DRAFT WASTE MANAGEMENT STRATEGY Author Manager Waste & Community Facilities Responsible Officer Director Infrastructure and Engineering Services Link to Strategic Plans CSP – 3.1.7 Reduce waste to landfill through effective and efficient domestic waste and recycling services to the community Executive Summary The purpose of this report is to present feedback from public exhibition and seek Council’s endorsement to adopt the draft Waste Management Strategy. Report At Council’s Ordinary Meeting 11 November 2020, it was resolved (Resolution number 2020/267) that the draft Waste Management Strategy be adopted and placed on public exhibition for a period for 28 days. The draft Waste Management Strategy was subsequently placed on Council’s website and Facebook for public viewing. Submissions closed on 10 December 2020. Council received no submissions. The draft Waste Management Strategy does not require any changes and is now presented for adoption (Attachment No. 2). Executive Summary The purpose of this report is to inform Council of the policy developed by Transport for NSW (TfNSW) to reduce the speed limit at all active level crossings on high speed roads of 80km/h and above to a maximum of 80km/h to lower the risk of collisions. Report Well-maintained and safe roads play a vital role in our region, supporting growth and development, as well as providing safe and reliable access to critical services, such as hospitals and schools. Transport for NSW (TfNSW) has developed a policy to reduce the speed limit at all active level crossings on high speed roads of 80km/h and above to a maximum of 80km/h to lower the risk of collisions. Active level crossings have boom gates and flashing lights rather than only ‘stop’ or ‘give way’ signs and generally have higher levels of traffic and train use. A speed limit of 80km/h at active level crossings must be adopted unless: • A lower speed limit would be appropriate in accordance with the NSW speed zoning guidelines; • There are curve warning signs with an advisory speed plate of 45km/h or less in which case a limit of 60km/h or less is to be adopted; and • The crossing is within 400 metres of a road terminating. SPEED LIMIT CHANGE AT LEVEL CROSSINGS CONT. An approval has been given to reduce the existing 100 km/h speed limits to a maximum of 80km/h at the following two locations within the Narromine Shire Local Government Area Level Street Suburb Length of speed change crossing ID LX-1098 Tomingley Tomingley • The speed limit is reduced for West Road northbound from 100km/h to 80km/h from 400 metres south of LX-1098 to 200 metres north of LX-1098. • The speed limit is reduced for southbound traffic from 100km/h to 80km/h from 650 metres north of LX- 1078 to 200 metres south of LX-1098. LX-1106 The McGrane Narromine • The speed limit is reduced for Way northbound from 100km/h to 80km/h from 480 metres south of LX- 1106 to 445 metres north of LX-1106. • The speed limit is reduced for southbound traffic from 100km/h to 80km/h from 445 metres north of LX- 1106 to 330 metres south of LX-1106. TfNSW are aiming to implement these speed limit changes from Wednesday 31 March 2021. Two weeks prior to the implementation of the speed limit changes, the community will be advised by variable message signs, and site appropriate notifications such as newspaper and radio advertisements.     ALKANE RESOURCES LTD - ix - PRELIMINARY ENVIRONMENTAL ASSESSMENT Tomingley Gold Project Report No. 616/04 EXECUTIVE SUMMARY Alkane Resources Ltd (“the Proponent”) proposes to construct and operate the Tomingley Gold Project (“the Project”) located approximately 53km to the southwest of Dubbo and approximately 14km to the north of Peak Hill (Figure 1). The Project would comprise three open cut mines, a processing plant, three waste rock emplacements and a residue storage facility, as well as ancillary activities and associated infrastructure. The Project is classified as a “Major Project” in accordance with Paragraph 5 of Schedule 1 of State Environmental Planning Policy (Major Projects) 2005 (“Major Projects SEPP”). The Project relates to three areas as follows: 1. The Mine Site which would incorporate all areas mining-related activities. 2. The Power Transmission Line Route which would incorporate all areas of the proposed electrical easement for from Peak Hill to the Mine Site. 3. The Water Pipeline Route which would incorporate all areas of proposed disturbance for the proposed water pipeline from two proposed bores located to the east of Narromine to the Mine Site. The Project would include the following components. • Extraction of waste rock and ore material from three open cut areas, namely: – the Caloma Open Cut; – the Wyoming Three Open Cut; and – the Wyoming One Open Cut. • Construction of three waste rock emplacements. • Construction and use of various haul roads, including an underpass under the Newell Highway capable of allowing haul trucks to pass under the highway, and a run-of-mine pad. • Construction and use of a processing plant and office area, incorporating a crushing and grinding circuit, a standard carbon-in-leach processing plant, site offices, workshops, ablutions facilities, stores, car parking, and associated infrastructure.

I think we owe that to probably quite a few people. Under the Commonwealth Electoral Law there is an Electoral Commissioner who is Mr Ian Campbell on my right. His appointment is to administer the department that deals with the holding of elections and with a number of other related matters. There is also an Electoral Commission to determine electoral questions at an independent level. It consists of three members, firstly a chairperson who must be a Federal Court judge or former judge chosen from three persons who are nominated by the Chief Justice of the Federal Court. Secondly of the three is the Electoral Commissioner, Mr Campbell, and thirdly, an additional member who is the Australian Statistician, Mr Dennis Trewin.
