Personal Information As a Historical Source Using the Example of the Estonian and Other Baltic Diasporas in Kazakhstan1
Ajalooline Ajakiri, 2020, 1 (171), 29–66 Personal information as a historical source using the example of the Estonian and other Baltic diasporas in Kazakhstan1 Mariya Oinas According to the latest census (2009), sixteen million people live in the Republic of Kazakhstan. Forty percent of the population is non-Kazakh, including representatives of almost 130 nationalities and ethnic groups. The formation of the multinational population of Kazakhstan has a complex two-century history. Up to the eighteenth century, Kazakhs constituted most of the inhabitants of the Kazakh Khanate. With the incorporation of Kazakhstan into the Russian Empire, the resettlement of Slavic peoples into the steppe regions began, the influx consisting of mostly peasants and Cossacks. From the first half of the eighteenth century, fortifications and lines of defence were built and settled by serfs. The tsarist state also used Kazakhstan as a place of political exile. The main influx of migration was related to the resettlement policy of the Russian Prime Minister P. Stolypin in the early twentieth century, which was supposed to solve the economic, social and demographic problems of the Russian Empire through the devel- opment of new lands. According to some estimates, over one million peo- ple from the European regions of the empire immigrated to Kazakhstan in the pre-revolutionary period.2 The Soviet government also contributed to the multinational charac- ter of the population of Kazakhstan through massive forced migrations. Master classes, fashion shows, entertainment shows, seminars by lead experts of the beauty industry were presented during 3 days on the podium and in the conference hall of the exhibition. A significant event in the framework of the exhibition became the 1st Open Championship of Kazakhstan on hairdressing, nail aesthetics, make-up and body-art, organized by the Association of Beauty Industry of Kazakhstan headed by President Makhmudjan Tursun. This year the exhibition was visited by professionals of beauty industry from regional centers of Kazakhstan such as: Karaganda, Taldykorgan, Pavlodar, Taraz, Shymkent, Aktobe, Ust-Kamenogorsk, Atyrau, Kyzylorda; from large and small cities and towns: Zhezkazgan, Temirtau, Balkhash, Schuchinsk, Kapchagay, Kaskelen Ushkonyr, Uzynagash. There were also visitors from Russia (Moscow, Novosibirsk), Israel, Korea, Spain, Uzbekistan and Kyrgyzstan. Now, we are in the era of the 4th Industrial Revolution (IR), which changes almost everything including LSS and quality management (QM) in the companies. We need new paradigm of LSS to boost LSS activities in this 4th IR era. In this paper, the typical characteristics of the 4th IR are investigated, and desirable new paradigm of LSS is presented. Methodology/Approach: The changing characteristics of production strategy, quality goal and quality strategy with regard to QM in the 4th IR are discussed and presented. Then the new and emerging paradigm of LSS in this 4th IR era is discussed in detail. Also 9 success factors for this new paradigm of LSS are shown for practitioners in the industry. Findings: The direction of the new paradigm of LSS will be ‘simple, speedy and smart’, which may be called ‘3S paradigm’. Simple open procedures and simple statistical modelling tools will be mainly used. Speedy on-site improvement based on Open Data, Big Data and artificial intelligence (AI) will be favoured. Also smart mass customized ‘Smart Factory’ method will be emphasized. Research Limitation/implication: Since we are in the beginning stage of the 4th IR, there are not many research papers which study the impact of this revolution to LSS and QM, which is the major research limitation. -

During 4 days of the exhibition master classes, show demonstrations and seminars by leading experts of beauty industry were presented. «TATTOO EXPO» organized by the tattoo studio «Dark Horse» (Almaty) became a significant event in the framework of the exhibition. This year the exhibition was visited by beauty industry experts from regional centers of Kazakhstan such as: Karaganda, Taldykorgan, Shymkent, Astana; from large and small cities and towns: Shakhtinsk, Kapchagay, Kaskelen, Ushkonyr, Issyk, Zhanaozen, Talgar. Trade visitors from Russia, Poland, China, Korea and Kyrgyzstan were registered as well.
