Leano San Francisco, California May 2014 THE UNIVERSITY OF SAN FRANCISCO Dissertation Abstract Artist as Citizen: Transnational Cultural Work in the National Democratic Movement of the Philippines The inspiration for this topic comes from my own experiences as a Filipino transnational cultural worker in this movement. There has been research done on Filipinos in the arts and social movements, however there is a paucity of information concerning Filipino cultural work. Cultural work and cultural workers are intentional in creating culture as an act of resistance to imperialism, as of the stories they tell though their creative work are not revealed much in mainstream media. Cultural workers also seek to debunk the myth of artists working in isolation from the community. As shared by the participants in this study, cultural workers are more importantly organizers working closely with marginalized communities, and in many ways are “popular educators” and “organic intellectuals.” The purpose of this study is twofold: to examine the extent to which cultural work brings political consciousness to marginalized populations in the Philippines and the U.S. who do not have access to education, and to examine the impact of cultural work locally and transnationally as a tool for social change and addressing issues that impact marginalized populations, particularly in the National Democratic Movement of the Philippines. The qualitative methodology used for this study is narrative research, gathering the stories of Filipino cultural workers both in the Philippines and the U.S. These cultural workers are part of the National Democratic Movement of the Philippines. Data was collected in the Philippines and the U.S. through interviews and field observations. ii The participants in this study confirmed the assumptions offered by the theories that guided this work, through the experiences they shared. Their organizing through cultural work is in essence the social practice of Theater of the Oppressed. Their role as critical organic catalyst is exemplified their practice of being Artist-Teacher-Organizer- Researcher (ATOR) with the communities they align themselves with. Lastly, the cultural workers closely identified with the National Democratic Movement of the Philippines as a social movement with a distinct social process of transnational collective action. iii This dissertation, written under the direction of the candidate’s dissertation committee and approved by the members of the committee, has been presented to and accepted by the Faculty of the School of Education in partial fulfillment of the requirements for the degree of Doctor of Education.     The Rise and Fall of Virata’s Network: Technocracy and the Politics of Economic Decision Making in the Philippines Teresa S. Encarnacion Tadem* The influence of a technocratic network in the Philippines that was formed around Cesar E. A. Virata, prime minister under Ferdinand Marcos, rose during the martial law period (1972–86), when technocracy was pushed to the forefront of economic policy making. Applying concepts of networks, this essay traces the rise and even- tual collapse of Virata’s network to a three-dimensional interplay of relationships— between Virata and Marcos, Virata and the International Monetary Fund and World Bank, and Marcos and the United States. Virata’s close links to social, academic, US, and business community networks initially thrust him into government, where he shared Marcos’s goal of attracting foreign investments to build an export-oriented economy. Charged with obtaining IMF and World Bank loans, Virata’s network was closely joined to Marcos as the principal political hub. Virata, however, had to contend with the networks of Marcos’s wife, Imelda, and the president’s “chief cronies.” While IMF and World Bank support offered Virata some leverage, his network could not control Imelda Marcos’s profligacy or the cronies’ sugar and coconut monopolies. In Virata’s own assessment, his network was weakened when Marcos’s health failed during an economic crisis in 1981 and after Benigno Aquino’s assassination in 1983. In those crises, Imelda Marcos’s network and Armed Forces Chief of Staff General Fabian Ver’s faction of the military network took power amidst the rise of an anti-dictatorship movement.

    EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIppINE LABOUR EXPORT POLICY (1972-1986) EDUCATION IN THE ‘NEW SOCIETY’ AND THE PHILIPPINE LABOUR EXPORT POLICY (1972-1986) Mark Macaa Kyushu University Abstract: The ‘overseas Filipino workers’ (OFWs) are the largest source of US dollar income in the Philippines. These state-sponsored labour migrations have resulted in an exodus of workers and professionals that now amounts to approximately 10% of the entire country’s population. From a temporary and seasonal employment strategy during the early American colonial period, labour export has become a cornerstone of the country’s development policy. This was institutionalised under the Marcos regime (1965-1986), and especially in the early years of the martial law period (1972-81), and maintained by successive governments thereafter. Within this context, this paper investigates the relationship between Marcos’ ‘New Society’ agenda, the globalization of migrant labour, and state sponsorship of labour exports. In particular, it analyses the significance of attempts made to deploy education policy and educational institutions to facilitate the state’s labour export drive. Evidence analyzed in this paper suggests that sweeping reforms covering curricular policies, education governance and funding were implemented, ostensibly in support of national development. However, these measures ultimately did little to boost domestic economic development. Instead, they set the stage for the education system to continue training and certifying Filipino skilled labour for global export – a pattern that has continued to this day. Vol 4, Issue 1, 66 – 84 RACIAL MINORITY IMMIGRANT ACCULTURATION: EXAMINING FILIPINO SETTLEMENT EXPERIENCES IN CANADA UTILIZING A COMMUNITY-FOCUSED ACCULTURATION FRAMEWORK Renato M. Liboro By incorporating perspectives from Community Psychology into Berry’s (1997) acculturation framework from Cross-cultural Psychology, a more community-focused acculturation framework was developed and proposed in this essay. Elements from Community Psychology that focus on group-specific settings, community-level analysis, sociocultural resources, sociopolitical forces, and roles of grassroots organizations and host societies in challenging institutional power were consolidated into Berry’s acculturation framework to establish a new framework with a stronger community focus. In a theoretical application utilizing the new community-focused framework, socio- historical accounts of and discourse on Filipino experiences prior to the beginnings of the Filipino diaspora to Canada in the mid-1990s and more recent Filipino immigrant settlement experiences in Canada were used to examine and gain greater understanding of racial minority immigrant acculturation. The theoretical application of the new framework was presented not only to demonstrate the synthesis of elements derived from Cross-cultural and Community Psychology, as well as the methodological difference between Berry’s acculturation framework and the community-focused version proposed by the author, but also to underscore the value of community-level analysis in the study of racial minority immigrant acculturation. By methodologically diffracting Pilipinx becoming through the public pedagogy of punk rock, this research complicates standard stories of Pilipinx identity to provoke more generative encounters with the Pilipinx diaspora in Oceania. As new materialist theory holds that social life is produced by aggregations of related events, it rejects the notion that ontological becoming is dictated by immutable systemic or structural realities. This application of new materialist ontology contributes to understandings of relationality by demonstrating how Pilipinx identity emerges out of processes of relational becoming comprised of co-constitutive discourses, movements, and materialities of human and nonhuman origin. This approach troubles conceptions of Pilipinx becoming which propose that Pilipinx bodies are racialized through the imposition of colonial mentalities and broadens these theorizations by approaching Pilipinx becoming as a relational process in which coloniality plays a part. This relational conceptualization of Pilipinx becoming is informed by how punk rock, when framed as a form of education, complicates dominant understandings of the contexts, conditions, and capacities of Pilipinx bodies.

