MARIA HELENA PIRES PERMANENT REPRESENTATIVE OF TIMOR-LESTE TO THE UNITED NATIONS New York, 20 September 2017 Check asainst delivery Excellencies; Mister President of the UN General Assembly Mister Secretary General of the United Nations I extend my congratulations to Mr President Miroslav Lajcak on his election by the General Assembly as well as my best wishes of success, and I salute the outgoing president Peter Thomson for his leadership in conductingthe work of the 71^^ session. We, the United Nations It is a happy coincidence that I was given the opportunity to address this General Assembly today - on this very same day, 18 years ago, the first Australian and New Zealand personnel of the INTERFET, the International Force in East Timor, arrived in my country, occupied at the time. The arrival of that UN-mandated force on 20 September 1999 put an end to the bloodshed and paved the way for us to attain national independence voted for the majority of the Timorese people at the referendum for self-determination held under the supervision of the United Nations, pursuant to international law. On behalf of the Timorese people, I reiterate my heartfelt gratitude to the United Nations and to all civilians and servicemen who, under the flag of the United Nations, protect innocents and, ultimately, save lives. Another happy coincidence - though rare - is that among us here today is another key player in the process that led the international community and the UN to shoulder their long deferred responsibilities for the self-determination of the Timorese people. -

THE ROAD TO SADDAM After some four years prosecuting genocidaires in East Africa, and almost a year of working on fair trial rights for those accused of war crimes in West Africa, I was getting homesick. Longing for New York, but not yet over my love jones with the world of international criminal courts and tri- bunals, I drafted a reality television series proposal on the life and work of war crimes prosecutors and defence attorneys. -

Propaganda vs. Education: A Case Study of Hate Radio in Rwanda David Yanagizawa-Drott Harvard University Forthcoming Oxford Handbook of Propaganda Studies Abstract: This article discusses whether education limits or exacerbates the effects of state- sponsored propaganda on political violence. It provides evidence of the hypothesis that basic education can limit the effectiveness of propaganda by increasing access to alternative media sources. It builds on the case study of the Rwandan Genocide in Yanagizawa-Drott (2011), and shows that the propaganda disseminated by the “hate radio” station RTLM did not affect participation in violence in villages where education levels, as measured by literacy rates, were relatively high. A discussion of the potential underlying mechanisms driving the results is presented. The methodological challenges of identifying causal effects of mass media and propaganda are also described, including recent innovations using statistical methods that may be used to overcome those challenges. Keywords: media effects, education, literacy, radio, political violence, Rwandan Genocide. 1. Introduction Is a lack of basic education a necessary condition for propaganda to be effective? The 1994 Rwandan genocide was an event unique in the speed of killings and widespread participation of ordinary citizens in carrying out the massacre. Many believe that propaganda and inflammatory “hate media” calling for the extermination of the Tutsi ethnic minority played a significant role in fuelling the violence (BBC, 2003; Thompson, 2007). In Yanagizawa-Drott (2011, hereafter YD), I found evidence supporting the hypothesis that mass media can induce mass violence. I estimated that approximately ten percent of participation in the Rwandan genocide can be attributed to propaganda spread by the radio station Radio Télévision Libre des Mille Collines (RTLM). -

Weiss Military Humanitarianism: Syria Hasn’t Killed It Pundits claim that the war in Syria has sounded the death knell for humanitarian intervention and the Responsibility to Protect (R2P)—resquiescat in pace, according to David Rieff.1 By failing to intercede in that country’s brutal civil war, many believe the international community effectively turned its back on an important emerging international norm, one that over 150 heads of state endorsed at the UN’s 2005 World Summit.2 But is this really the case? In December 2013, for example, the UN Security Council (UNSC) authorized military action to counter the Central African Republic’s (CAR) genocidal chaos. Subsequently France, the ex-colonial power, joined forces with the post-colonial African Union (AU) to deploy troops to protect civilians. The UNSC also imposed an arms embargo on the country and warned the UN of the need for a possible peacekeeping mission. In another example, the UNSC in April 2013 approved action in Mali, led by France and the 15-nation Economic Community of West African States (ECOWAS), to counter Islamist extremists. Of course, the most famous R2P example is when the UNSC approved the March 2011 international air war against Libya, led by Paris and London with Washington “leading from behind.” This was the first-ever such authorization against a functioning de jure government, and the first such use of substantial humanitarian military muscle since the contested 1999 NATO operation in Thomas G.
