These are indisputably important problems that will not be solved overnight, and for which there are no precedents. Without fear of contradiction, it can be contended that the South African public is currently undertaking the most comprehensive and impatient evaluation of post-1994 public service delivery. The following aspects have already been minutely analysed and debated: insuffi cient, incompetent and unskilled staff in certain areas of local government, as well as insuffi cient allocation of funds to provide services and organisational structures that do not include workable procedures and internal control measures. The contributions in this issue – even if only by implication – all touch upon the challenges arising from co-operative sustainable service delivery and democratic development. The editorial committee of Administratio Publica encourages contributions on these themes to stimulate the more expansive debate. In this issue, additional challenges to create a sustainable developmental state, monitoring and evaluation approaches, learning needs and sustainable partnerships between higher education and public sector institutions, the role of the Public Administration Leadership and Management Academy (PALAMA) and higher education institutions, as well as the constitutional court’s role in an open democratic society are added as contributions to this debate. Administratio Publica | Vol 17 No 3 September 2009 1 Implications of a single public service initiative: A local government perspective The Public Administration and Management Bill or the so-called Single Public Service Bill was introduced into parliament in 2008. The Bill is perceived as a document with far-reaching consequences and implications for both provincial and local government, and is deemed to be controversial, since it aims to erode the autonomy of the current dispensation of local government. Furthermore, institutions and actions of national, provincial and local government will change dramatically as both spheres will be regarded as a single ‘sphere’ in terms of a practical service delivery perspective (see Ballard 2009). The Department of the Premier (DoP) requested Nexus Forensics Services (Nexus) to conduct comprehensive lifestyle audits and analysis of business interests of the 11 Members of the Executive Council (Cabinet) and their spouses’ / life partners for the period 01 June 2017 to 31 May 2019 (two years). 1.2. We conducted the investigation and requested information from the Cabinet members. We interrogated the information received and posed clarifying questions to the respective Ministers, where needed. 1.3. The below heat map provides a short explanation of our findings depicted in colour. We reflect the relevant colour after each individual. Baie welkom aan almal hier vandag It is always a profound honour to make this opening speech of the parliamentary session. Each one of us was elected to represent all the people of our province, and we embrace this responsibility with dedication and humility. This House is the place where government is called upon to account for its actions, where every bill is debated and where the money we spend is scrutinised. The often heated exchanges to which we have grown accustomed are generally a good thing. It shows that our democracy is robust; that there is space for differences and disagreements. And, as our democracy matures, it is essential to ensure that the debate in this House focuses on alternative solutions. We cannot build a shared future if we remain trapped in the conflicts of the past. Of course, the legacy of our tragic past is still with us, and will be for years ahead. This government is committed to redressing that legacy in the shortest possible time by the most sustainable means. Let us therefore accept each other‟s good faith. Let us move away from gratuitous insults and racial posturing.

Even though foreign policy is normally the domain of the national government, sub-national governments have also started to make their mark in the international arena. The study of the role that sub-national governments play in the international arena, as well as how they are represented nationally has been narrowed down to South Africa and one of its nine provinces, namely the Western Cape Province. The thesis looks at how the provinces in South Africa are able to play a role internationally and what powers they are given by the Constitution. In South Africa provinces are allowed to sign Twinning agreements; although these agreements are not legally binding in terms of International Law.

    CITIZEN’S REPORT 2015/2016 Who are we? The Provincial Treasury is responsible for supporting and guiding the Western Cape Provincial Departments by bringing together or integrating service delivery. The service delivery strengthened by good control (governance), will lead to improvements for every citizen in the Western Cape. Vision Good governance through financial accountability To improve governance through: • enhancing accountability and oversight; Mission • creating public value; • enabling delivery of quality services through partnerships; and • capacity building in public sector. Our Minister is Dr Ivan Meyer.
