Life Science Research Semiconductors Software & BioTech & Development 6 KEY PLANNING EFFORTS Plan our Work, Work our Plan - The Richardson Way In 2017, the Chamber of Commerce Task Force led an effort to strengthen the overall economic vitality of the area surrounding the Arapaho Center Station and create a “game plan” for private sector investment and supportive City action. A key action item that resulted from the Task Force work was consensus and support amongst stakeholders for the creation of an innovation district in order to strengthen and foster investment in the area’s economic and physical assets. The Richardson City Council was supportive of pursuing establishment of an innovation district within the study area, and in 2018 the City of Richardson developed a visioning study for the 1,200-acre district. This comprehensive study included a land use, market, mobility, and open space analysis and developed a vision and 10 main strategies to set the stage for the next generation of innovation in Richardson. Following this Study, the City of Richardson led the effort to code the vision and rezone the 1,200-acre district. The Code was unanimously approved by the Richardson City Council on December 9, 2019. As part of this new zoning code, new street-sections were adopted along with general locations for public open space and district portals. Since 2020, the City of Richardson has undertaken several studies and initiatives to continue advancing the vision for the Richardson IQ®. 7 KEY PLANNING EFFORTS Completed and Ongoing Projects Open Space and Placemaking Toolkit – Completed 2020: A toolkit that provides Richardson IQ property owners with inspirational ideas and best practices to improve and invest in their properties while providing new attractive amenities for businesses and workers. Innovation Ecosystem Analysis – Completed 2020: An analysis of the DFW innovation ecosystem, including ongoing and future biotech/life sciences activities in the region. This will help inform our feasibility study for an Innovation Center. Opinions of Probable Cost for future Capital Improvement Projects – Completed 2020: A study to evaluate the estimated costs for future roadways, parks, and infrastructure projects. The purpose of this study was to identify potential bond projects and to help prioritize future public infrastructure projects.
