1 EXECUTIVE SUMMARY

1.1 Transport Planning Associates has been requested to review the requirement for a Travel Plan at The Hurlingham Club, secured through a draft Unilateral Undertaking under s106 of the Town and Country Planning Act in connection with the planning permission for the West Wing redevelopment (reference 2017/02967/FUL).

1.2 It is noted that the Travel Plan relates to the Club as a whole and has not been requested as a consequence of increased membership associated with the West Wing redevelopment specifically, acknowledged initially in that “[…] it has been agreed with LBHF that a Transport Assessment and Travel Plan are unnecessary”, as per the Planning Statement submitted with the application for the West Wing redevelopment (reference 6478_PlanningStatement).

1.3 It is understood that the request for a Travel Pan originates from the Transport for London (“TfL”) Stage 2 consultation report (GLA/4383/01, 26th March 2018) which specifies its purpose being “[…] to ensure that that more sustainable methods of transport are used for both members and visitors, and that additional events or functions can be controlled.”

1.4 Travel Planning is a standard tool employed by highway authorities to manage the impact of new developments on their local network, along with policy guidance set by TfL and the London Plan, to increase the use of sustainable modes.

1.5 In accordance with London Borough of Hammersmith and Fulham (“LBHF”) Planning Guidance Supplementary Planning Document (February 2018) Key Principle TR2, the Travel Plan will be produced in accordance with Local Plan Policy T2 and TfL’s Guidance on Travel Plans (November 2013).

1.6 The Travel Plan principally has three intended audiences: staff; members (i.e. regular visitors); and event guests (i.e. one off visitors). This Travel Plan will focus upon the staff and visitors of the Club, while it is anticipated that the measures identified will provide a beneficial impact upon the sustainable travel of visitors (both members and event guests) to the Club.

1.7 This Travel Plan will review the current baseline travel behaviour by analysing staff and visitor travel surveys undertaken in mid June 2018, in order to inform the relevant measures for the Club. Appropriate targets and indicators would be selected based on the above surveys together with estimates for realistic future levels of transport behaviour.

1.8 The purpose of this Travel Plan is to provide an overarching document to set out how users of the development can reduce their reliance on the private car by promoting and encouraging the use of public transport, walking and cycling.

2 INTRODUCTION

2.1 Transport Planning Associates (“TPA”) has been appointed by The Hurlingham Club (“the Club”) to assist with the development of a Full Travel Plan (“TP”) secured through a draft Unilateral Undertaking (“UU”) under s106 of the Town and Country Planning Act in connection with the planning permission for the West Wing redevelopment (reference 2017/02967/FUL).

2.2 The Club is located at Ranelagh Gardens, Fulham, London SW6 3PR, shown in Figure 2.1.

2.3 The TP was subject to a scoping exercise with LBHF officers, records for which are enclosed at Appendix A.

3 SITE ASSESSMENT

3.1 This section of the TP establishes the baseline transport conditions currently prevailing at the Club and the surrounding area.

Site Location and Description

3.2 The Hurlingham Club is a private leisure Club with a membership of 13,000 situated in Fulham, West London. The site of the Club occupies approximately 15 hectares and is contained by the to the south, Hurlingham Park to the north, Broomhouse Lane to the east and Napier Avenue to the west. At the centre of the Club is Hurlingham House, a Grade II* listed Club house originally built in 1760.

3.3 The Hurlingham Club is situated on the north bank of the River Thames, between Putney and Wandsworth Bridges. The Club is located within a heavily developed part of London, largely comprising residential development.

3.4 The Club forms part of a larger area of greenspaces, with Hurlingham Park to the north of the site currently used as a multi-use sports ground for rugby matches, football matches and athletics events and is the home of Hammersmith and Fulham Rugby Football Club. The sport of polo has also been reintroduced at Hurlingham Park in recent years.

3.5 A large area of Hurlingham Park, 40 metres to the north of the West Wing, is an Archaeological Priority Area where a 17th Century plague pit has been discovered and unspecified Neolithic finds are mentioned in the Hammersmith & Fulham Hurlingham Conservation Area Character Statement 1999 and Hammersmith & Fulham Generic Development Management Options 2009.

