1. KEY FINDINGS AND RECOMMENDATIONS The Dubbo, Gilgandra and Narromine economies have performed strongly over recent years, with evidence that parts of the economy are operating at close to full capacity. With a large pipeline of significant infrastructure and construction projects planned for the region and low levels of unemployment, it is expected that some industry sectors will suffer from a shortage of skilled staff over the next few years, unless strategies are put in place to support economic growth. Dubbo Regional Council, Gilgandra Shire Council and Narromine Shire Council along with the NSW Department of Premier and Cabinet (DPC), have commissioned the Western Research Institute (WRI) to deliver an industry engagement and research project to better understand the extent skills shortages are impacting on local construction, infrastructure, rail and heavy industry sectors in the local economies and what can be done to mitigate these expected skill shortages once the expected major projects have commenced. This report details the findings of WRI’s industry engagement and research activities. This report delivers a capital expenditure and employment project derived from a comprehensive assessment of planned capital projects in the Dubbo, Gilgandra and Narromine region over the next six years. 4 WESTERN RESEARCH INSTITUTE KEY FINDINGS • A review of data relating to employment, skills • Specific skill shortages were found across and the economies of the Dubbo, Gilgandra and the trades listed below. Strong future demand Narromine region illustrate a regional economy was also identified for specific skills, including with strong growth in construction and mining, plant operators, truck drivers, electricians, and low levels of unemployment. -

ALKANE RESOURCES LTD - ix - PRELIMINARY ENVIRONMENTAL ASSESSMENT Tomingley Gold Project Report No. 616/04 EXECUTIVE SUMMARY Alkane Resources Ltd (“the Proponent”) proposes to construct and operate the Tomingley Gold Project (“the Project”) located approximately 53km to the southwest of Dubbo and approximately 14km to the north of Peak Hill (Figure 1). The Project would comprise three open cut mines, a processing plant, three waste rock emplacements and a residue storage facility, as well as ancillary activities and associated infrastructure. The Project is classified as a “Major Project” in accordance with Paragraph 5 of Schedule 1 of State Environmental Planning Policy (Major Projects) 2005 (“Major Projects SEPP”). The Project relates to three areas as follows: 1. The Mine Site which would incorporate all areas mining-related activities. 2. The Power Transmission Line Route which would incorporate all areas of the proposed electrical easement for from Peak Hill to the Mine Site. 3. The Water Pipeline Route which would incorporate all areas of proposed disturbance for the proposed water pipeline from two proposed bores located to the east of Narromine to the Mine Site. The Project would include the following components. • Extraction of waste rock and ore material from three open cut areas, namely: – the Caloma Open Cut; – the Wyoming Three Open Cut; and – the Wyoming One Open Cut. • Construction of three waste rock emplacements. • Construction and use of various haul roads, including an underpass under the Newell Highway capable of allowing haul trucks to pass under the highway, and a run-of-mine pad. • Construction and use of a processing plant and office area, incorporating a crushing and grinding circuit, a standard carbon-in-leach processing plant, site offices, workshops, ablutions facilities, stores, car parking, and associated infrastructure. -

18 April lllawarra Historical Society In his choice of subjects Lycett pandered to this taste, carefully concealing that New South Wales was "the biggest penitentiary on earth", (14) just as he euphem istically describes his stay in Australia as "ten years in the special employ of the Governor as an artist." (15) On the title page of Views he describes himself as "Artist to Major General Macquarie late Governor of those Colonies", implying in these two statements that he was employed by Macquarie for ten years. Bigge, in his report, certainly contradicts this. (16) One can almost hear Bigge, in private conversation, declaring that Lycett remained a con-man to the end! It is highly likely that Lycett never saw some of the places represented in his Views, but depended on other people's sketches for his content. For example, his drawing of a Huon pine is totally unconvincing; and there is no way he could have reached the Bathurst Cataract, now known as Apsley Falls. Howeve there is no doubt at all that his Views in Australia remains a monument to the Macquarie era. NSW and Qld single site funding update NSW sites area extended Updated 12/08/21 Single site workforce arrangements and funding support has been activated in the following areas in New South Wales: • City of Dubbo • Bogan Shire Council • Bourke Shire Council • Brewarrina Shire Council • Coonamble Shire • Gilgandra Shire Council • Narromine Shire Council • Walgett Shire Council • Warren Shire Council Given community transmission across regional areas in New South Wales (NSW) and following the declaration of hotspots (see here) in the above locations in by the Australian Government Chief Medical Officer, Professor Paul Kelly, workers at residential aged care facilities in impacted areas are asked to limit their work to a single facility to reduce the risk of transmission and protect workers and residents. Australian Government grant funding is now available to support implementation of these arrangements in the above area for an initial two-week period from 11 August to 25 August 2021. Based on advice from the Commonwealth Chief Medical Officer, and in line with advice from NSW government, these arrangements are limited to residential aged care providers in the specified areas in NSW (as defined on the Department of Health’s website). This may be expanded if required. Providers in these areas are asked to adjust their rosters and ensure staff are only working at one residential aged care facility within this region during this time. Workers are encouraged to speak with their primary employer and look to work all shifts during this period with the residential aged care provider where they were working the most hours prior to the outbreak. -
