The proposed Project will be developed on 429.87 acres (173.96 ha) and the proposed Project is to be developed by Leisure Farm Corporation Sdn. Bhd . The locality of the Project Site falls under the jurisdiction of Majlis Perbandaran Johor Bahru Tengah (MPJBT). Previously, MPJBT have approved the overall layout plan of Leisure Farm, 1,722.00 acres on 9 th November 2011. Leisure Farm Corporation Sdn Bhd. intend to amend the approved layout plan for this application base on the market suitability. The Proposed Development is part of the Proposed “Holiday Home Resort Development di Lot 7, Lot 8 & 679, 1141 & 1541 Mukim Pulai dan Mukim Tanjung Kupang” by Leisure Farm Corporation whereby the EIA has been approved on 16 th March 1995. A Site Suitability Assessment (Penilaian Awal Tapak) has been submitted to the Department of Environment (DOE) Selangor on 16 th October 2014 and the department has no objection to the proposed development pending an EIA report submitted for approval.

The Project Site is situated within the District of Johor Bahru, Johor Darul Takzim. The proposed Project Site is surrounded by residential (existing Leisure Farm resident) and committed development, Sunway Iskandar on the South and Southeast while Nusajaya is on the East. The proposed Project Site is located approximately 5km from , 26km south from Johor Bahru City and 35km from International Airport. The geographical location of the proposed Project Site is at latitude of 1°23’56.09”N, 1°24’28.89”N, 1°24’09.03”N and 1°23’07.66”N with a longitude of 103°36’11.03”E, 103°36’35.77”E, 103°37’25.31”E and 103°36’17.64”E. General location of project site is shown in Figure A . The proposed development is accessible from Jalan Tanjung Kupang. North-South Highway  Exit from Senai Utara   Lebuhraya Pontian  Jalan Tanjung Kupang.

At present, the Project Site mainly consists of secondary shrubs with some part of the Project Site are still planted with old oil palm tree as previously the whole of Leisure Farm Resort is planted with oil palm tree before being developed. There are existing tarred road within the Project Site to facilitate the existing resident of Leisure Farm Resort. There is an existing Equestrian Resort Clubhouse which will be re-developed in future. The current site condition of the Project Site is shown in Figure B .

The proposed Project which is a housing development falls under the ambit of item 7 under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act (Amendment) 2012.

Based on ‘Rancangan Tempatan Majlis Perbandaran Johor Bahru Tengah (Pengubahan) 2020’, the proposed Project Site lies within Blok Perancang 6 – Nusajaya (refer to Figure 2.2) under Blok Perancangan Kecil (BPK) 6.13 – Leisure Farm (refer to Figure 2.3) that is designated for planned housing and commercial development (“perumahan dan perniagaan”).

II. The Existing Environment

Physical Environment a. Topography • From the topography survey plan, the morphology of the Project Site shows that the Project Site is generally characterized as undulating terrains with the average elevations ranging from RL5m to RL20m above mean sea level (msl) except the northeastern portion of the Project Site has the elevations ranging from RL20m to RL40m above msl. • The highest ground (approximately RL 42.790m) lies at the northeastern boundary of the Project Site while the lowest ground (RL 1.698m) is at low lying area in the middle portion of the Project Site. b. Hydrology • The Project Site lies within the Sg. Pendas Basin. The total acreage of the Sg. Pendas catchment is approximately 18.09 km 2 (4,470.13 ac). • All the surface runoff from both eastern and western portions of the Project Site flow towards the valley of Sg. Pendas in the middle portion of the Project Site which will eventually discharge into the Straits of Johor. Sg. Pendas at downstream of the Project Site is very slow flowing and subjected to tidal influence as it is situated close to the coastal area.