3.6 The Club has two vehicular entrances which are located on Ranelagh Gardens and Broomhouse Lane.

Existing Pedestrian Infrastructure

3.7 The main gate on Ranelagh Gardens and the back gate on Broomhouse Lane provides pedestrian access to the Club.

3.8 The Club is located in a residential area and is bound by Broomhouse Lane to the east, Hurlingham Road to the north, Napier Avenue to the west and the Thames to the south.

3.9 Broomhouse Lane, Hurlingham Road and Napier Avenue feature a footway on both sides of the road and measures approximately between 2 and 3 metres in width with street illumination.

3.10 No vehicular access can be gained on Ranelagh Gardens across Putney . Hurlingham Road is subject to a width restriction of 4.5 m and Broomhouse Lane is subject to a width restriction of 2.0 m immediately outside the back gate.

3.11 A series of zebra crossings and speed ramps are provided along the vehicular access road through the Club. The internal access road is subject to a 15 mph speed limit.

Existing Cycle Infrastructure

3.12 Currently the Club benefits from local cycling facilities within its vicinity, as illustrated in Figure 3.1 below where the blue lines indicate local cycling routes and the red lines indicate national cycling routes.

3.13 National Cycle Route (“NCR”) 4 runs along the northern, eastern and western boundary of the Club. NCR 4 is a long distance route and runs between London and Fishguard via Reading, Bath, Bristol, Newport, Swansea, Carmarthen, Tenby, Haverfordwest and St. Davids. Currently the route is 432 miles long and the terrain various.

3.14 Local cycling routes are provided across Putney Bridge and Wandsworth Bridge connecting the Club well to South London. Access to these routes can be gained via NCR 4 at both vehicular access points on Broomhouse Lane and Ranelagh Gardens.

3.15 A total of 102 cycle parking spaces are provided for all users of the Club as outlined in the planning statement in support of the West Wing development, which are distributed across the site in accordance with demand, currently at the following locations:

 Main gate and back gate;  Outdoor pool and pool car park;  pavilion;  Racquet centre;  Children’s playground;  Main House forecourt; and  Grounds yard.

3.16 More cycle parking will be provided in line with the draft committee planning condition 25 (planning ref: 2017/02967/FUL).

3.17 The Club is located in close proximity (100 m from main gate access on Ranelagh Gardens and 50 metres from the back gate on Broomhouse Lane) to two Santander bike hire docking stations. Bikes are available to hire from £2 at any docking station and can be returned to any docking station in London.

Public Transport Accessibility Level

PTAL Rating

3.18 Public Transport Accessibility Levels (“PTAL”) are a measure of accessibility from a point of interest (i.e. the Club) to the local public transport network. This measure takes into account the walk access time to a station or stop as well as the wait time and reliability of local transport services.

3.19 The PTAL methodology was originally developed by the London Borough of Hammersmith and Fulham and has been approved and adopted by TfL. It is calculated via a numerical Public Transport Accessibility Index (“PTAI”) which is then converted into a range from Level 1a (“very poor”) to Level 6b (“excellent”), which is shown in Table 3.1.

3.20 With reference to the PTAL WebCAT database, the Club has a PTAI of 1.28 which translates into a PTAL rating of 1a (“poor”), a summary of the analysis is enclosed at Appendix B.

3.21 Despite the low PTAL rating, the PTAL rating varies depending on where the PTAL output is measured from within the Club’s boundary. The PTAL rating for the Ranelagh Gardens entrance is a PTAL 5 and the Broomhouse Lane entrance is a PTAL 2. Both entrances are used by club members, staff and visitors.

3.22 Given the PTAL range of 1a to 5 this suggests that the Club is located in an accessible location given its close proximity to transport services as outlined below.

Local Bus Services

3.23 On New Kings Road users of the Club have access to a pair of bus stops. These stops are served by three services including the 22, the 424 and the N22.

3.24 Further bus stops are located outside Putney Bridge Station and on Putney Bridge Approach itself which are served by a further five services. A summary of the routes available is summarised within Table 3.2 with a copy of the relevant bus map enclosed at Appendix C.

London Underground

3.25 The main gate of the Club is located approximately a 5 minute walk from Putney Bridge London Underground station. It is served by the which provides regular services between Wimbledon, Edgware Road, Richmond, Ealing Broadway and Upminister.

3.26 The District Line runs every day from approximately 05:12 to 01:00 and has a frequency of 3 to 10 minutes between all District Line destinations. The full timetable is enclosed at Appendix D.

