These areas are currently not included within the designated area of a school.

Admission issues we are seeking to address -

Wokingham Borough Council is seeking to ensure that all areas of the Borough are allocated to at least one primary school.

This area is currently not allocated to any Borough or neighbouring Borough school and therefore any building within this area, in school admissions terms cannot be afforded designated area rights in line with other residents in the Borough.

Families living in this area have historically been allocated to schools according to parental preference but with pressure on places, we expect admissions appeals arguing that it is unreasonable that their properties are not afforded similar rights as other residents in the Borough.

Further ahead:

It is expected that in time primary designated areas will be reviewed following any review of secondary designated area (timing to be decided). Any review will mean looking at the neighbourhood as a whole, and consulting broadly. This will be a larger piece of work, and will need to reflect consultation on the Primary Strategy for Change.

Diagram 2 refers, proposed 2010-11 revision : Incorporate area east of Priest Avenue, south of London Road (A329) to border of Bracknell Forest Borough Council and Easthampstead Road.

Proposed revision

It is proposed that the area referred to is incorporated into an eastern and southern extension to the existing Wescott InfanWestende Junior Schools designated areas.

Our preference is to drawdesignated areas along rational boundaries (i.e. topographical, political or transport features). We do not favour a minimal change around existing property boundaries for the streets in question, as there are already several examples of this pragmatic approach which over time undermine the overall rationality of designated areas, and we will seek to avoid or remove in future reviews.

We therefore propose to follow the London Road (A329) to the border with Bracknell Forest Borough Council which ends on the other side of the Coppid Beech roundabout and extend to the Bracknell Forest Borough Council boundary from the area known as Priest Avenue south along Easthampstead Road. The incorporated area is not allocated to any primary school designated area at present. This area has minimal numbers of residences or other potential residential development sites, and so will not impact significantly on the admissions priorities to any of the schools involved.

The impact of any significant housing development arising in the longer term from the LDF would need to be addressed when necessary through future consultations on admission arrangements.

We do not favour a minimal change around existing propeity boundaries for the streets in question, as there are already several examples of this pragmatic approach which over time undermine the overall rationality of designated areas, and we will seek to avoid or remove in future reviews. Should, as a result of this consultation, Reading Borough Council request that Wokingham Borough Council incorporate the remainder of the campus that falls within Reading's area; this would be considered positively.

The propos'ed area is not allocated to any primary school designated area at present. This area has minimal numbers of residences or other potential residential development sites, and so will not impact significantly on the admissions priorities to the school involved.

We therefore propose to address the arbitrary boundary areas in the north west in the Ashenbury Park area and to the south west in the Woodbury Park area to natural boundaries. There are no children affected by this proposed change to the boundary lines.

To remove the shared area status with Sonning CE (Aided) Primary School north of the railway line.

Very few children currently attend either school at the present time and due to the popularity of Willow Bank Infant School any child admitted to the school from this area would displace a child living further away within the designated area of the school. The removal of this shared area status still enables parents to express a preference for the school and subject to availability of space to be allocated to the preferred school.

Where a change is proposed and agreed, subject to consultation and determination of new arrangements; a clause will be included in the admission arrangements to the effect that children who had a sibling attending Willow Bank Infant or Junior Schools on Seotember 1. 2010 but reside in the desianated area of Sonnina CE (Aided) prima& School when places were allocatedon a shared designated are; basis will be treated as living in the school's designated- area. This clause will no longer- be applied after 31 ~i~ust2015.

Current situation:

Wokingham Borough Council is seeking to ensure that all areas of the Borough are allocated to at least one primary school and to remove if no rationale exists areas which are shared by more than one primary school.

The area south west of the Reading Road in Winnersh is a shared area between Bearwood Primary School and Winnersh Primary School.

Winnersh Primary School has its own defined designated area south east of the Reading Road, leaving Bearwood Primary School with a small single designated area.

There are sufficient school places in the area to accommodate children living in the area.

Proposed revision

It is proposed that the area referred as a shared area with Bearwood Primary School is allocated solely to Bearwood Primary School. Designated areas that are shared by two or more schools may create a false, unrealistic expectation of a school place by parents.

The removal of this shared area status still enables parents to express a preference for either school and subject to availability of space to be allocated to the preferred school.

Where a change is proposed and agreed, subject to consultation and determination of new arrangements; a clause will be included in the admission arrangements to the effect that children who had a sibling attending Winnersh Primary School on September 1, 2010 but reside in the designated area of Beanvood Primary School when places were allocated on a shared designated area basis will be treated as living in the school's designated area. This clause will no longer be applied after 31 August 201 5.

The impact of any significant housing development arising in the longer term from the LDF would need to be addressed when necessary through future consultations on admission arrangements.

This change is supported by the school.

This situation also applies in the Sandford Park area where it is proposed to follow current property boundary as there is no natural feature to align to and to ensure that the eastern boundary follows the Old River continuing to the River Loddon. No properties are affected by this proposed change.
