We gave the service these grades Quality of Care and Support 5 Very Good Quality of Environment 4 Good Quality of Staffing 5 Very Good Quality of Management and Leadership 5 Very Good What the service does well We found: They were establishing a very good approach to involving children and their families in the ongoing improvement and development of the service. It was clear they respected their views and valued their opinions. Children were being given very good opportunities to grow and develop and be active and independent in their play and learning. What the service could do better They should: Address the recommendation and areas for improvement identified in this eport.r Continue to develop in line with their current plans. What the service has done since the last inspection The service's last inspection was carried out by Education Scotland in May 2012. They were satisfied with the overall quality of the provision and confident that the school's self-evaluation processes were leading to improvements. Information about all care services is available on our website at www.careinspectorate.com This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011. Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve, we may make a recommendation or requirement. A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service, but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of Regulations, Orders or Conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. Kilmodan Primary Pre Five Unit is a daycare of children service registered for ten children aged three years to those not yet attending primary school. The provider is Argyll and Bute Council. They operate from a designated multi purpose space within the school which is in a rural location, near Dunoon. Children can also enjoy a range of energetic and outdoor play activities in the school garden and play areas located within the school grounds. The aims and objectives of the service are "to provide an education that places each child at the centre by providing a variety of opportunities for learning that will stimulate the child's imagination and interest, at the same time encouraging their intellectual development. This will enable them to become successful learners and equip them with the skills for life, learning and work laying a solid foundation for a prosperous and successful future". Kilmodan Primary Pre Five Unit, page 6 of 28 Inspection report continued 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection. This was carried out by one Inspector. The inspection took place on Tuesday 27 January 2015 between 10.00am and 1:15pm and Monday 2 February 2015 between 10.30am and 12.00pm. We gave feedback to the head teacher on 2 February 2015. As part of the inspection, we took account of the completed annual return and self assessment forms that we asked the provider to complete and submit to us. We sent four care standards questionnaires to the manager to distribute to parents. Two parents sent us completed questionnaires. We also asked the manager to give out two questionnaires to staff and we received one completed questionnaire. During this inspection process, we gathered evidence from various sources, including the following: We spoke with: - Two parents - The children present - The head teacher - One staff member We looked at: - Children's files and records - Staff files and training records - How staff worked with the children and communicated with their parents/carers - Risk assessments for inside and outdoors - Infection prevention and control procedures - Health promotion guidance - Maintenance records - Confidentiality - Complaints Kilmodan Primary Pre Five Unit, page 7 of 28 Inspection report continued - Child protection - Accidents/incidents - Registration certificate - Insurance certificate - The environment and resources - How they routinely checked and reviewed how well they were doing. Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a fully completed self assessment document from the service provider. They had identified strengths, any changes they had planned and areas where they wanted to improve. Taking the views of people using the care service into account There were two children present at the time of the inspection. We observed the children enjoying their play. They were fully engaged in what they were learning, interacting confidently with staff and their environment, playing well together and also on their own. Everyone who returned questionnaires and we spoke with were very happy with the service their child received. We have included the views from parents throughout this report.
