In Search of Peace Media: Examining the Role of Media in Peace Developments of the Post-Cold War Conflicts (268pp.) Director of Dissertation: David Mould Abstract: This study analyzes media projects designed to contribute to the development of peace. Therefore, it examines post-Cold War mass communication projects developed in direct response to violent conflicts initiated by a party that is not involved in the conflict. The practical effort is named “peace media.” The review of the literature from the fields of media effects, propaganda research, peace studies and communication for development offers a broad spectrum of studies pointing towards a common conclusion: mass media/communication indeed have the potential to affect populations in a variety of ways. The rhizomatic approach by Deleuze and Guattari was used as the theoretical foundation to the methods employed in the study. As a result, in-depth interviewing, text analysis and a quantitative effects assessment were used as the methods of inquiry. In order to fully understand the rhizomatic foundation of peace media, this study examined three kinds of data: interview transcripts, texts describing peace media projects and the quantitative data of audience effects conducted by practitioners. Thirteen conflict sites in 18 countries generated a total of nearly forty peace media projects. The analysis begins with the description of the actors and practitioners responsible for peace media projects (who). It continues with an examination of media approaches to peace development (what), followed by a description of the beneficiaries of peace media (whom). The last two segments discuss the means of communication (channels) and examine the effects of peace media and the most effective utilization of such practices (effects). The study concludes that the impact of media is both substantial and limited. Because action or behavior is dependent on many outside variables and because these variables contribute to the end result as much as any form of communication initiative, only the true integration of media within peacebuilding strategies can insure a significant move toward a peaceful society. In order for this to happen, the following four components need to be integrated in the media plan for conflict transformation: journalism, entertainment, advertising and regulation. The final chapter of the dissertation presents a set of recommendations for the future practice. Almost half of the B&H population was forced from their homes. The ethnic map of the country was changed drastically and overall damage was estimated at US $100 billion. Experts agree that misuse of the media was largely responsible for the events that triggered the war and kept it going despite all attempts at peace. This study examines and follows the efforts of the international community to regulate the broadcast media environment in postwar B&H. One of the greatest challenges for the international community in B&H was the elimination of hate language in the media. There was constant resistance from the local ethnocentric political parties in the establishment of the independent media regulatory body and implementation of new standards.

Journalists are often severely impacted by armed conflict: they may be the victims of targeted violence or co‐opted by one side or another to spread partisan propaganda. In protracted conflicts, journalism training, financing and infrastructure may dry up completely, impacting the ability of community members to access information. Media development in post‐conflict settings has become a priority of funding bodies, as an independent fourth estate is believed to strengthen democratic mechanisms, and guard against a return to violence. The Nepal case study serves to explore how local media may interact with an evolving peace process, and what support the international community may be able to offer. Drawing upon grounded theory, this thesis presents the findings of fieldwork conducted in Nepal from December 2010 to January 2011. Thirty‐three in‐depth interviews were conducted in three key geo‐political locations. Core findings of this research reveal that the Nepalese media sector needs continuing support.

The Complainants state that Southern Cameroon was a United Nations Trust Territory administered by the British, separately from the Francophone part of the Republic of Cameroon, itself a French administered United Nations Trust Territory. Both became UN Trust Territories at the end of the 2nd World War, on 13 December 1946 under the UN Trusteeship System. 3. The Complainants allege that during the 1961 UN plebiscite, Southern Cameroonians were offered “two alternatives” , namely: a choice to join Nigeria or Cameroon. They voted for the later. Subsequently, Southern Cameroon and La République du Cameroun, negotiated and adopted the September 1961 Federal Constitution, at Foumban, leading to the formation of the Federal Republic of Cameroon on 1st October 1961. The Complainants allege further that the UN plebiscite ignored a third alternative, namely the right to independence and statehood for Southern Cameroon. 4. The Complainants allege that the overwhelming majority of Southern Cameroonians preferred independence to the two alternatives offered during the UN plebiscite. They favoured a prolonged period of trusteeship to allow for further evaluation of a third alternative. Our global survey also asked whether people expect the next 12 months to be more or less peaceful. While 27% of the world expect it to be more peaceful, 35% believe it will be more troubled. Confidence in peace shines brightest in India, Ghana, Albania, Nigeria and interestingly in Pakistan.

    Propaganda vs. Education: A Case Study of Hate Radio in Rwanda David Yanagizawa-Drott Harvard University Forthcoming Oxford Handbook of Propaganda Studies Abstract: This article discusses whether education limits or exacerbates the effects of state- sponsored propaganda on political violence. It provides evidence of the hypothesis that basic education can limit the effectiveness of propaganda by increasing access to alternative media sources. It builds on the case study of the Rwandan Genocide in Yanagizawa-Drott (2011), and shows that the propaganda disseminated by the “hate radio” station RTLM did not affect participation in violence in villages where education levels, as measured by literacy rates, were relatively high. A discussion of the potential underlying mechanisms driving the results is presented. The methodological challenges of identifying causal effects of mass media and propaganda are also described, including recent innovations using statistical methods that may be used to overcome those challenges. Keywords: media effects, education, literacy, radio, political violence, Rwandan Genocide. 1. Introduction Is a lack of basic education a necessary condition for propaganda to be effective? The 1994 Rwandan genocide was an event unique in the speed of killings and widespread participation of ordinary citizens in carrying out the massacre. Many believe that propaganda and inflammatory “hate media” calling for the extermination of the Tutsi ethnic minority played a significant role in fuelling the violence (BBC, 2003; Thompson, 2007). In Yanagizawa-Drott (2011, hereafter YD), I found evidence supporting the hypothesis that mass media can induce mass violence.
