Qualifications and Scope

I. Qualifications

The qualified inspector shall have demonstrated knowledge in inspection of various types of locomotive and passenger cars in use, their capabilities and limitations. The selected Consultant shall have:

A. Demonstrated knowledge in federal laws and regulations pertaining to inspection and testing of locomotives, passenger cars and power brakes. B. Experience in writing narrative reports that describe mechanical issues related to non-compliance or safety concerns is required of the selected Consultant. C. Knowledge of the general safety and health principles and practices applicable to the railroad industry and skill in written and oral communication.

The work will require walking over uneven surfaces in the railroad train yards and bending, crouching, stretching and crawling. The inspector will be exposed to a variety of weather conditions.

II. Scope

The State of Indiana transitioned the -only state sponsored passenger rail service to a service provided jointly by Amtrak and Iowa Pacific Holdings. The service provides four round trips each week from Indianapolis to , with stops in Crawfordsville, Lafayette, Renssealaer and Dyer.

Iowa Pacific Holdings (IPH) provides the equipment and equipment maintenance, food service and specific marketing and advertising. Amtrak will continue to manage the host railroad relationships, provide highly qualified train and engine crews, and manage reservations and ticketing.

INDOT entered into separate contracts with each vendor on Friday, July 31. August 2nd was the first round trip train under the new operating agreements.

The current train consists of three diesel locomotives, SLRG 4144, SLRG 4137 and SLRG 4135, three coach cars – MRLX 8000748, MLRX 800880, MRLX 800651 and one – SLRG 554. The cars were built in the 1950’s and 1960’s and are known as heritage equipment. Prior to purchase by their current owner, they were used as private cars for individual use, not for revenue. The consist will expand up to three additional cars during the length of this agreement.

The Federal Railroad Administration (FRA) mandates that passenger locomotives and cars, before they are put into revenue service go through a series of stringent mechanical and safety inspections. Inspections were also required by the Amtrak to ensure the strict mechanical and safety compliance rules were met.

As part of the contract negotiations, Amtrak requested an independent third party provide random and scheduled inspections to the Iowa Pacific locomotives for continued assurance the meets FRA and Amtrak mechanical and safety regulations.

The selected Consultant shall provide random and regular scheduled mechanical inspections of the Iowa Pacific rolling stock at the McCurdy Layover facility in Beech Grove Indianapolis on Thursdays and or Saturdays to supplement the regular inspections by the FRA and Amtrak. Additionally, the selected Consultant shall make periodic inspections, as needed, in the Chicago Amtrak yard. The selected Consultant shall have clearance entry to the Chicago yard, or the ability to get clearance, prior to execution of the Contract with INDOT for these services. The selected Consultant will represent INDOT’s interest during Amtrak inspections and if need, assist in communicating information to the Communications Center at both IPH and Amtrak.

To ensure safe operation of the Hoosier State the selected Consultant shall perform mechanical inspections that include the locomotive head-end power, HVAC, and braking system as outlined in Section 25 of the contract between INDOT and Amtrak. Specific inspections are found in the contracts’ Appendix V- Regulatory Compliance and Deliverables Matrix in the MP& E disciplines. The selected contractor should have a QMI (qualified mechanical inspector) on staff.

III. Duties

The selected Consultant may be responsible to:

A. Carry out periodic inspections that provide assurance that railroad cars and locomotives used on the Hoosier State are operational and in compliance with Federal Safety Standards. The inspector is charged with the impartial and uniform application of the laws, rules and regulations and standards pertaining to railroad equipment. B. Inspect and observe tests of railroad rolling stocking including motive power, other on- track equipment to determine compliance with applicable laws, rules, and standards C. Review existing and proposed motive power and equipment maintenance and repair methods to ensure compliance with applicable laws, regulations and orders. D. Make observations to determine the condition of motive power and other railroad equipment. E. Develop comprehensive reports to outline findings and recommendations F. Provide weekly inspections, or if determined by need, more or less frequently. G. Submit written reports that outline the scope of the inspection

H. Notify the IPH Mechanical Superintendent the same day if items are found that need repair, or may potentially need repair I. Confirm repair has been completed upon next visit (if needed) J. Review and provide written feedback on all Amtrak bad order reports

IV. Deliverables

A. The selected consultant shall develop a reporting form for inspections and the reporting form for inspection shall be approved by INDOT prior to the first inspection. B. The selected consultant shall supply the INDOT Passenger Rail Contract Manager and the Iowa Pacific Mechanical Superintendent with the written reports within seven calendar days of each inspection. C. The selected Consultant shall make recommendations to INDOT on methods IPH may employ to improve infrastructure of the locomotives and cars.
