CRAIG KNOWLES, M.P., Minister for Infrastructure and Planning and Minister for Infrastructure and Planning and Minister forfor NaturalNatural ResourcesResources Explanatory note Currently, designated fishing activities that are listed in Schedule 1A to the Fisheries Management Act 1994 are not subject to the general provisions of Part 5 of the Environmental Planning and Assessment Act 1979 (the Act). Designated fishing activities were to be brought within the scope of Division 5 of that Part on 31 December 2003. The object of this Regulation is to extend the period during which the provisions of Part 5 of the Act do not apply, so as to allow additional time for fisheries management strategies to be developed for each designated fishing activity. This is necessary because a fisheries management strategy is the basis for environmental assessment under Division 5 of that Part.

Hello members and friends. I am pleased and privileged to have been elected president of AGSHV Inc. for 2016. This is an exciting challenge to be chosen for this role. Hopefully I have followed on from where Brian has left off as he has left big shoes to fill. Brian and Leonie decided to relinquish their long held posts as President and Treasurer (respectively) after many years of unquestionable service to our society, which might I say, was carried out with great efficiency and grace. They have set a high standard. Thank you Brian and Leonie. We also welcomed a new Vice President, Richard Bale and new Treasurer John Hyslop. Although change has come to the executive committee the drive for excellence has not been diminished. Brian is still very involved with organising and running activities as if nothing has changed. The “What Rock Is That” teaching day Brian and Ron conducted (which ended up running over 2 days) at Brian’s home was an outstanding success. Everyone had samples of rocks, with Brian and Ron explaining the processes involved in how these rocks would have formed, and how to identify each sample, along with copious written notes and diagrams.

3.79 31 Field Notes on the Black Falcon By GEORGE W. BEDGGOOD, Lindenow South, Victoria, 3866. Because of the dearth of published records for Falco subniger in Victoria and southern New South Wales, I have summarised all my observations from 1955 to 1978. Wheeler ( 1967) lists it as "rather rare" but records it for all districts of Victoria. Although a bird of the drier inland plains, its nomadic wanderings may result in unexpected appearances outside its normal range. Factors affecting a regular food supply, such as drought, no doubt are responsible for such movements. Because its non-hunting flight is so "crow-like" it could easily be mistaken as "a corvid". The dark sooty-brown plumage which appears black, particularly when the bird is some distance from the observer, or when seen in silhouette, its similar size and general outline could all contribute to mistaken identification. When hunting, its flight is typically falcon-like, swift and calculated. Due to its size and lack of pattern in the plumage it ought not be confused with any other falcon. Between September 1955 and December 1956 I was able to record the species at Jindera, N.S.W., and in Victoria at Bonegilla and Corryong. The Jindera bird was my first experience with the Black Falcon. A farmer travelling in the car and knowing my interest in birds remarked that a pair had been seen frequently in the district. Approaching Jindera we flushed a bird from a telephone post. The farmer immediately identified it as a Black Falcon. It flapped and glided to a windbreak some distance away, its flight no different to that of the many corvids we had passed since leaving Albury.

The primary objective is to create a sophisticated 2D hydraulic model which will accurately simulate flooding in Wingham. This, in conjunction with an improved Hydrologic Model of the Cedar Party Catchment, will provide refined flood data on Wingham and therefore establish a sound base for the development of a Wingham Floodplain Risk Management Study and Plan according to the “Floodplain Development Manual” (New South Wales Government; 2005) . This document should be read in conjunction with the “Wingham Floodplain Risk Management Study” and the “Wingham Risk Management Plan” (both produced 2010 by WorleyParsons) where the collective objective is to reduce the impact of flooding and to reduce private and public losses resulting from floods. At the same time, the unnecessary sterilisation of flood prone land is avoided by recognising the benefits arising from its use, occupation and development.
