Traffic-related air pollution remains one of the most pressing problems in urban areas, contributing most to NOx and PM emissions. Moreover, evidence of adverse health effects resulting from these pollutants continues to emerge at an alarming rate. Human exposure to air pollutants in densely populated urban areas is thus high, and improvement in air quality is therefore imperative. In this respect, the recently published Royal Society report on ‘Ground-level Ozone in the 21st Century’ is a stark reminder that climate change controls will need to be carefully formulated to attain the maximum benefit from both a climate change and air quality perspective. The health consequences of increasing background O3 concentrations in the UK and across Europe being possibly worse than existing PM impacts. The past 12 months also saw the publication of the long awaited updated EU air quality directive. Unfortunately, this has only caused dismay amongst health researchers as it is, in essence, a relaxation in relation to previous PM10 Limit Values.     Case Study: Looking after customers Focus on the customer Recommendations for future projects to improve the delivery of infrastructure projects to maintain a focus on customers Throughout the Thameslink Programme the top priority was to look after customers through: • maintaining train service capacity wherever possible • understanding the touch points prior to, during and after journeys • identifying the best journey options • providing an excellent communications campaign covering each stage of the programme • highlighting the benefits achieved – ‘This is why… ‘ • providing ticket acceptance on alternative routes and types of transport • recruiting additional staff to assist during the major engineering works • encouraging volunteers from the Train Operating Companies (TOCs), Network Rail and Department for Transport to assist. Maintaining train service capacity where possible For each of the stages of the programme which required changes in train services both during engineering works and post the network changes, the TOCs and Network Rail focused on passenger numbers and journeys with emphasis on the peak hours of travel to develop timetables providing required capacity. Major timetable changes, for example the Charing Cross run-throughs, where trains to Charing Cross did not stop at London Bridge station between January 2015 and August 2016 and the Cannon Street run-throughs, where trains to Cannon Street did not stop at London Bridge station between 29 August 2016 to January 2018 were fully consulted along with the May 2018 timetable changes.     Please reply to: Westcombe Society Environment Committee, email:[email protected] Westcombe Society response to the consultation on the January 2015 Southeastern Timetable The Westcombe Society is an amenity society that promotes the interests of residents of the area bounded by Maze Hill, the railway (London Bridge to Darford via Greenwich), the A102 and the A2 (Shooters Hill Road). Our local stations are Westcombe Park and Maze Hill so the implications of the London Bridge rebuild will have a severe effect on residents, many of who travel by train. We fully support the points made by the Greenwich Line Users Group but would like to add/emphasise the following points: The loss of a direct service to Charing Cross in the morning peak will be significant. These trains are already more overcrowded than Cannon Street services which indicates the need for the direct service. It is already evident that the loss of direct Charing Cross trains apart from in the morning peak results in the vast majority of passengers on daytime services changing trains at London Bridge. Many of these changes are onto Charing Cross services. We continue to urge Southeastern to reconsider and maintain/reinstate Charing Cross services throughout the day. We do not accept that it is not possible to have a cross over somewhere between Greenwich and London Bridge. Should the current proposals for services during the London Bridge rebuild go ahead the consultation document does not give any indication as to how passengers from the Greenwich Line will be able to make many of the journeys they currently make such as: o Journeys to and from Waterloo East, Charing Cross, Blackfriars, City Thameslink, Farringdon and St Pancras and other stations on Thames Link including Gatwick and Luton airports o Journeys to and from other stations on services out of London Bridge o Journeys to and from South West stations on services out of Waterloo During the London Bridge rebuild the loss of the ability to change trains at London Bridge will obviously result in significant inconvenience.