Existing Car Parking Provision

3.27 The Club provides approximately 300 car parking spaces on-site for members, staff and visitors which can be accessed via Ranelagh Gardens. The parking on-site is controlled and guest parking incurs a charge of £15 between the hours of 9:00 to 19:00, seven days a week.

Local Highway Network

3.28 As seen in Figure 3.3 below, the Club is situated in a residential area along the north bank of the River Thames.

3.29 The Club is bound by three residential roads to the north, east and west, all of which are subject to a 20 mph speed limit. Hurlingham Road and Napier Avenue are subject to permit holder parking on Monday to Saturday between 9:00 to 17:00. Pay and Display parking is also available on these roads which is subject to a maximum stay of 8 hours.

3.30 The Club has two vehicular accesses. The main gate on Ranelagh Gardens provides two way entry and exit while the back gate on Broomhouse Lane is access only.

3.31 Further afield, the Club is bound by the A308 to the north which provides access onto Putney Bridge and Wandsworth Bridge connecting the site to the south west of London.

Personal Injury Accident Data

3.32 Personal Injury Accident (“PIA”) data has been obtained from Crashmap website for the most recent three years (36 months) up to 2017 for the vicinity of the Club. Figure 3.4 illustrates the Crashmap data within the vicinity of the Club. The data obtained shows the number of accidents that occurred within 200 metres of the Club.

3.33 As indicated in Figure 3.4, a total of three PIAs were recorded within the vicinity of the Club. Two PIAs were recorded along Hurlingham Road and the final PIA took place on Peterborough Road. All the PIAs were slight in nature and took place in 2015 and 2016 retrospectively.

3.34 Given the low severity and number of PIAs recorded during the last 3 year period this indicates that there are no safety issues in the highway design deficiencies of the local network.

Summary

3.35 It can be seen from the information above that the Club is situated in a sustainable location which is conducive to walking, cycling and using public transport. The TP aims to build on this by offering information to Club users regarding alternatives to the car.

4 POLICY REVIEW

4.1 This section of the TP reviews and analyses current and emerging integrated land-use and transport planning policy and policy guidance in the context of the Club. It examines the relevant national, regional and local policies.

4.2 The policies reviewed within this section demonstrate the ways in which the Club is consistent with policy objectives at all these levels. Relevant policies identified include the following;

 National Planning Policy Framework, (2012);  National Planning Practice Guidance (2014);  London Plan (2016);  Travel Planning Guidance, Transport for London (2013);  LBHF Planning Guidance Supplementary Planning Document (2018); and,  LBHF Local Plan 2018).

National Planning Policy

National Planning Policy Framework (2012)

4.3 The Government’s National Planning Policy Framework (NPPF) was introduced on 27th March 2012. The NPPF replaces the suite of Planning Policy Statement and Guidance Notes and forms the basis of the Government’s policy in order to inform local authorities and developers regarding future development.

4.4 There are 12 core planning principles within the NPPF, the 11th principle states that planning should:

“Actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable.”

4.5 The basis of transport policy within the NPPF is stated as;

“Transport policies have an important role to play in facilitating sustainable development but also in contributing to wider sustainability and health objectives. Smarter use of technologies can reduce the need to travel. The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas.” (Paragraph 29)

National Planning Practice Guidance (2014)

4.6 The latest update to the National Governments National Planning Guidance (NPPG) for TP, Transport assessments and statements in decision-taking was released on 6th March 2014. This document provides advice on when transport statements and assessments are required and what they should contain.

4.7 With regard to TPs the guidance states that TP should be used as “long-term management strategies for integrating proposals for sustainable travel into the planning process.”

4.8 The guidance states that a TP should be “proportionate to the size and scope of the proposed development to which they relate” and furthermore that they must be “tailored to particular local circumstances”.

4.9 As previously stated in Paragraph 2.7 the NPPG states that TPs can positively contribute towards numerous aspects of travel and within a proposed development.

Local Planning Policy

London Plan (2016)

4.10 The London Plan sets out the Mayor’s vision for the development of London up to 2031. It is an overall strategic plan, setting out an integrated economic, environmental, transport and social framework for the development of London.

4.11 The Mayor’s overarching vision for London is that it should (P43, para 1.52):

‘Excel among global cities – expanding opportunities for all its people and enterprises, achieving the highest environmental standards and quality of life and leading the world in its approach to tackling the urban challenges of the 21st century particularly that of climate change’.