Geology and Soil • The entire Project Site is situated on Jurong Formation as well as on the unconsolidated and semi- consolidated Quaternary alluvial sediments of varying thickness that is made up of the Pleistocene and Holocene terrestrial deposits of Simpang Formation and the Holocene marine deposits of Gula Formation. • Based on the Reconnaissance Soil Map of Peninsular ( Pindaan 2002), published by the Ministry of Agriculture, Malaysia, the Project Site is located on sedentary soils on sedimentary rocks namely the Serdang-Bungor-Munchong Association which is developed on parent materials which are predominantly metamorphosed sedimentary rocks and – Katung Association, the eastern portion of the Project Site is located on soils on older alluvium namely the Harimau-Tampoi Association while the middle portion of the Project Site is located on soils on recent alluvium namely the Keranji Series. • According to the Hydrogeological Map of Johor (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, the northern and western portions of the Project Site are located on high potential aquifer regime of this region while the south-eastern portion of the Project Site is located on medium potential aquifer regime of this region. d. Landuse • Agricultural land areas are the prevalent landuse, with a total of 8647.70 acres (28.4% of the impact area). • The main cultivated crops in the vicinity of the Project Site are coconut and orchard. Most of the coconut and orchard are located at Melaka Bersatu Bahagian Gelang Patah Estate and Kemajuan Tanah Kg. Pok Besar (FELCRA) estate. • Forested land consist of idle grassland/lalang, secondary forest, swamp forest / mangrove swamps and committed development are the second predominant landuse of the impact area i.e., 8,347.32 acres or 27.1%. Sungai Pulai Forest Reserve and Sg. Pendas Mangrove area (committed development by Sunway Iskandar) are the main components under this category of landuse. • Settlements & associated non-agricultural areas are the third predominant of the impact area i.e., 6,608.77 acres or 21.5%. The urban environment namely Nusa Cemerlang Industrial Park, Taman Nusa Perintis II, Puteri Harbour, Leisure Farm and are among the nearest receptors to the Project Site. • The Project Site which covers approximately 1.40% of the total impact area mainly comprises of urban & associated area and idle grassland/ lalang. • Immediate receptors to the Proposed Project will be existing leisure Farm Residential surrounding the Project Site. On the eastern boundary is the cleared land for upcoming Nusajaya Development while on the south is the committed development by Sunway Iskandar. On the western boundary is the Sultan Abu Bakar Complex and coconut plantation . Existing nearest receptors is shown in Figure C.

Water Quality • The baseline water sampling session was conducted on the 5th August 2014 at twelve (12) stream water and one (1) marine water sampling points representing two monitoring sessions i.e., morning and evening. The sampling and analysis was conducted by a DSM-accredited laboratory, i.e Spectrum Laboratories (Johore) Sdn. Bhd. • The stream water quality is summarized in terms of Water Quality Index (WQI) as shown in Table B . The computed results showed that all sampling points fall under Class I, II and III of the National Water Quality Standards for Malaysia. • For marine water quality, all parameters tested in compliance with the Malaysia” Marine Water Quality

Air Quality • Air quality assessment was carried out from 05th to 09th August 2014 at four (4) sampling points as depicted in Table C. • All the seven (7) parameters indicated levels within the Malaysian Air Quality Guidelines. Therefore good air quality is indicated at the Project Site and its surrounding areas.

g. Sound Level

• Noise levels at the designated sampling sites N1, N2, N3 and N4 (same location with the air quality assessment) were determined from 7:00 a.m. to 10:00 p.m. for day-time and 10:00 p.m. to 7:00 a.m. for night-time. • The result analysis shows that existing noise level during night time at Laeq level recorded at N1 (day and night time), N4 (day time) were above the permissible limits. High noise level is most probably attributed to the noise from the vehicles passing by the road next to sampling points and human activities from nearby residential areas. • Noise level for all points during day time was observed to be within the permissible limits.

Biological Environment • The predominant vegetation in this area is mainly grasses, weeds, ornamental plants covering the club house area and wayside of the Project Site whilst leftover old oil palm trees scattered along the fringe of Poresia Golf and Country Club and southeastern portion and the Project Site. • Ornamental trees and plants planted at the club house are Coconut palm, Kelat Paya, Variegated Giant Reed, Brazilian Ironwood trees, Alexandre palm, etc. • Previous cleared area in the eastern portion of the Project Site is dominated with Acacia trees, White Albizia, Shrubby simpoh, periok kera ( Nepenthes gracilis ) and with thick undergrowth. • The Kayu Manis orchard farm in the southwestern portion of the site are planted with variety fruit trees such as Durian, Banana, Duku, and Dragon fruit, Ciku, Pamelo and Coconut. • There is a pocket of mangrove vegetated area at the southern region of the Project Site with three (3) dominant species are encountered, i.e., Rhizophora mucronata (Bakau Merah), Rhizophora apiculate and Bruguiera cyclindrica (Bakau Putih). • The fauna composition at the Project Site seems to be very much adversely affected due to surrounding development activities nearby (i.e., plantation, golf course and housing) which does not provide a suitable habitat for wildlife. • No large mammal was recorded in the Project Site area. These are only small animals, which belongs to the shrew and rodent families are found and easily seen in the Project Site. There is a possibility of wild animals such as long-tailed macaque and silvered leaf monkey mobilize to the Project Site from Sg. Pendas Mangrove area as the south region of the Project Site surroundings are still dominated by mangrove forested area of Sg. Pendas.

