Box 1346 Ann Arbor, Ml 48106-1346 2 ABSTRACT The aim of this research is to investigate whether the Reagan administration was influenced by ‘New Right’ ideas. Foreign policy issues were chosen as test cases because the presidency has more power in this area which is why it could promote an aggressive stance toward the United Nations and encourage withdrawal from UNESCO with little impunity. Chapter 1 deals with American society after 1945. It shows how the ground was set for the rise of Reagan and the New Right as America moved from a strong affinity with New Deal liberalism to a new form of conservatism, which the New Right and Reagan epitomised. Chapter 2 analyses the New Right as a coalition of three distinctive groups: anti-liberals, New Christian Right, and neoconservatives. -

Neoliberalism, Competitive Federalism, and the Enduring Fragmentation of the American Market Why do interstate barriers persist and proliferate in the US and go unnoticed by neoliberal policy-makers, while in other places, like the EU, they get systematically addressed? I challenge the common assumption that the EU is trying but failing to emulate the single market created in the US a long time ago. I show that in many ways, the EU has adopted more liberal rules for the exchange of goods and services across its members states than the US has in effect across its state borders. -

Step 1 – Start a Transparency Revolution Publicize every White House expenditure. Direct every department and agency in your administration to follow suit. Classifi ed expenditures would be excluded. Transparency will be a culture-changing force. It will revolutionize government. It will infl uence how people vote. Knowing there is nowhere to hide will motivate politicians to earn votes with fi scal prudence rather than wasting taxpayer dollars by buying votes. THE HAMILTON An Economic Strategy for PROJECT Investing in America’s Infrastructure STRATEGY PAPER Manasi Deshpande and Douglas W. Elmendorf JULY 2008 The Hamilton Project seeks to advance America’s promise of opportunity, prosperity, and growth. The Project’s economic strategy reflects a judgment that long-term prosperity is best achieved by making economic growth broad-based, by enhancing individual economic security, and by embracing a role for effective government in making needed public investments. Our strategy—strikingly different from the theories driving economic policy in recent years—calls for fiscal discipline and for increased public investment in key growth- enhancing areas. The Project will put forward innovative policy ideas from leading economic thinkers throughout the United States—ideas based on experience and evidence, not ideology and doctrine—to introduce new, sometimes controversial, policy options into the national debate with the goal of improving our country’s economic policy. The Project is named after Alexander Hamilton, the nation’s first treasury secretary, who laid the foundation for the modern American economy. Consistent with the guiding principles of the Project, Hamilton stood for sound fiscal policy, believed that broad-based opportunity for advancement would drive American economic growth, and recognized that “prudent aids and encouragements on the part of government” are necessary to enhance and guide market forces. Richard Richards, chairman of the Republican National Committee, sat, alone, at a table near the podium. It was a testy breakfast at the Capitol Hill Club on May 19, 1981. Avoiding Richards were a who’s who from the independent groups of the emergent New Right: Terry Dolan of the National Conservative Political Action Committee, Paul Weyrich of the Committee for the Survival of a Free Congress, the direct-mail impresario Richard Viguerie, Phyllis Schlafly of Eagle Forum and STOP ERA, Reed Larson of the National Right to Work Committee, Ed McAteer of Religious Roundtable, Tom Ellis of Jesse Helms’s Congressional Club, and the billionaire oilman and John Birch Society member Bunker Hunt. Richards, a conservative but tradition-minded political operative from Utah, had complained about the independent groups making mischieF where they were not wanted and usurping the traditional roles of the political party. They were, he told the New Rightists, like “loose cannonballs on the deck of a ship.” Nonsense, responded John Lofton, editor of the Viguerie-owned Conservative Digest. If he attacked those fighting hardest for Ronald Reagan and his tax cuts, it was Richards himself who was the loose cannonball.1 The episode itself soon blew over; no formal party leader would follow in Richards’s footsteps in taking independent groups to task.