4.12 Enabling sustainable modes of transport is considered to support this vision. The Plan notes that London should be (objective 6):

‘A city where it is easy, safe and convenient for everyone to access jobs, opportunities and facilities with an efficient and effective transport system which actively encourages more walking and cycling and makes better use of the Thames, and supports delivery of all the objectives of this Plan’.

4.13 Strategically the Mayor intends to work with all relevant parties to (Policy 6.1):

 Encourage patterns of development that reduce the need to travel, especially by car;

 Improve the capacity and accessibility of sustainable travel modes such as public transport, walking and cycling;  Support development with high levels of trips only in areas of high public transport accessibility;  Improve interchange between different forms of travel;  Encourage the use of the River Thames for passenger and freight use;  Minimise the impact of freight on the transport network;  Encourage shifts to more sustainable forms of transport; and  Promote walking by ensuring an improved urban realm.

4.14 The Mayor is committed ‘to improving the environment by encouraging more sustainable means of transport, through a cycling revolution, improving conditions for walking, and enhancement of public transport’ (para 6.2).

Travel Planning Guidance, Transport for London (2013)

4.15 “Travel Planning Guidance” (2013) supersedes “Travel Planning for New Development” in London (2011). TfL considers that the new guidance offers updated thresholds for when a full TP is required, reduced focus on policy reviews and reduced reference to deliveries and servicing.

4.16 There is now a greater focus on the action plan, along with more information on measures, example targets and on how sanctions can be used.

4.17 A TP is described as:

“a long-term management strategy for an existing or proposed development that seeks to integrate proposals for increasing sustainable travel by the future occupier(s) into the planning process and is articulated in a document that is to be regularly reviewed by the future occupiers of the Site.

It is based on evidence in the transport assessment of the anticipated transport impacts of the proposal and involves the development of agreed and specific outcomes, linked to an appropriate package of measures aimed at encouraging sustainable travel.”

LBHF Planning Guidance Supplementary Planning Document (February 2018)

4.18 Policy TR2: Travel Plans of the document states that “Travel Plans should be produced in accordance with Local Plan Policy T2 and TfL’s guidance on Travel Plans 2013.”

LBHF Local Plan (February 2018)

4.19 Policy T2 Transport Assessment and Travel Plans states:

“All developments will be assess for their contribution to traffic generation and their impact on congestion, particularly on bus routes and on the primary route network. The existing and potential availability of public transport, and its capacity to meet increased demand will also be assessed for any development.”

Summary

4.20 This TP is in line with national and local policy, given that the Club is situated in a convenient and accessible location, with good access to sustainable transport opportunities including walking, cycling and public transport.

5 TRAVEL SURVEYS

5.1 In order to understand how staff, visitors and members travel to and from the Club a number of surveys were undertaken covering staff, visitor and member’s travel. Please note that any arithmetic errors are due to rounding.

Staff Travel Survey

Mode Choice

5.2 A travel survey which included respondents to state their main mode of travel was carried out amongst the existing 287 staff in May 2018 by the Club. Out of the 287 responses, 276 stated their main mode of travel. Figure 5.1 indicates the current staff modal split in 2018.

5.3 Active travel modes such as bus and rail accounted for 57% of the modal split, whilst car (alone, as driver) accounted for 23%. A number of respondents stated more than one mode as their main mode of travel and these responses have been classified as “other.”

Mode Choice

5.8 TPA undertook a travel survey on-site in mid June 2018 to clarify the existing mode share for members and visitors on a weekday. Figure 5.8 illustrates the combined modal split for members and visitors.

5.9 As illustrated in Figure 5.8, the majority of respondents walked (35%) to the Club whilst 34% drove alone and 24% car shared. 5% of respondents cycled and 2% travelled by taxi. It should be noted that members and visitors who were recorded as having walked to the Clubs include those whose main mode of transport was rail or bus based, i.e. public transport.

Car Occupancy

5.10 The travel survey also recorded vehicle occupancy across different times of the day which was recorded as 1.27 per vehicle on average across the day, peaking at 1.39 per vehicle in the afternoon due to a higher proportion of couples and families.

Cycle Parking

5.11 In addition, cycle parking usage across the site was recorded which showed between 30 and 38 bicycles parked in the stands, equating to a maximum usage of 37%. There is sufficient capacity to accommodate a growth in cycling as anticipated by the TP.

