Torres Mindanao State University – Iligan Institute of Technology, Philippines INTRODUCTION As early as 1931, Moro leaders who were in favor of Moro integration into the Philippine body politichad already expressed their concerns on the marginalization of Mindanao and its native inhabitants. Datu Ibra, then representative of Lanao to the Philippine Legislature once said in his privilege speech: A nation is like a human body. To be healthy, all its parts must be healthy. A man cannot be said to be healthy because his arms are strong provided his feet are weak… A beautiful Manila does not constitute a beautiful Philippines, and so we ask you to pay more serious attention to the problems of the south, which in progress is far behind the north.1 The above speech of Datu Ibra gives us a lot of insights. First, it reminds us that the Philippines cannot be complete without Mindanao. Hence, if we talk about Philippine development, Mindanao cannot be detached from it. Second, the speech reminds us that the problem in Mindanao is a Philippine problem. Thus, people from other parts of the country should not say: “Mindanao is too far from us” or “The problem in Mindanao is not our problem”. After all, the war efforts to contain “Moro rebellion” are financed by Filipino taxpayers; Soldiers recruited to fight the Moro “rebels” often come from other regions of the Philippines; and Internally Displaced Persons (IDPs) from Mindanao migrate to overcrowded cities in Luzon and Visayas. -

EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIppINE LABOUR EXPORT POLICY (1972-1986) EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIPPINE LABOUR EXPORT POLICY (1972-1986) Mark Macaa Kyushu University Abstract: The ‘overseas Filipino workers’ (OFWs) are the largest source of US dollar income in the Philippines. These state-sponsored labour migrations have resulted in an exodus of workers and professionals that now amounts to approximately 10% of the entire country’s population. From a temporary and seasonal employment strategy during the early American colonial period, labour export has become a cornerstone of the country’s development policy. This was institutionalised under the Marcos regime (1965-1986), and especially in the early years of the martial law period (1972-81), and maintained by successive governments thereafter. Within this context, this paper investigates the relationship between Marcos’ ‘New Society’ agenda, the globalization of migrant labour, and state sponsorship of labour exports. In particular, it analyses the significance of attempts made to deploy education policy and educational institutions to facilitate the state’s labour export drive. Evidence analyzed in this paper suggests that sweeping reforms covering curricular policies, education governance and funding were implemented, ostensibly in support of national development. However, these measures ultimately did little to boost domestic economic development. Instead, they set the stage for the education system to continue training and certifying Filipino skilled labour for global export – a pattern that has continued to this day. Why did it happen? If revolution implies a struggle for change, was there any change after the 1986 EDSA Revolution? Human Rights in Southeast Asia Series 1 144 BREAKING THE SILENCE DEFINING THE Bangsamoro RIGHT to SELF Determination IN THE MILF PEACE Process Ayesah Abubakar and Kamarulzaman Askandar The Right to Self Determination (RSD) struggle of the Bangsamoro of Mindanao, Philippines has been internationalised since its first peace process in the 1970s with third party actors being involved. However, it is in the recent Government of the Republic of the Philippines and the Moro Islamic Liberation Front (GRP-MILF) peace process that the idea of RSD is well articulated in several ways. An example of this is in defining development in terms of RSD. In a usual peace process, development is often introduced in the post-conflict phase soon after a peace agreement had been signed. However, in the context of the GRP-MILF Peace Talks, a new approach of starting reconstruction, rehabilitation, and development efforts in the conflict affected areas is being undertaken as part of a confidence building measure during the peace process itself. This new phase can be seen in the creation of the Bangsamoro Development Agency (BDA). This research will present its findings on how the Bangsamoro articulate their concepts of development and Right to Self Determination. Mainly, it discusses the creation of the Bangsamoro Development Agency (BDA) and the worldview of MILF communities. Introduction The core of the conflict in Mindanao, Philippines is identity-based leading to a right to self-determination struggle. The Bangsamoro of Mindanao maintains that it is a sovereign nation and it wants to assert its freedom from the Philippine nation-state.1 Mindanao is the historical ancestral domain of the 13 ethno-linguistic tribes forming the Bangsamoro group and other Indigenous Peoples. -

Submission from the Internal Displacement Monitoring Centre (IDMC) to the Committee on the Elimination of Racial Discrimination in anticipation of consideration of the twentieth periodic report of the Republic of the Philippines submitted to the Committee under Article 9 of the Convention June 2009 In anticipation of the consideration by the Committee on the Elimination of Racial Discrimination during its 75th session in August 2009 of the twentieth periodic report of the Republic of the Philippines, the Internal Displacement Monitoring Centre of the Norwegian Refugee Council (IDMC) would like to draw the Committee’s attention to the problem of internal displacement in the Philippines and related concerns affecting the enjoyment of the rights enshrined in the Convention on the Elimination of All Forms of Racial Discrimination by the Philippines Republic’s internally displaced population, in particular people internally displaced by conflict. I. Summary of concerns and questions The concerns raised in this submission relate to direct and indirect impact of internal displacement on the opportunity for displaced people in the Philippines, to enjoy, without distinction as to race, colour, or national or ethnic origin, equality before the law in the enjoyment of their civil, political, economic, social and cultural rights. Ferdinand Marcos was twice elected President of the Philippines: in 1965, and again in 1969. His nomination for'a third term would have been barred under the Philippine Constitution, which prohibits a President serving more than eight consecutive years. In September 1972, fourteen months before his second and final term of office was due to expire, Marcos proclaimed Martial Law in the Philippines, for the announced purpose of suppressing Communist revolutionaries and Moslem secessionists. In addition to strengthening national security, during the past seven years Marcos has established himself as a virtual dictator. He has suspended the Philippine Congress indefinitely. Ruling by Presi- dential fiat, with the complete loyalty and support of the military and police, his regime has all but extinguished democratic freedom. News- papers and radio stations that would not conform have been shut down. Arbitrary arrest, interrogation, torture, and prolonged detention without trial are commonplace. Political opposition is repressed through fear and terror. President Marcos jailed his chief opponent, Senator Aquino, shortly after the proclamation of Martial Law. Two years ago Aquino's scheduled execution was halted only by an inter- national protest. -

Gatmaytan Abstract: Massive peaceful demonstrations ended the authoritarian regime of Ferdinand Marcos in the Philippines twenty years ago. The “people power” uprising was called a democratic revolution and inspired hopes that it would lead to the consolidation of democracy in the Philippines. When popular uprisings were later used to remove or threaten other leaders, people power was criticized as an assault on democratic institutions and was interpreted as a sign of the political immaturity of Filipinos. The literature on people power is presently marked by disagreement as to whether all popular uprisings should be considered part of the people power tradition. -

KRITI K A KULTURA POPULAR AS POLITICAL CULTURE: THE FATHERLAND, NATIONALIST FILMS, AND MODERNITY IN SOUTH KOREA, TAIWAN, AND THE PHILIppINES Rolando B. Tolentino Department of Film and Audio-Visual Communication University of the Philippines, Diliman [email protected] Abstract The experience of modernity results from the emergent social relations formed in liberalized market economies, which also posit as sites of newer forms of pain and suffering as especially experienced by those in the margins. As national economies undergo liberalization to survive in globalization, so are their political structures reshaped to become conducive to transnational capital. The essay discusses the relationship of the state and civil society in a postcolonial national setting, looking into their operations and parameters in the South Korean film A Single Spark. The analysis of the effects of the state and civil society in issues of citizenship and urban being is discussed in the Taiwanese film Super Citizen Ko. The transformation of the national into the transnational state and civil society is discussed in the Philippine film Eskapo.
