Mr. Soule Favors Municipal Ownership. Mr. W. A. D. Cragin, who is very much in earnest in his belief that the Phillips Village corporation should buy the Phillips waterworks recently wrote a letter to Ruel vV. Soule of Augusta a’former resident'of Phillips and asked his opinion£in regard ^to the matter. Mr. Soule’s reply follows: .A u g u s t a , March 22, 1906. Mr. W. A. D.’ Cragin, Phillips, Maine. Dear Sir—Replying to your letteCof March 21, in which you ask me to express my opinion in regard to the purchase of your water plant, by the Phillips Village corporation, will say I am a firm believer in municipal ownership. Your corporation can issue and sell bonds at as low a rate of interest as any company of men who put in water or electric plants. As a rule, owners of these plants do not care to sell, which certainly is an indication that they are good paying property.
