The First Minister (Rhodri Morgan): I am writing in response to the questions you submitted concerning the amalgamation of the Royal Welch Fusiliers and the Royal Welsh Regiment.

The decision to amalgamate has been one purely for the army, which has been working on how the changes associated with moving to large regiments of more than one battalion should be effected. The army believes that the decision to amalgamate is the right one and that the move to larger regiments is the only sustainable way forward. These are not matters for me to discuss with the Ministry of Defence. The decision was not political in nature, but was one that was taken from a military operational perspective.

It was announced last week that the amalgamation would be taking place. During the period leading up to that announcement, I was advising anyone writing to me on this subject that the appropriate place to make representations was the executive committee of the army board. The Secretary of State for issued the same advice to people who had written to him.

The army has made clear its commitment to maintain the traditions and ethos of the battalions in the new regiment. This will include further work by the regiment itself to establish which elements are preserved in future to ensure that the unique identities of the historic regiments are preserved when they become battalions of the new style regiment.

The First Minister: I have been consulted about the policy agenda for the Presidency, in which the UK will look to deliver progress across the EU agenda by running an effective, impartial and business-like Presidency. I have also been consulted about the schedule of meetings taking place during the Presidency, a number of which will be held in Wales.

Questions to the Minister for Culture, Welsh Language and Sport

Kirsty Williams: What application for resources has Powys County Council submitted to the Assembly in respect of costs associated with free swimming schemes and what funding has been provided to the authority as a result? (WAQ41520)

The Minister for Culture, Welsh Language and Sport (Alun Pugh): All 22 local authorities across Wales and the Welsh Local Government Association have agreed to a set criteria document and a funding allocation to be distributed on an agreed formula basis for the purpose of delivering free swimming for both children and young people and those aged 60 and over.

In 2004-05, Powys County Council has agreed to a grant of £107,791 for the delivery of free swimming for children and young people. This will be paid to the authority in three instalments. The authority will also receive a grant of £20,200 for delivery of free swimming for those aged 60 and over for the period November 2004 to March 2005.

In addition, in this financial year, Powys County Council will receive £10,000 for publicity and marketing purposes, and it is also entitled to apply for an additional £3,750 towards the costs of employing a free swimming co-ordinator.

Also in 2004-05, the Sports Council for Wales is managing a free swimming capital fund for which all local authorities were invited to submit bids. I understand that, following a bid submitted by Powys County Council, it has been awarded a grant of £15,000 for the refurbishment and upgrading of facilities.

6 A Welsh Assembly Government training plan is also being delivered across Wales as part of the free swimming initiative, which is aimed at improving skills and qualification in each local authority area.

Nick Bourne: What support, both financial and otherwise, does the Welsh Assembly Government provide for rugby in Wales? (WAQ41914)

Alun Pugh: Since the inception of Sportlot in 1995, over £5 million of Sportlot funding has been awarded to rugby clubs in Wales. Rugby is also one of the seven sports included in the Sports Council for Wales’ Dragon Sport programme, which delivers opportunities to tens of thousands of primary school children each year and trains parents, teachers and other volunteers as leaders and coaches.

In the financial year 2003-04, the Welsh Women’s Rugby Union received £69,000 in grant aid from the Sports Council for Wales for its regional development programme, national coaching and to support international teams.

The Sports Council for Wales is working with the Welsh Rugby Union to implement its facilities plan, and £1.5 million of Sportlot funding has been ring-fenced to deliver a national centre. Rugby union is one of the fast-tracked sports receiving assistance to implement the UK coaching certificate. The WRU has already received £75,000 as part of the package of support that it will receive to implement the UK coaching certificate in Wales. The union will be a major beneficiary of the coaching plan for Wales and the £4 million that I have invested in delivering the plan over the next three years.

