Professor Drew Morton E-mail: [email protected] Office Hours: Monday and Wednesday, 10-12 p.m., UC228 COURSE DESCRIPTION AND STUDENT LEARNING OUTCOMES: This course focuses on the theories of media studies that have broadened the scope of the field in the past thirty years. Topics and authors include: comics studies (Scott McCloud), fan culture (Henry Jenkins), gender (Lynn Spigel), new media (Lev Manovich), race (Aniko Bodrogkozy, Herman Gray), and television (John Caldwell, Raymond Williams). Before the conclusion of this course, students should be able to: 1. Exhibit an understanding of the cultural developments that have driven the evolution of American comics (mastery will be assessed by the objective midterm and short response papers). 2. Exhibit an understanding of the industrial structures that have defined the history of American comics (mastery will be assessed by the objective midterm). 3. Exhibit an understanding of the terminology and theories that help us analyze American comics as a cultural artifact and as a work of art (mastery will be assessed by classroom participation and short response papers). REQUIRED TEXTS/MATERIALS: McCloud, Scott. Understanding Comics: The Invisible Art (William Morrow, 1994). Moore, Alan. Watchmen (DC Comics, 2014). Sabin, Roger. Comics, Comix, and Graphic Novels: A History of Comic Art (Phaidon, 2001). Spiegelman, Art. Maus I and II: A Survivor’s Tale (Pantheon, 1986 and 1992). Additional readings will be distributed via photocopy, PDF, or e-mail. Students will also need to have Netflix, Hulu, and/or Amazon to stream certain video titles on their own. -

Amid a limited media landscape that otherwise consisted of radio, film, newspaper, and magazines, comics served as a useful tool in engaging readers of all ages to get behind the war effort. The aims of this research was to examine a sampling of messages put forth by comic book publishers before and after American involvement in World War II in the form of fictional comic book stories. In this research, it is found that comic book storytelling/messaging reflected a theme of American isolation prior to U.S. involvement in the war, but changed its tone to become a strong proponent for American involvement post-the bombing of Pearl Harbor. This came in numerous forms, from vilification of America’s enemies in the stories of super heroics, the use of scrap, rubber, paper, or bond drives back on the homefront to provide resources on the frontlines, to a general sense of patriotism. -

Teacher EducationJames Quarterly, Trier Spring 2010 Representations of Education in HBO’s The Wire, Season 4 By James Trier The Wire is a crime drama that aired for five seasons on the Home Box Of- fice (HBO) cable channel from 2002-2008. The entire series is set in Baltimore, Maryland, and as Kinder (2008) points out, “Each season The Wire shifts focus to a different segment of society: the drug wars, the docks, city politics, education, and the media” (p. 52). The series explores, in Lanahan’s (2008) words, an increasingly brutal and coarse society through the prism of Baltimore, whose postindustrial capitalism has decimated the working-class wage and sharply divided the haves and have-nots. The city’s bloated bureaucracies sustain the inequality. The absence of a decent public-school education or meaningful political reform leaves an unskilled underclass trapped between a rampant illegal drug economy and a vicious “war on drugs.” (p. 24) My main purpose in this article is to introduce season four of The Wire—the “education” season—to readers who have either never seen any of the series, or who have seen some of it but James Trier is an not season four. PHED ITEM #3 January 25, 2021 Worksession M E M O R A N D U M January 20, 2021 TO: Planning, Housing, and Economic Development (PHED) Committee FROM: Gene Smith, Legislative Analyst SUBJECT: Review of Pandemic-related Business Assistance Programs PURPOSE: Discussion, no votes expected Those expected for this worksession: Jerome Fletcher, Office of the County Executive Laurie Boyer, Office of the County Executive Ben Wu, Montgomery County Economic Development Corporation (MCEDC) Bill Tompkins, MCEDC Sarah Miller, MCEDC The PHED committee requested a review of all the business assistance programs implemented by the County in response to the COVID-19 pandemic. Program implementation was divided between the County and the MCEDC. I. Background and Summary The COVID-19 pandemic has created an uneven recession with certain industry sectors more impacted than others. Hospitality, leisure, restaurants, and retail businesses have seen the largest decline in economic activity. Much of this decline is due to the State and County health orders that restrict gathering size to limit the spread of the virus. While there was some expectation that the health orders and restrictions would be short-term measures, the reality is the pandemic has required that these orders remain in place for many months. The Council created many new business assistance programs for the impacted industry sectors to respond to this uneven recession. These new programs were funded and administered by the County or its partners. This memo provides a summary for each program implemented and includes detailed program information in the attachments. Table 1 provides an overview of all the programs included in this report. -

I only wish I had access to this fully developed intellectual framework and the courses of action it suggests while still in government. —General Michael V. Hayden (retired) Former Director of the CIA Director of the NSA e problem of secrecy is double edged and places key institutions and values of our democracy into collision. On the one hand, our country operates under a broad consensus that secrecy is antithetical to democratic rule and can encourage a variety of political deformations. But the obvious pitfalls are not the end of the story. A long list of abuses notwithstanding, secrecy, like openness, remains an essential prerequisite of self-governance.