Summary

5.12 The TP will look to increase walking, cycling and public transport mode choice by setting out realistic targets and by implementing a set of measures that will facilitate a change of travel behaviour amongst all users. It is important that all users are given the required information in order to be able to plan and undertake journeys by walking, cycling and public transport.

6 AIMS AND OBJECTIVES

6.1 This section of this TP clarifies the scope and objectives, in defining a framework of actions for the proposed TP.

Aims

6.2 The aims of this TP are to:

 Mitigate against any existing traffic and transport impacts which could result from the Hurlingham Club development;  To create a safer, more sustainable, community-driven environment for staff and visitors of the Club; and,  To encourage the use of sustainable transport modes to reduce the need for trips to be undertaken to the development in a private car.

6.3 In order to achieve these aims, this TP promotes a range of travel choices and reduced reliance on the private car.

Objectives

6.4 Objectives are the high-level aims of the TP, giving the document direction, and a clear focus. The specific objectives that focus the TP include:

 To raise awareness of sustainable, active, and healthy modes of travel (e.g. walking and cycling) available to staff and visitors;  To reduce the congestion and parking demand in the neighbouring streets by discouraging car use;  To remove the barriers, both perceived and actual, to walking, cycling and using public transport;  To educate staff and visitors on road safety and alternative means of travel;  To increase the number of staff and visitors cycling to the Club and using sustainable modes of travel; and,  To increase the number of staff and visitors choosing 'active travel' options over the private car.

6.5 Chapter 9 outlines the measures that will assist in achieving the objectives outlined.

7 TARGETS

7.1 This section of the TP outlines the proposed targets for staff, members and visitors.

Proposed Targets

7.2 Targets are measurable goals by which the progress of the TP will be assessed. Targets are essential for monitoring the progress and success of the TP. Targets should be “SMART‟ – specific, measurable, achievable, realistic and time-bound; as described below.

 Specific - A specific overall reduction in vehicular travel associated with the Site has been defined which will be achieved through the development of realistic TP measures.  Measurable - The number of car based trips will be monitored against the targets on a regular basis. Further initiatives and measures will be investigated and pursued should the development fail to meet these targets.  Achievable - TP measures will be implemented and their effectiveness monitored in order to ensure they are achievable by all Site users.  Realistic – Realistic targets have been based upon a reduction of the trips as observed three months after opening.  Time-bound - The targets will be reviewed annually in order to clarify whether they are being achieved.

7.3 Mode split data has been taken from the staff and visitor / member travel survey results which took place in 2018 at the Club outlined in Chapter . This data, along with indicative modal targets, and overarching targets are outlined in Table 7.1 and Table 7.2.

7.4 The logic of these targets is that by 2023:

 Smaller proportions of staff, members and visitors will be travelling by car-based, in particular combustion-engine, modes;  Increase in cycling amongst staff and members; and,  Increase in walk, bus and rail use amongst visitors and members.

7.5 Furthermore all staff and members will be made aware of the Club’s Travel Plan upon adoption, and an electronic copy will be made available.

7.6 An annual travel survey will be carried out in order to monitor the progress and act as an indicator of whether the targets are being achieved. The monitoring schedule is outlined within Chapter 10 of this TP.

8 TRAVEL PLAN MANAGEMENT

Travel Plan Co-ordinator

8.1 The Travel Plan Coordinator (“TPC”), responsible for preparing and maintaining the Travel Plan, is:

8.2 The TPC will be responsible for implementing this TP and to lead the strategy for meeting its objectives. It is envisaged that the role of the TPC will comprise but not necessarily be limited to the following activities:

 To lead the strategy for meeting the TP’s objectives;  Set up and co-ordinate groups that can dictate or influence the strategies, as required;  Coordinate data collection to develop the TP;  Act as point of contact for staff, members and visitors requiring additional information and a point of contact for the local highway authority, when required;  Be responsible for the submission of monitoring reports;  Ensure all information regarding cycle routes and bus service time tables are kept up to date and readily available; and,  Be responsible for the maintenance of the travel noticeboards.

8.3 It is estimated that the TPC role will require around 70 hours per year, with varying work load on a week to week basis.

8.4 In the event that the existing TPC can no longer maintain the role, it will be transferred to another suitable person and LBHF officers will be informed.

