    Penrhos Leisure Village Chapter 9: Landscape and Visual CHAPTER 9: LANDSCAPE AND VISUAL Introduction 9.1 This chapter assesses the landscape and visual impacts of the proposed development at Penrhos, Cae Glas and Kingsland. In particular, it considers the potential effects of the proposed development on the landscape character of the sites and the surrounding area, and assesses the visual impact of the proposals through the identification of sensitive visual receptors and key viewpoint locations. Planning Policy Context National Planning Policy Planning Policy Wales (PPW), Edition 4, (February 2011) 9.4 PPW contains current land use planning policy for Wales. It provides the policy framework for the effective preparation of local planning authorities’ development plans. PPW 4 reaffirms the need for local authorities to conserve and enhance the natural beauty of the landscape designations (AONBs and National Parks) in Wales. Paragraph 5.5.5 of PPW confirms that statutory designation does not necessarily prohibit development, but proposals for development must be carefully assessed for their effect on those natural heritage interests which the designation is intended to protect.

The island is greatly valued by it's inhabitants but also an increasing number of visitors who exploit the extensive opportunities for recreational activities.

    Penrhos Leisure Village Chapter 3: Site Description CHAPTER 3: SITE DESCRIPTION Introduction 3.1 This chapter describes the site context, which includes the location of the site, a brief site history and a description of the immediate site and the surrounding area. It also summarises the potential environmental constraints to the development of the site. 3.2 The context of the entire site is described but, where appropriate, the three component sites are discussed in turn under each heading to clearly present the baseline conditions across the development area. Site Location and Overview 3.3 The site is located on the eastern edge of Holy Island, which itself is located in western Anglesey. The site comprises three distinct but interrelated parcels of land referred to as Penrhos, Cae Glas and Kingsland. The overall site area is approximately 207.5ha. Penrhos 3.4 Penrhos covers approximately 80 hectares of land located immediately to the north east of the AAM former aluminium smelting plant and the A5. It comprises the parcel of land between the A5 and the coastline. 3.5 The Penrhos Coastal Park, which includes part of the Anglesey Coastal Path open to the public on a permissive access basis by AAM, occupies the majority of the site. The Coastal Park includes woodland and coastal areas featuring a network of footpaths and a public car park. 3.6 Buildings associated with the Penrhos Estate are located in the western section of the site. These include a series of listed buildings that are described in paragraph 3.58, below. Agricultural land at the far north of the site is currently used for grazing.

    18) Southern Anglesey On leaving Holy Island by the Stanley Embankment and rejoining the Anglesey mainland, the derelict site on the left of the main road is that of the former Valley Foundry, renowned over a wide area, which manufactured and supplied much equipment for the local quarries and mines. However, the crossroads community at Y Fali, or Valley is nowadays more usually associated with the island’s modern industries; the Wylfa nuclear power station and the major military installations of RAF Valley nearby. The local railway station was closed for passengers in 1965 and has remained so ever since despite various re-opening proposals. Although the L&NWR station house has lost its platforms, the picturesque wayside crossing recently retained the old-fashioned heavy wooden gates and lamps, with signal box adjacent. Valley must also be one of the smallest stations still to retain two goods yards in operation, for as well as the usual general traffic facility there is a modern fan of sidings with transporter crane, built to handle the transhipment of nuclear waste containers brought here by road from Wylfa. The RAF installations at Valley airfield cover a large tract of flat land towards Rhosneigr, and the aerodrome buildings and runways are surrounded by stereotyped workers’ housing dating from the last war and after. Helicopters providing the famous and efficient Snowdonia Mountain Rescue Service are operated from here. Several mills in the area to the south of the A5 road are of interest; Melin-y-Plas at Bryngwran (346774), built as late as 1867, was working until recently but has now lost its waterwheel.