David Davies: What efforts is the Minister making to ensure that small businesses in rural areas have access to broadband? (WAQ41554)

The Minister for Economic Development and Transport (Andrew Davies): The Broadband Wales programme is a mix of supply and demand projects aimed at helping people and businesses to realise the benefits of broadband. In particular, the all-Wales small and medium enterprise broadband support scheme provides financial aid of up to £3000 available to all SMEs in Wales to access broadband via a technology of their choice. To date, the scheme (and its predecessor) has supported over 760 applications from businesses across Wales, many of which are in rural areas.

Furthermore, the Broadband Wales programme has ensured broadband Try Before You Buy facilities at all information and communication technology support centres in Wales in order to help businesses realise and view the potential benefits of broadband.

Finally, there is a project within the programme called the regional innovative broadband support project aimed at ensuring everyone in Wales has access to at least first generation broadband. Due to the nature and scale of the project, it has had to be notified to the European Commission as it is considered aid. I expect the outcome of the notification process by May and, if successful, the procurement process will then begin.

Nick Bourne: What discussions has the Minister had with UK Government Ministers regarding rail safety? (WAQ42262)

Andrew Davies: I have had no discussions with UK Government Ministers regarding rail safety.

The Welsh Assembly does not have responsibility for rail safety in Wales. This is currently the responsibility of the Health and Safety Executive and train operating companies and, under the Railways Bill, the former responsibilities will transfer to the Office of Rail Regulation. However, I have funded £2.5 million for station improvements in south and mid Wales last year, and £1.5 million for a similar programme in north Wales this year. This includes CCTV, electronic help points and information displays. I am providing £2 million to install CCTV onboard all Arriva Trains Wales trains. I was also able to announce last year grant funding for the appointment of one of three community safety managers across the western area of British Transport Police, the post funded will be based in north Wales. In addition to this, on 21 March this year, I approved a new grant whereby the Welsh Assembly Government will be jointly funding a uniform inspector to manage the enhanced British Transport Police operational presence in north Wales.

Andrew Davies: Both are all-Wales, pre-business start-up projects established in 2001, and delivered by Chwarae Teg. The Lone Parents Venture supports both men and women, as part of the wider WDA-managed Potentia project. Women’s Enterprise Wales encourages women to develop the confidence to start businesses with the appropriate level of advice and support linking into mainstream providers.

Women’s Enterprise Wales has worked with 1,534 women, of whom, 408 have established their own businesses and generated 611 new jobs. The lone parents’ venture has worked with 414 people, of whom, 39 have gone on to establish their own businesses and generated 72 new jobs.

Andrew Davies: The potential figures have been drawn from individual strategies and action plans for each of the activity products listed. These potential figures were worked up by consultants engaged in developing the respective strategies and are largely based on the current volume and value of the sectors.

Andrew Davies: The Torch Theatre’s application for Objective 1 funding was submitted under a bidding round that was heavily oversubscribed. The application from the Torch Theatre has not been refused at this stage—it has been placed on a reserve list, which will be reviewed at the July meeting of the thematic advisory group for priority 5 of the Objective 1 programme. The prioritisation and appraisal of Objective 1 applications is an independent process, managed by the Welsh European Funding Office, and not influenced by Ministers.

Lisa Francis: What strategies are in place or being developed by the Wales Tourist Board to ensure that there is no adverse impact on adventure tourism caused by excessive insurance costs? (WAQ42313)

Andrew Davies: The WTB’s Riding Tourism Strategy, Saddling Up for Success, estimates that expenditure on horse riding in Wales is currently around £18.55 million. If the strategy is fully implemented, it estimates that this could increase to around £25 million.

The Minister for Education and Lifelong Learning (Jane Davidson): I refer to my response to your previous question, WAQ41716, regarding the number of hours per week set aside in the curriculum for sex education. As I stated, our guidance to schools on provision is set out in terms of learning outcomes rather than a set amount of time to be spent on the subject. When planning how they are going to implement personal and social education, local education authorities and schools will be guided by their local circumstances and priorities, and, as such, I am keen for these LEAs and schools to have the flexibility to deliver PSE in a way that suits their needs, at the same time taking on board shared best practices. It is for the individual school and LEA to decide how much time to allocate to each aspect of the PSE framework.

