BRIEF SUMMARY OF THE PROJECT

The Quarry Lease (QL) for Granite Building Stone applied by Sri. M. K. ., is situated in Village of Ottappalam Taluk, District. The extent of the area is 1.1676 Ha. (2 Acres 88.50 Cents). Quarrying Plan is being prepared under Sub‐rule (1) and (1A) of Rule 4 of the “ Minor Mineral Concession Rules‐1967. The Dept. of Mining and Geology, has directed the applicant to obtain approval of Quarrying Plan from the State Government (Department of Mining & Geology) & other necessary clearances.

The subject area is own land belongs to M. K. Padmanabhan Nair. The area was granted quarrying permit for extraction of granite building stone under rule 4 of KMMC Rule 1967. The permits were granted in form U for extents of 70.82 Ares and 60.71 Ares respectively. The application in form B (Rule 27) is submitted to the State Govt. – Director of Mining & Geology for extent of 1.1676 Ha. (2 acres 88.50 cents).

The area is found to have prominent exposures of Granite Building Stone covering most of quarrying area. Detailed study of the area has been done by the applicant by sampling exposed blocks of Granite Building Stone and depth of the surrounding area. In view of the proposal for development and production of Granite Building Stone, the applicant intends to produce with a maximum ROM capacity of 34,300 tons/annum by carrying out medium scale quarrying by engaging Semi mechanized Open cast method of quarrying.

As per MOEF O.M.No.L‐11011/47/2011‐IA.II (M) dated 18thMay, 2012, leases of minor minerals also requires environmental clearance.

For getting environmental clearance, depending on the nature, magnitude and capacity, the projects are categorized as “A” Category & “B” Category. ‘A” category projects have to be cleared by MOEF while “B” category by the State Environmental Impact Assessment Agency (SEIAA).

The proposed quarry lease area of M. K. Padmanabhan Nair is 1.1676 Hectares and as such it is considered as B2 category and application for environmental clearance is submitted at SEIAA itself. The quarry area is Non of Eco‐sensitive area (ESA) area only.

The Quarrying Plan is prepared with main emphasis on Systematic Method of working with an aim to ensure systematic development & conservation of granite building stone deposits and protection of environment.

Area Accessibility The quarry lease area is easily accessible in all seasonal conditions. The quarry lease area is about 360 kms from Tiruvananthapuram via. Kochi‐Palakkad‐Vellinezhi‐Quarry Site. The Quarry location is 17 km from Ottappalam which has a motorable road. The nearest railway station is Ottappalam about 17 kms situated on Palakkad‐ kozhikode broad‐gauge line and the nearest Air Port is Kozhikode about 60kms and Harbor is Kochi which is about 140kms from the Quarry Site.

Lease Area Surroundings  There are no metropolitan cities within 5 kms from the Quarry area.  No Historical place within and nearby the Quarry Site.  Panchayat road existing in the nearby lease boundary, which connects the Palakkad‐Cherpulasery State Highway Road at a distance of 1.00 kms towards South‐West.  Within the core zone there are no settlement and dwellings. The nearest village is Vellinezhi, which is about 1.00 kms towards North‐West side from the Quarry Site. Hence no displacements of persons are required for the Quarry.  No National park or wildlife sanctuary lies within the buffer zone or nearby this region.
