tropical Cyclone Committee, RA-IV Hurricane Committee, and RA-V Tropical Cyclone Committee. ● In general, tropical cyclones are named according to the rules at a regional level. ● The WMO/ESCAP Panel on Tropical Cyclones at its twenty-seventh Session held in 2000 in Muscat, Oman agreed in principal to assign names to the tropical cyclones in the Bay of Bengal and Arabian Sea. ● After long deliberations among the member countries, the naming of the tropical cyclones over north Indian Ocean commenced from September 2004. ● Eight countries — India, Pakistan, Bangladesh, Maldives, Myanmar, Oman, Sri Lanka and Thailand participated in the panel and came up with a list of 64 names. ● If public wants to suggest the name of a cyclone to be included in the list, the proposed name must meet some fundamental criteria, the RSMC website says. ● The name should be short and readily understood when broadcast. ● Further, the names must not be culturally sensitive and should not convey any unintended and potentially inflammatory meaning. How Naming Takes Place? ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 10 How Naming Takes Place? ● These countries submitted eight names each, which are arranged in an 8×8 table.The first cyclone after the list was adopted was given the name in the first row of the first column — Onil, proposed by Bangladesh. ● Subsequent cyclones are being named sequentially, column-wise, with each cyclone given the name immediately below that of the previous cyclone. ● Once the bottom of the column is reached, the sequence moves to the top of the next column. ● So far, the first seven columns have been exhausted, and Fani (again proposed by Bangladesh) is the top name in the last column. ● The next cyclone will be named Vayu. The lists will wind up with Cyclone Amphan, whenever it comes. When the lists end ● After the 64 names are exhausted, the eight countries will propose fresh lists of names. ● The lists for storms in the Atlantic and Eastern Pacific basins are, however, rotated. ● Exception are, however, made in certain cases — if a storm causes excessive death and destruction, its name is considered for retirement and is not repeated; it is replaced with another name. Page 9: Study moots lowering the age of consent A new study calls for a need to distinguish between self-arranged marriages among older adolescents and forced child marriages to protect teens from social stigma, parental backlash and punitive action. Context: ● A study was published by Partners For Law in Development in favour of an age of consent that is lower than the age of marriage to decriminalise sex among consenting older adolescents. ● This will protect them from the misuse of law for enforcing parental and caste controls over daughters. ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 11 Background: ● In most of the studied cases, a couple elopes fearing opposition from parents, resulting in a situation where families approach the police, who then book the boy for rape under POCSO and abduction with the intent to marry under the IPC or the Prohibition of Child Marriages Act (PCMA). Findings of the study: ● “Why Girls Run Away To Marry — Adolescent Realities and Socio-Legal Responses in India” is based on a qualitative study on girls in consenting romantic relationships. ● While girls face restrictions on their mobility, premarital relations and sexuality, the same was not true for boys of the same social milieu, who enjoyed greater freedom. ● The study also assumes significance when the government has been discussing amending the PCMA to declare all child marriages null and void from the beginning. ● In its current form, the law only permits one of the consenting parties to seek annulment of their marriage as children until two years after they turn adults (in case of minors, their parents can seek annulment). ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 12 ©Jatin Verma All Rights Reserved. https://www.jatinverma.org Page | 13 Page 9: Centre gets responses to draft Social Security code The draft code on social security, which subsumes eight existing laws covering provident fund, maternity benefits and pension, is being further worked upon after a recent round of public consultations, officials of the Labour and Employment Ministry have said. Key Highlights of the Draft: ● Insurance, PF, life cover for unorganized sector employees: Central Government shall formulate and notify, from time to time, suitable welfare schemes for unorganised workers on matter relating to life and disability cover; health and maternity benefits; old age protection; and any other benefit as may be determined by the central government. ● Corporatization of EPFO and ESIC: The pension, insurance and retirement saving bodies including EPFO and ESIC will be body corporate. Labour minister, labour secretary, the central PF commissioner and Director General of ESIC may not be by default the head of such organizations. ● Benefits for Gig workers: Central Government may formulate and notify, from time to time, suitable social security schemes for gig workers and platform workers and such schemes would encompass issues like “life and disability cover”, “health and maternity benefits” , “old age protection” and “any other benefit as may be determined by the Central Government”.