I have no plans at this stage to impose a minimum requirement for the number of hours allocated to teaching sex and relationships education. However, I commissioned Estyn to carry out a specific study into sex and relationships education in Welsh schools which would look at how well schools were following the guidance set out in circular no. 11/02, ‘Sex and Relationships Education in Schools’.

In undertaking the study, Estyn would focus on: • analysis of all secondary and 20 per cent of primary section 10 inspection reports produced between September 2003 to September 2004 to see the extent to which schools comply with circular 11/02 • meeting with representatives of the Welsh PSE advisors groups

13 • visits to selected primary and secondary schools based on evidence gained from inspection reports; and meetings/telephone interviews with key sexual health personnel from a national sample of area health authorities.

Additional evidence would be obtained from telephone interviews with advisers from the Wales PSE advisory group, headteachers, school PSE co-ordinators, the PSE adviser for the school improvement service in each area would be visited, and with the sexual health co- ordinator in the area health authority.

Consideration would be given to: • the time schools spend on teaching sex and relationships education • which school years it is provided in • training aspects • who is delivering the education • links to health professionals • links to youth organisations • parental involvement and communication.

Estyn has now completed the study. The draft report must first be approved by the Chief Inspector for Her Majesty’s Inspectorate for Education and Training in Wales. Estyn aims to publish the report by the end of April. I will await the outcome of this study and consider any recommendations made by Estyn as a result.

Brian Gibbons: I am now in a position to give the following answer. This information is not available from 1999. A new format for monitoring information was introduced in 2003. The

22 Social Services Inspectorate for Wales expects monitoring of activity in the year 2004-05 consistently to follow this agreed model.

A total of 1,301 referrals of alleged abuse of vulnerable adults were made in 2003-04 compared to 751 for 2002-03. This is thought to reflect increased levels of awareness and reporting rather than increased volume of abuse.

As in 2002-03, older people make up the largest group of alleged victims of abuse and account for between 44-55 per cent of allegations across adult protection forum areas.

Michael German: Will the Minister make a statement about the resources available to Welsh people trying to stop smoking? (WAQ42298)

Brian Gibbons: The Assembly funds a variety of initiatives targeted at smokers who would like to quit. These include:

Smoking cessation services, which are freely available at a local level, and smokers can access either one to one or group support. There is one phone number for all services in Wales and this is widely advertised through cessation materials and GP surgeries.

Motivational media campaigns which have been developed for adult and adolescent smokers, the adult campaigns are broadcast at peak viewing times and feature real smokers experiencing a range of diseases, the adolescent campaigns are broadcast in the school holidays and focus on younger smokers’ motivation to quit, namely the effects of smoking on fitness for boys and the damaging effects on skin for young women.

A 24-hour helpline—Smokers Helpline Wales—which provides free support and advice and the ongoing dissemination of self-help materials to assist those smokers who want to give up without attending local services.

Rhodri Glyn Thomas: Will the Minister publish the current budget deficits of NHS Trusts, and will he identify what cost pressures have contributed to these deficits? (WAQ42322)

Brian Gibbons: Details of NHS Trusts with forecast budget deficits were provided in answer to WAQ42087.

Four of the five trusts reporting deficits in 2004-05—Carmarthenshire, Ceredigion and Mid Wales, Pembrokeshire and Derwen, and Cardiff and Vale—are currently implementing

24 financial recovery plans to restore a historic deficit position. The reasons why the historic deficits arose vary in each case, but include recruitment difficulties resulting in employing agency staff, service developments put in place by former health authorities with insufficient funding and costs associated with increases in emergency pressures. The deficit being reported by Gwent Healthcare NHS Trust is due to more recent pressures, primarily associated with pay modernisation, which are expected to be resolved through additional income for the trust.