Villegas Cultural Award, Best Visual Effects, Best Sound, Gender Sensitivity and Best Float Awards. The historical drama film Culion won the Special Jury Prize Award. Culion is directed by Alvin Yapan, starring Iza Calzado (Ana), Jasmine Curtis-Smith (Doris), and Meryll Soriano (Ditas). Set in the 1940s, the movie tells the story of three women seeking a cure for leprosy.

In the Philippine context, the spectator sport of boxing has grown to be a phenomenon in recent years, perhaps owing to the successive triumphs of contemporary Filipino pugilists in the international boxing scene. This thesis focuses on the case of Filipino boxer Manny Pacquiao whose matches bring together contemporary Philippine society into a “ringside community”, a collective united by its support of a single fighter bearing the brunt for the nation. I assert that Pacquiao’s stature has transcended that of the sports realm, as he is constructed as a national (i.e., not just sport) hero. As such, I study this phenomenon in two ways. The first part of my analysis focuses on how a narrative of heroism has been instilled in Philippine society through the active promotion of its past heroes. Inherent to this study’s discussion of the Filipino ringside community and heroism is the notion of the habitus. Defined by Pierre Bourdieu as a set of inculcated dispositions which generate practices and perceptions, “a present past that tends to perpetuate itself into the future by reactivation in similarly structured practices” (Bourdieu, 6), the concept of habitus can be directly applied to how the need for a heroic narrative has been inculcated within Philippine contemporary society.

Despite Brocka’s reluctance to serve in government, President Aquino appointed him to the commission tasked with drafting a new constitution. Unfortunately, the expe- rience left him disillusioned with realpolitik and the new government. He later recounted that his fellow delegates “really diluted” the policies relating to agrarian reform. He also spoke bitterly of colleagues “connected with multinationals” who backed provisions inimical to what he called “economic democracy.”1 Brocka quit the commission within four months. His most significant achievement was intro- ducing the phrase “freedom of expression” into the constitution’s bill of rights and thereby extending free speech protections to the arts. Ferdinand Marcos was twice elected President of the Philippines: in 1965, and again in 1969. His nomination for'a third term would have been barred under the Philippine Constitution, which prohibits a President serving more than eight consecutive years. In September 1972, fourteen months before his second and final term of office was due to expire, Marcos proclaimed Martial Law in the Philippines, for the announced purpose of suppressing Communist revolutionaries and Moslem secessionists. In addition to strengthening national security, during the past seven years Marcos has established himself as a virtual dictator. He has suspended the Philippine Congress indefinitely. Ruling by Presi- dential fiat, with the complete loyalty and support of the military and police, his regime has all but extinguished democratic freedom. News- papers and radio stations that would not conform have been shut down. Arbitrary arrest, interrogation, torture, and prolonged detention without trial are commonplace. Political opposition is repressed through fear and terror. President Marcos jailed his chief opponent, Senator Aquino, shortly after the proclamation of Martial Law. Two years ago Aquino's scheduled execution was halted only by an inter- national protest.

At that time the collection on the Philippines at the Asia Collection ofthe Hamilton Library numbered 2,404 (monographic titles only). This has grown to more than 10,000 titles, which is more than adequate to back up an academic program. Theprogrameventuallybecame the CenterforPhilippine Studies, when the Asian Studies Program to which Philippine Studies was attached was made pan of the new School ofHawaiian. Asian and Pacific Studies (SHAPS) in 1987. In time theresearchcollection would becomplemented by the acquisitionofaudiovisual material on various aspects of Philippines Studies, thereby increasing the resources on this campus for studies on the Philippines.
