Roediger, Chair Professor Adrian Burgos, Jr., Co-Chair Professor Antoinette Burton Professor Jerry Dávila Professor Kevin Mumford Abstract This dissertation traces the history of Chicago’s Puerto Rican community between 1946 and 1994, a period of sustained growth and repeated transformations. Throughout this period, cultural nationalism proved itself a valuable tool to mobilize support for multiple and competing political projects, including both those that supported and those that rejected independence for the island of Puerto Rico. As such, I argue, cultural nationalism played a key role in shaping the racial formation of the local community and, eventually, the emergence of “Latina/o” as a novel racial category on a broader scale. Drawing on a wide range of archival sources, including newspapers, government documents, ethnographic field notes, and polemical writings produced within social movements, Between Two Flags sheds new light on the history of attempts by forces within Chicago’s Puerto Rican community to define its identity in the face of external pressures. The first two chapters investigate three early efforts to deploy cultural nationalism on a local scale, all of which promoted (in different ways) the eventual assimilation of Puerto Ricans into whiteness. Chapters three and four examine the collapse of these early models, first by excavating in detail the pivotal three-day Division Street Riots of 1966, and then by looking at the gendered experience of poverty in the community.

    Organización No Gubernamental con estatuto consultivo ante el ECOSOC y representación permanente ante la ONU de Nueva York y Ginebra Resolución de la Asociación Americana de Juristas (AAJ) reconociendo a las mujeres luchadoras por la independencia de Puerto Rico, contra el colonialismo y por la solidaridad con Latinoamérica y el Caribe La AAJ, organización no gubernamental con estatuto consultivo en las Naciones Unidas y reunida en su Asamblea de Ramas en la ciudad de Sao Paulo, Brasil, rinde homenaje a las mujeres luchadoras por la independencia de Puerto Rico, contra el colonialismo y por la solidaridad con Latinoamérica y el Caribe. A través de la historia de Puerto Rico, las mujeres han desempeñado un papel importante en la lucha por la independencia del país. Las mujeres también han sufrido cárcel y persecución por sus ideales políticos o su solidaridad con nuestra América. Algunas de estas mujeres valerosas son: María de las Mercedes Barbudo (1773- 1849)1. Se le considera la primera mujer que luchó por la independencia de Puerto Rico. A pesar de que no participó directamente en el Grito de Lares (1868) fue una de las mujeres que estuvieron encarceladas por sus posturas a favor de la independencia de Puerto Rico. Se le acusó de espía y se le encarceló por intercambio de correspondencia y poseer recortes de periódicos venezolanos en su casa. Josefa Zavaleta de Arrubla fue otra de las mujeres contemporáneas a Barbudo. Zavaleta fue la primera mujer separatista encarcelada (1824)2 por sus “enérgicas protestas” en contra del gobierno español. Participaba de las reuniones clandestinas con María de las Mercedes Barbudo y otros.

    146 CENTRO JOURNAL !"#$%& ''! • ($%)&* + • ,-*+(. 2013 From Freedom Fighters to Patriots: The Successful Campaign to Release The FALN Political Prisoners, 1980–1999 MARGARET POWER ABSTRACT This article explores why President Clinton sanctioned the release of the Puerto Rican political prisoners in 1999 given that nineteen years earlier, the U.S. government, media, public opinion, and even some of the pro-independence Left had excoriated them as terrorists. To explain Clinton’s decision and the shift in much of public opinion, this article traces the political contours and development of the campaign to release the prisoners. It divides the campaign into two phases. From 1980 to 1990, the campaign argued that a state of war existed between Puerto Rico and the United States, defined the prisoners as prisoners of war, and linked support for the prisoners to the FALN and armed struggle. From 1990 to 1999, it framed the prisoners’ release as a fundamental human rights issue and called on Puerto Ricans to embrace the prisoners as part of the Puerto Rican family and nation. This change allowed the campaign to become broader, more inclusive, and successful.