Rhodri Glyn Thomas: Does the Minister have any plans to introduce a dental hygiene strategy that would include provision for a dental check up for nursery and schoolchildren by a nurse or therapist, and providing toothbrushes and toothpaste to children, as is the case in Scotland? (WAQ42327)

Brian Gibbons: The Assembly Government is investing considerable sums of money in improving the oral health of our young children such as the fissure sealant and oral health promotion programme which is targeted at six to eight year olds in deprived areas. The programme includes dietary advice to the parent and child, oral hygiene instruction and includes the provision of toothbrushes and samples of fluoride toothpaste. The programme is now entering its fourth year and is in the process of being evaluated. The early indications of its effectiveness are good.

The new reforms for dentistry in Wales that the Assembly Government is proposing will also encourage dentists and their staff to promote good oral health during dental attendance.

Michael German: Will the Minister make a statement on the cancellation of NHS appointments by local health boards and medical professionals? (WAQ42269)

Brian Gibbons: Figures are collected by the Welsh Assembly from NHS Trusts in Wales on operations cancelled by the hospital or by the patient. The table below shows the position in December 2004, and demonstrates that the largest number of operations cancelled are those cancelled by patients:

Brian Gibbons: Figures on a consistent basis are only available for 2001 to 2003 and are based on the cause of death being recorded as pulmonary embolism. The figures exclude other deaths caused by thrombosis unrelated to deep vein thrombosis, for example, myocardial infarction.

Val Lloyd: What discussions have been held between the Minister for Health and Social Services and the National Institute for Clinical Excellence regarding guidelines to combat the problem of blood clotting after hospital discharge? (WAQ42275)

Brian Gibbons: In March 2003, the Welsh Assembly Government and the Department of Health asked the National Institute for Clinical Excellence to prepare a clinical guideline on ‘Venous thromboembolism: the prevention of venous thromboembolism in patients undergoing orthopaedic surgery and other high-risk surgical procedures’. NICE is at an early stage in the production of this guideline and its current timetable indicates that it will consult on the first draft of the guidance in October 2006. The Assembly is a stakeholder in all NICE guidance and will therefore have an opportunity to comment on the draft guideline at that stage. NICE envisages issuing the final guidance in May 2007.

Lisa Francis: What safeguards or measures are in place by local authorities in Wales to ensure elderly people who are looked after by family or friends and so on are not suffering from abuse? (WAQ41939)

Brian Gibbons: I am now in a position to provide the following information. The guidance issued by Social Services Inspectorate Wales ‘In Safe Hands – Implementing Adult Protection Procedures in Wales’, issued in July 2000, sets out the framework for local adult protection policies and procedures. The detail of the local arrangements is a matter for local authorities to discuss and agree with a range of other stakeholders who may include, for example, local health boards, NHS Trusts, the police service, the Crown Prosecution Service, the National Probation Service, GPs, housing support organisations and the independent and voluntary sector.

26 Lisa Francis: In each year since 1999, how many older people in Wales are in an unregistered residential care home? (WAQ41946)

Brian Gibbons: I am now in a position to give you the following information. Between 1984 and April 2002, homes which provided ‘residential accommodation with both board and personal care’ were required to be registered with their local authority as a residential care home. However, local authority-managed homes and a small number of voluntary providers were exempt from these requirements. There were 4,335 elderly residents in local authority homes at 31 March 1999, 4,419 at 31 March 2000 and 4,087 at 31 March 2001. I do not have figures for other exempt establishments.

Since April 2002, all establishments providing accommodation together with personal or nursing care are required, by law, to be registered.

Val Lloyd: What discussions has the Minister had with travel providers to encourage information strategies concerning deep vein thrombosis and other associated conditions? (WAQ42271)

Val Lloyd: What strategies have been developed in Wales to inform the travelling public of the causes and risks of deep vein thrombosis? (WAQ42277)

Brian Gibbons: The issue of developing advice for travellers and discussions with travel providers is a matter for the UK government. To date, I have held no ministerial discussions on this issue in Wales.

