The service is provided by Argyll & Bute Council and is located within Kilmodan Primary School. The service operates from Monday to Thursday morning only, during term time and can cater for 10 children aged from 3-5 years. Basis of Report This service was inspected after receiving a Regulation Support Assessment (RSA) to determine what level of support was necessary. The RSA is an assessment undertaken by the CCO which considers: complaints activity, changes in the provision of the service, nature of notifications made to the Care Commission by the service, action taken upon requirements. This service was required to have a low level of support that resulted in an inspection based on the inspection themes for the year and recommendations from previous inspections. Before the visit: The service completed an Electronic Annual return, a self-evaluation and themed questionnaires. 2 parents responded to the questionnaire. An unannounced visit to the service took place on Thursday 22nd February 2007. During this visit the CCO spoke with the Head Teacher. At the time of the inspection the nursery was closed due to staff illness. The Head Teacher was teaching in class therefore time available for discussion was limited. The Care Commission Officer took all of the above into account and reported on whether the service was meeting the following National Care Standards for early education and childcare up to the age of 16: Standard 3: Health and well-being Standard 10: Involving other services Standard 12: Confidence in staff Action taken on requirements in last Inspection Report There were no requirements from the previous report. Comments on Self-Evaluation This was fully completed and returned prior to the inspection. This gave very detailed information to support the standards being inspected. The Head Teacher had also identified some areas for development which the service were working on. The information supplied was consistent with the findings of the inspection. View of Service Users No children were present during the inspection. 3/7 View of Carers Two parents responded to the questionnaire. Both parents were very happy that staff knew their child as an individual and always interacted well with their child. Both parents felt the premises were very secure and were very happy with the cleanliness of the service. Both parents felt their child always had access to a range of good materials and resources and found the activities stimulating and challenging. Both parents were very happy with the overall service provision. The following comment was made by a parent: "We could not have wished for a better start for our child than at Kilmodan School" 4/7 Regulations / Principles Regulation : Strengths Areas for Development National Care Standards National Care Standard Number 3: Early Education and Childcare up to the age of 16 - Health and Wellbeing Strengths Not all elements of this standard were addressed during this inspection. The service had obtained a copy of the Nutritional Guidance For Early Years: food choice for children aged 1-5 in early education and childcare settings. Fruit was provided for children three times per week. Drinks available to children consisted of milk or water in line with the guidance. Parents, who responded to the questionnaire were very happy with the snacks available to the children. The service had a child protection policy in place. The Head Teacher confidently described the procedures in place within the service should concerns be identified. The Head Teacher and Childcare and Education worker had attended child protection training within the last year. Children had access to liquid soap and paper towels within the toilet areas. The service had a copy of the National Toothbrushing standards and incorporated toothbrushing into the daily programme. Areas for Development None identified at this inspection. National Care Standard Number 10: Early Education and Childcare up to the age of 16 - Involving other Services Strengths The service had developed strong links with a variety of agencies including social workers, health visitors and speech and language therapists. The Head teacher regularly attended Pre-5 head teacher meetings. Areas for Development 5/7 None identified at this inspection. National Care Standard Number 12: Early Education and Childcare up to the age of 16 - Confidence in Staff Strengths Adult to child ratios were maintained in line with Annex A of the National Care Standards Early Education and Childcare up to 16 years. Annual reviews and Continuing Professional Development systems were used to monitor staff training needs. The Head Teacher confirmed staff had copies of the SSSC Codes of Practice and were aware of the role of the SSSC. Areas for Development None identified at this inspection. 6/7 Enforcement There had been no enforcement action taken against the service. Other Information Argyll and Bute Local Authority had their systems within the Education and Housing and Social Work Departments sampled. Whilst those within the Education Department within the sample taken were found to be robust. It is recommended that the Social Work Section formalise the links between the records held within their personnel section and those held by the Chief Executive.