9 TRAVEL PLAN MEASURES

9.1 This section of the TP outlines the measures which will be designed to encourage access to the Club by sustainable modes of travel to all users.

Site Wide Measures

TP Website (Visitors and Members) and Intranet (Staff),

9.2 The Club has a website located at: https://www.hurlinghamclub.org.uk/ as well as a staff intranet. The website includes a ‘Map and Directions’ webpage which provides information about the current transport links available to access the Club. It is proposed that the information on the TP is also included on this webpage.

9.3 The TPC will ensure that information on the TP such as cycle routes and events, public transport timetables, details on any transport improvements within the area, and news is updated on both the website and intranet on a regular basis, as well as distributed via the existing HR e-mail newsletter.

9.4 Personal benefits such as cost savings and health benefits of more sustainable travel choices will also be promoted on the intranet. The webpage and intranet will be the responsibility of the TPC with assistance from IT.

Noticeboards

9.5 To ensure all site users are well informed of the travel options available to them, the Club will promote sustainable travel on the existing noticeboards around the communal staff area (canteen) and throughout the visitor areas. The noticeboard will contain relevant travel information, initiatives and up to date public transport timetables.

9.6 The noticeboards will also be used to increase awareness of national travel events, such as Cycle to Work day and it will include information which is pertinent to staff such as the Cycle to Work scheme, new incentives and measures and any new facilities.

9.7 This is intended to further publicise the existence of the TP, and to benefit staff, visitors and members with limited internet access.

Visitor Travel Information Stand

9.8 The TPC should look to implement a travel information stand at the various reception entrances around the Club to promote relevant cycle maps, bus timetables and cycle training to encourage sustainable travel to all visitors and members.

Travel Information Packs

9.9 All new staff members will receive a Travel Information Pack for the Club and the surrounding area. The pack will be designed to increase their awareness of the available sustainable transport modes within the vicinity of the area. The pack will be provided in hard copy but would also be available in electronic format (if/when required).

9.10 The Travel Information Pack will include the following:

 Information on cycle parking;  Information on the current bus, cycle, walking and public transport provision;  Information of any forthcoming green transport initiatives;  Links to relevant public transport sites and multi modal phone apps; and,  Information on how active travel benefits individual health.

9.11 The TPC will be responsible for creating and distributing the packs by gathering all the relevant information from this TP. A copy of the packs will be provided to WestTrans for review before they are created and distributed to all new staff members.

A copy of the Information Pack will be made online on the Club’s website and it will also be made available on the visitor travel information stand.

Improved Signage to/from Public Transport Services

9.12 The TPC will undertake a site audit to ensure signage for public transport services is prominent to all users of the Club around the site.

Hurlingham Club Facilities

9.13 Changing facilities, including showers, are available within the ground yard, as well as the Fitness Centre and East Wing for staff who travel to work on foot or by bicycle. Lockers are also provided on-site for all staff to use. Details of these facilities will made available through the Information Packs, noticeboards and website.

Walking Measures

Walking Route Planner

9.14 The http://www.walkit.com/ walking route planner is a useful tool and can plot a journey from postcode to postcode using a ‘direct’ or ‘less busy’ option. Route maps also include journey time, calorie burn, step count and carbon savings.

9.15 TfL also provides a walking route planner which can be found at: http://www.tfl.gov.uk/modes/walking/. Various walks around London are promoted alongside

journey times and map information. The TPC will be responsible for promoting the former measures.

Cycling Measures

9.16 Cycling is one of the most sustainable modes of transport and studies have shown it can offer many health improvements such as improving the immune system, reducing the risk of heart attacks and improving weight loss.

Cycle Parking

9.17 A total of 102 cycle parking spaces are provided for all users of the Club as outlined in the planning statement in support of the West Wing development, which are distributed across the site in accordance with demand, currently at the following locations:

 Main gate and back gate;  Outdoor pool and pool car park;  Tennis pavilion;  Racquet centre;  Children’s playground;  Main House forecourt; and  Grounds yard.

9.18 The TPC should look into relocating the current cycle parking to improve the current usage whilst ensuring that the provision of cycle parking at the Club is published widely through the webpage and noticeboards.

9.19 The TPC will audit the demand of the cycle parking to ensure appropriate levels of cycle parking is available to all users.