Socio-economic Environment • Based on the Population and Housing Census of Malaysia 2010, the total number of population for both mukim was 371,614 people. • The projected additional population when the proposed Project is operational would be in the region of 81,600 PE. The proposed development will see an increment of 22% towards the total projected population of both mukim when the Project is fully operational. • Based on the site survey and information obtained from the Project Proponent, human settlements are not established within the site due to it being privately owned thus discouraging congregation of villagers. • Nearest human receptors to the Project Site are residents of Leisure Farm Resort on the northeast and west (30m) and Complex Sultan Abu Bakar (450m). • From site visits, it can be deduced that the socioeconomics of the surrounding area from the Project Site is laden with activities and equipped with infrastructures as well as other public facilities.

III. Proposed Project Description

• Based on the proposed project development, only approximately 90% of the total area with built up unit and infrastructure while the remaining of 10% will remain as open areas and buffer. • Residential component make up 48.45% of total areal coverage, i.e., approximately 208.29 acres out of the total development area for a total of 4,940 units. There are three (3) types of houses that are proposed to be constructed at the Project Site i.e., Bungalow ‘Admiral Height’, Gated Residential Community and Luxury Apartments. • The commercial sector, which takes up 31.22% (i.e. 134.20 acres) of the total development, shall consist of two (2) commercial sector. • Infrastructure and utilities that are proposed in this development are sewerage treatment plant, pumping station, drainage reserve, TNB reserve / TNB substation, main transmission intake and detention pond. • The detention ponds covering a total of 8.28 acres land will also be upgraded to recreational area and landscaped. • There is allocation for open and green area with total area coverage of 26.95 acres planned for the holistic growth of the proposed development. • Based on the overall planning for the proposed development, the tarred roads occupy approximately 25.00 acres of land. • With the total population equivalent estimated to be 81,600 ; the quantitative demand in basic infrastructural facilities and the amount of waste generated is summarized in Table D.

The development at the proposed Project site will be divided into twenty (20) parcels i.e., Parcel 1 to Parcel 20. It is estimated that the proposed development will be carried out for duration of approximately 24 years i.e., from end of 2015 to end of 2038.

Earthwork for each parcel are expected to be carried out between 9 to 12 months while the building constructions for each parcel are expected to be carried out between 2 to 2.5 years. The development schedule may vary due to sales launching stages and actual construction works are subjected to the authorities’ approval.

IV. Significant Environmental Impacts & the Proposed Mitigation Measures

The key environmental issues are those related to activities during the site clearing, construction phase and operational phase. All the impacts that are likely to be generated by the proposed Project together with the proposed mitigation measures are summarized in Table E.

V. Environmental Management Plan (EMP)

Apart from the recommendation of mitigating measures, this report also emphasizes on the formulation and implementation of an environmental management plan (EMP). This plan involves the participation of the Project developer, local authorities, consultants as well as the contractors. The outline of the EMP relies on a collective effort from all the various group involved regardless of their level of involvement in the hierarchy. The management schemes and monitoring program proposed for the proposed Project at construction and operational levels are:

• Supervision, field training and maintenance program for pollution control structures; • On-site implementation of mitigation measures; • Planning of a progress of works on site; • Provision of safety measure along with an emergency response plan; • Implementation of a properly documented traffic management scheme to ensure safety within the site; • Water, air and noise quality monitoring to evaluate the effectiveness of the proposed mitigation measures implemented on-site; • Water, air and noise quality need to be analyzed by a laboratory accredited by Jabatan Piawaian (Standard) Malaysia.

The proposed Project will be developed on 429.87 acres (173.96 ha) and the proposed Project is to be developed by Leisure Farm Corporation Sdn. Bhd. The Project Site is under the jurisdiction of Majlis Perbandaran Johor Bahru Tengah.

In reviewing the proposed Project and its’ anticipated integration with the existing environment of the Project Site, the main concerns is the effect of soil erosion and contamination (i.e. water, air and noise pollution) on the physical environment and upon human himself during the earthworks and construction phase. Part of the biological environment will be lost during site clearing and construction activities. However, this can be mitigated via the various practical and cost effective remedial measures recommended in this report to minimize adverse environmental impacts. Success of the development in integrating with the surrounding developing areas will contribute towards the social acceptability of the proposed Project. By incorporating the concept of conservation in an environmentally led design layout plan, a sustainable development can be achieved to offset its adverse impacts.
