The Richardson Innovation Quarter has its origins TARGET AND EMERGING INDUSTRIES as home to major innovative corporations and FOR THE RICHARDSON IQ® their suppliers including Collins Radio, Ericsson and Texas Instruments in north Dallas. 6 KEY PLANNING EFFORTS Plan our Work, Work our Plan - The Richardson Way In 2017, the Chamber of Commerce Task Force led an effort to strengthen the overall economic vitality of the area surrounding the Arapaho Center Station and create a “game plan” for private sector investment and supportive City action. A key action item that resulted from the Task Force work was consensus and support amongst stakeholders for the creation of an innovation district in order to strengthen and foster investment in the area’s economic and physical assets. The Richardson City Council was supportive of pursuing establishment of an innovation district within the study area, and in 2018 the City of Richardson developed a visioning study for the 1,200-acre district. This comprehensive study included a land use, market, mobility, and open space analysis and developed a vision and 10 main strategies to set the stage for the next generation of innovation in Richardson. Following this Study, the City of Richardson led the effort to code the vision and rezone the 1,200-acre district. The Code was unanimously approved by the Richardson City Council on December 9, 2019. As part of this new zoning code, new street-sections were adopted along with general locations for public open space and district portals. Since 2020, the City of Richardson has undertaken several studies and initiatives to continue advancing the vision for the Richardson IQ®.

7 KEY PLANNING EFFORTS

Completed and Ongoing Projects Open Space and Placemaking Toolkit – Completed 2020: A toolkit that provides Richardson IQ property owners with inspirational ideas and best practices to improve and invest in their properties while providing new attractive amenities for businesses and workers.

Innovation Ecosystem Analysis – Completed 2020: An analysis of the DFW innovation ecosystem, including ongoing and future biotech/life sciences activities in the region. This will help inform our feasibility study for an Innovation Center. Opinions of Probable Cost for future Capital Improvement Projects – Completed 2020: A study to evaluate the estimated costs for future roadways, parks, and infrastructure projects. The purpose of this study was to identify potential bond projects and to help prioritize future public infrastructure projects. Arapaho Center Station Transit-Oriented Development and Bus Transit Facility Study – Ongoing: A planning and feasibility study to evaluate future land use, open space, and transportation improvements at the Arapaho Center Station, and to reposition the area as a high density, mixed use front door to the Richardson Innovation Quarter. District Place Branding Strategy – Ongoing: A strategy to identify the look and feel characteristics of public realm improvements and potential identity starter projects such as portals, entry features, public realm improvements, wayfinding signage, public art, and district signage. Smart Cities Toolkit – Ongoing: A toolkit that identifies smart city technology initiatives, department priorities, and funding opportunities for deployment within the Richardson Innovation Quarter. Innovation Hub Feasibility Study – Ongoing: A study to evaluate the feasibility of constructing a purpose-built innovation hub facility, including a market analysis and potential partners and funding sources. Arapaho Center Station Area Vision 8 DISTRICT IMPROVEMENTS

Richardson is committed to enhancing the public infrastructure in the Richardson IQ® while adding new amenities to improve the quality of life of IQ® workers. Below are three key public improvements that were completed in 2020:

Greenville Avenue Bike Lanes The City of Richardson was awarded a Made to Move grant from Degree® Deodorant and Blue Zones, LLC, to install permanent mobility improvements along Greenville Avenue. As a result, nearly two miles of protected bike lanes were installed, connecting Downtown Richardson, China Town, and the Eastside development to the Richardson IQ®. Duck Creek Trail The new 1.5-mile Duck Creek Trail extension joins together two existing trails, and connects the Richardson IQ® area to other regional trails. The project was a joint venture between Richardson and Dallas County.

Arapaho Center Station Crosswalk In 2019, the City of Richardson was awarded a grant from AARP as part of the AARP Community Challenge Program to install an at-grade crosswalk at the light rail station as a secondary point of access to improve the connectivity and access for transit riders of all ages and abilities. The new crosswalk provided the City the opportunity to test new technology and install passive detection (thermal) rapid flashing beacons to improve the safety for pedestrians.

9 DISTRICT IMPROVEMENTS

Future

DART West Side Connection Currently, businesses located on the west side of the Arapaho Center Station do not have access to the light rail platform. This improvement would add a sidewalk connection along the west side of the light rail platform.

Glenville Road As part of the 2015 bond program, funds were approved by voters to reconstruct Glenville Road from Campbell Road to Commerce Drive. The road will be reconstructed to align with the new zoning code for the Richardson IQ® and will include pedestrian amenities, landscaping, and bike facilities.

2021 Bond Program In November of 2021, a new bond program will be presented to the voters for consideration which may include additional public improvements in the Richardson IQ®.

10 DISTRICT HIGHLIGHTS

While 2020 had its challenges with the COVID-19 pandemic, activity in the Richardson IQ® increased with new businesses, big announcements, and new programming events. Learn more below about the 2020 highlights in the Richardson Innovation Quarter.

Business Highlights

• Microsoft announced a massive $7.5 billion acquisition of ZeniMax Media. The video game development company’s subsidiary Bethesda and id Software both have offices in North Texas. Id, located in the Richardson IQ®, is likely best known in the gaming community for developing the titles Doom and Quake.

• Online retailer Chewy opened a 56,000 square-foot call center in the Richardson IQ®.

• Richardson IQ®-based Mavenir, a cloud-focused telecom company, acquired UK-based small cell provider ip.access LTD. Financial terms of the deal were not disclosed. As part of the acquisition, ip.access will operate within Mavenir’s Emerging Business group.

• Digital Realty announced a new 100,000 square-foot data center project will be constructed at their 70-acre data center campus in the heart of the Richardson IQ®.

• Digital Realty received a Community Revitalization Award from the City of Richardson for its exterior building improvements at 900 N. Dorothy Drive.

• TheLab.ms relocated its makerspace/hackerspace from Plano to the Richardson IQ®, and doubled the size of their operations.

• Sology Solutions, a Richardson IQ® company, announced a strategic partnership with Smart City Media, LLC, which will further its efforts to bridge the digital divide across the United States. The companies share a belief in addressing the needs of underserved communities.

Promotion and Programming Highlights

• The IQ® was announced as the official name of the Richardson Innovation District. The name was revealed at a large reception in January 2020. • A new district website was launched for the Richardson IQ® at www.richardsoniq.com. • The Richardson IQ® joined the social media world on Instagram, Facebook, Twitter, Meetup, and LinkedIn. • A new programming and networking series called The IQ® Brew was launched in August 2020 in partnership with the City of Richardson and Richardson Chamber of Commerce. Eight sessions were hosted in 2020, with seven of the events held virtually. • The International Economic Development Council (IEDC) recognized the City of Richardson for the Richardson IQ® Block Party event in 2019. IEDC received over 500 submissions from four countries as part of this awards program. • The American Planning Association, Texas Chapter, recognized the City of Richardson with its Overall Best Practice Award for the new Richardson IQ® Form-Based Zoning Code, which was adopted unanimously by City Council in December 2019.