Val Lloyd: What research has been undertaken in Wales on the prevention of blood clot formation? (WAQ42272)

Val Lloyd: What action is being taken to reduce the number of deaths resulting from blood clots? (WAQ42273)

Brian Gibbons: The Welsh Assembly Government will be considering the findings of recent studies into patient deaths in England related to blood clot formation, and the implications of this research for NHS Wales. The Assembly Government’s Welsh Office of Research and Development for Health and Social Care does not fund any research projects in this area at the present time.

Val Lloyd: How is the Welsh Assembly Government promoting awareness of deep vein thrombosis amongst the public in Wales? (WAQ42276)

Brian Gibbons: The Welsh Assembly Government has numerous strategies and policies in place to promote healthy lifestyles and activities, aimed at reducing the risk of ill health amongst the population of Wales. These include actions relevant to the primary prevention of the development of thrombosis.

Lisa Francis: Further to WAQ41943 and WAQ41944, does the Welsh Assembly Government have any plans to collect this information in the future? (WAQ42294)

Brian Gibbons: This information is not readily available and we have no plans at present to collect it.

Rhodri Glyn Thomas: What assessment has the Minister made of the evidence base of the detrimental effects of fluoridation? (WAQ42315)

27 Brian Gibbons: The UK Government commissioned an up to date review of the evidence on the relationship between fluoride and health from the NHS Centre for Reviews and Dissemination at the University of York. The report of the review was published in October 2000. My officials have provided advice on the review which forms an authoritative evidence base on fluoridation.

An adverse effect associated with water fluoridation is an increased risk of dental fluorosis— mottling of the teeth. Where fluorosis is cosmetically unacceptable the effect can often be removed by routine dental treatment.

Rhodri Glyn Thomas: Will the Minister provide a timetable for implementing the new hospital consultant contract to allow payment for overtime? (WAQ42316)

Brian Gibbons: Employers of consultants in Wales arrange all payments to their consultants in accordance with their own local payroll arrangements. In terms of the amended contract, which, for the first time, recognises and pays overtime to consultants, the Assembly has approved 13 of the 14 Trusts or local health boards’ proposals, which means that some consultants will have received their payments in March and the vast majority will have done so by the end of April.

David Lloyd: What assessment has the Minister made of the impact on the cost of prescriptions for those with a long-term condition following the change in practice of doctors prescribing on a monthly basis rather than a two-monthly basis? (WAQ42317)

Brian Gibbons: There are no Assembly rules on the length of time for which prescriptions should be issued. This is a matter for the clinical judgement of the person doing the prescribing, taking account of the nature of the course of treatment, and matters such as patient monitoring and safety, and security and proper storage for the drugs. For long-term medication it is usual for one month’s supply of medication to be issued at a time, but this can be varied at the discretion of the prescriber in the light of individual circumstances.

The Welsh Assembly Government is committed to abolishing prescription charges during this Assembly term.

Rhodri Glyn Thomas: Will the Minister make a statement on whether he considers that any of the recommendations in the English National Strategic Framework for long-term conditions are appropriate for Wales? (WAQ42325)

Brian Gibbons: The National Service Framework for long-term conditions mainly focuses on the needs of people with neurological conditions. Health Commission Wales is in the final stages of its strategic review of neuroscience services in Wales. The review will help to inform a framework which will be developed to address the wider health and social care needs of people living with chronic conditions in Wales, including long-term neurological conditions. The framework will take account of the broader principles and recommendations of the NSF for long-term conditions in England.

Rhodri Glyn Thomas: Does the Minister have any plans to establish a recruitment target for NHS dentists? (WAQ42326)

Brian Gibbons: I will consider the effectiveness of a recruitment target for NHS dentists once the workforce implications of the new dental contract are clear.
