Nota do Director 5 6 7 É RAZOAVELMENTE VARIADO este n.º 18 da NE e é assim que deve ser: os números temáticos ten‑ dem a ser livros incompletos, de conteúdo irregular. Regista ‑se a actualidade dos temas do presente número da NE, que abrangem assuntos tão variados como o Afeganistão, num artigo do Professor Andrzej Ananicz da academia diplomática polaca; a política energética; uma reflexão sobre a política internacional contemporânea e centrada nos seus aspectos mais teóricos; a natureza jurídico ‑política do Conselho de Segurança das Nações Unidas – que reveste particular significado no momento presente –, e ainda três artigos com temas de história diplomática. As notas de leitura – que têm a discreta intenção de suscitar consulta e estudo – foram elaboradas por alguns dos elementos do último concurso de adidos de embaixada, entrados para o Ministério em 2010. Trata ‑se de um exercício curricular que me parece ter tido interesse formativo para quem teve de se submeter a ele, e terá interesse infor‑ mativo para quem agora usufrua do resultado que aqui se publica. Os livros objecto destas “notas de leitura” são aquisições recentes da Biblioteca do MNE, a qual, dentro da modéstia dos seus recursos, está a fazer um esforço continuado de actualização e reno‑ vação, tanto em livros como em revistas periódicas. Estas notas são, algumas, em inglês, porque foi mais fácil aos autores elaborarem‑nas na língua da obra original e se consi‑ derou pedagógico não ter complexos em relação à acusação fácil e ligeira de cosmopo‑ litismo displicente e snob. A razão é simples: em matéria de relações internacionais, da sua prática e do seu estudo, não se vai hoje a parte nenhuma sem fluência em inglês. Na página da Intranet do MNE estão listadas todas as compras recentes, seja de livros, seja das revistas de publicação periódica, com os respectivos sumários, o que, espera ‑se, estimule a consulta, incentive a curiosidade intelectual e justifique o investimento feito. No fundo tem ‑se tentado combater a imagem deprimente de uma biblioteca sem leitores a transformar ‑se lentamente num cemitério de livros. N.º 18 Dezembro de 2010 pp. 7 8 Andrzej Ananicz* Future scenarios for the conflict in Afghanistan: 9 a regional perspective Executive Summary For the United States (U.S.) and the Coalition, the conflict in Afghanistan is over eight years long. For the North Atlantic Treaty Organization (NATO) it is over six. This report is divided into two halves. 1. The first half reflected on the nature of NATO’s current involvement in the conflict. A number of conclusions were drawn. First, Gen. Stanley McChrystal’s counter‑ ‑insurgency (COIN) strategy, currently official U.S. and arguably NATO policy fails to address the current lack of cohesion within NATO and the existence of a “two‑ ‑tier” alliance. The example used is the German government’s recent decision on the eve of the London Conference to increase their contingent by 500 troops; a full month after other allies had done the same. Furthermore, the German troops would not pursue an intensive COIN strategy, but rather focus on military aid and recons‑ truction. Second, there appears to be no allied vision of a political end ‑state in Afghanistan, which contributes to NATO’s lack of political engagement in the coun‑ try, as well as Pakistan and the wider region. Of course, the absence of an allied vision makes it difficult, if not impossible to debate the level and nature of each ally’s engagement. Also, absent from a political strategy is the acknowledgment of the Future scenarios for a the Afghanistan: regional conflict perspective in political changes that have occurred in Afghanistan during the inter ‑war years, spe‑ cifically, the question of acceptability concerning the current Afghan elite. Furthermore, there is clearly no consensus within NATO with regards to whether a political solu‑ tion to the conflict exists or with whom they should negotiate. * This report WAS inspired and edited by Andrzej Ananicz, Director of the Diplomatic Academy at the Polish Institute for International Affairs (PISM). N.º 18 Dezembro de 2010 pp. 9 ‑55 10 The first half of this report also examined the conflict from an Afghan perspec‑ tive and underscored that a military solution is not the right solution. Afghanistan is not going to change soon into a liberal democracy. It is an Islamic society, which is reconfirmed in the country’s constitution. Also, Afghanistan is surrounded by Islamic neighbours who are fully aware of this fact and are using it to their advantage. In seeking a solution f, this truth must be adopted; otherwise the mission is destined to fail. 2. Future Scenarios for the Conflict in Afghanistan: A Regional Perspective The second half of this report examined the conflict in Afghanistan from a regional perspective. Specifically, it endeavored to determine which of three future scenarios would best serve the interests of the region’s main actors. Here, the aim was to give greater clarity to the regional forces at play. The three scenarios under discussion were as follows: Scenario one: the U.S., the Coalition and Nato remain in Afghanistan indefini‑ tely, but fail to curb the insurgency. The Afghan Government (GIRoA) remains weak. Both the Afghan National Army (ana) and Police (ANP) are inadequately trained and equipped, thus they are unable to assume responsibility for securing the country independently. The situation on the ground is similar to that at the time of writing in late 2009.

    THE JEWISH LIVED EXPERIENCE IN CUBA by DOROTHY DUGGAR FRANKLIN A DISSERTATION NATALIE ADAMS, CO-CHAIRPERSON UTZ MCKNIGHT, CO-CHAIRPERSON DIANNE BRAGG JERRY ROSENBERG KAREN SPECTOR Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of The University of Alabama TUSCALOOSA, ALABAMA 2016 Copyright Dorothy Duggar Franklin 2016 ALL RIGHTS RESERVED ABSTRACT This research utilized an interdisciplinary qualitative approach to inquiry that requires border-crossing as its methodology for discovery in order to fully understand the lived experience of the Jews of Cuba. The study included a deep read of the Jewish Diaspora with a starting point being 597 BCE, then followed thousands of years of waves and world-wide movements, eventually leading to those Jews who settled in Cuba. For access into the lives of the present-day Jews, interviews with four participants who represented a cross-section of the Cuban Hebrew community were conducted; visits to the synagogues and to the kosher butcher shop were made; and many trips to the Ashkenazi and the Sephardic cemeteries in Guanabacoa, Cuba, were also made in order to take photographs and personally visit the sites. The four respondents interviewed were English speakers, were over 20-years old, and were citizens of Cuba. They were asked identical questions via e-mail with follow-up correspondence. For other narrative resources, 19 unpublished recorded stories were transcribed and included in the study to gain further access into the lives of Cuba’s Jewish population. To complete the inquiry, one published narrative was used to show parallels between those who were interviewed, as well as to show the similarities to those voices from the unpublished group.