9.20 In line with the draft committee planning condition 25 (planning ref: 2017/02967/FUL) the Club will provide two additional cycle storage / parking for all users and continue to

Cycle Training

9.21 Free 1-2-1 cycle training is available for adults living, working or studying in Hammersmith & Fulham. The sessions deliver private tuition in safe, confident road cycling and are arranged at a date, time and place to suit you and are tailored to your level of experience.

9.22 Cycle training can be booked with bikeworks at http://www.bikeworks.org.uk/hammersmith- and-fulham-cycle-training/ or by phone on 020 8980 799. This information will be made available through Information Packs and the noticeboard.

9.23 The TPC should enquire whether cycle training can be delivered at the Club and a programme of cycle training should be established across the year for staff.

Cycle Maintenance

9.24 LBHF operates a free basic cycle maintenance service which is available to the whole borough and can be booked online at http://www.hfals.co.uk/courses/bicycle-maintenance/. The TPC will organise a workshop session in order to encourage cycling amongst staff.

Cycle to Work Scheme

9.25 The TPC will further promote the provision of the Cycle to Work scheme for all staff members (https://www.gov.uk/government/publications/cycle-to-work-scheme-implementation- guidance). The Cycle to Work scheme is a tax free initiative that enables employees to get a cycle tax-free, saving approximately half the cost on average.

9.26 An initial payment is made for the cycle with the balance deducted directly from employees via salary sacrifice. At the end of the period, the employee pays a market value payment to make the cycle theirs.

9.27 Information regarding the Cycle to Work scheme will be displayed on the noticeboards and promoted through the Information Packs and via email when required.

TfL Cycle Journey Planner

9.28 The TfL Cycle Journey Planner (https://tfl.gov.uk/modes/cycling/) is an extremely useful tool and can plot a journey from postcode to postcode using an ‘easy’, ‘moderate’ or ‘fast’ route. Information on this tool on www.tfl.gov.uk/cycling will be included on the webpage.

Public Transport

9.29 The TPC will maintain up-to-date details of bus services, including route information and service frequencies are provided on the Club’s noticeboard and on the website. Journey Planner websites and enquiry phone numbers could also be provided.

9.30 The TPC will maintain regular contact with TfL to ensure that the Club is kept up to date on local service improvements. The TPC will continue to offer an interest free season ticket loan for season rail travel for staff members.

Travel Events

9.31 Travel events are a way of encouraging staff to try alternative modes of transport that they may not currently use, specifically walking and cycling.

9.32 A well promoted travel event can encourage a sustainable modal shift away from car use towards active modes of travel. The following events will be promoted to all staff users.

National Walking Month

9.33 National Walking Month (https://www.livingstreets.org.uk/what-you-can- do/campaigns/national-walking-month-2018) is a nationwide event developed by Living Streets which takes place annually in May.

9.34 The TPC will contact LBHF for information on events happening in the local area and promote these to all staff members. The TPC will also encourage uptake of the event.

Cycle to Work Day

9.35 Cycle to Work Day is a national event taking place annually in September. The aim of the event is to encourage as many people as possible to cycle to work on the event day. Anyone who ‘pledges’ to take place in the event via the event website (www.cycletoworkday.org) is entered to win a bicycle.

9.36 The website has a toolkit for those wishing to promote the event. The TPC will use this resource and promote Cycle to Work Day to staff in order to encourage this mode.

Reducing Reliance on the Private Car

Golf Buggy Transfer

9.37 For those members and visitors unable to walk between the main or back gate to their destination within the Club, security staff offer transfer by golf buggy as mobility assistance.

Car Sharing

9.38 Car sharing schemes is an effective method of reducing the number of trips, especially those trips that cannot be made by any non-car mode of transport.

9.39 The TPC will look to encourage car sharing between staff members by promoting car sharing web tool: https://liftshare.com/uk/carshare/.

Electric Car Charging Points

9.40 In line with the draft committee planning condition 34 (planning ref: 2017/02967/FUL) the Club will provide 10 electric car charging points. The TPC will be responsible for promoting and creating awareness of these charging points to all users.

Restriction of Non-Member Parking

9.41 Events represent the most pronounced vehicular impact on highway capacity, with concentrated arrival and departure times.

9.42 In response, restrictions on parking at non-member events is proposed as an effective mechanism to address the key objective of minimising the Club’s impact on the local highway network during these arrival and departure times. By comparison, the impact from journeys undertaken by members is understood to be more evenly spread.

Summary

9.43 The measures outlined above are provided in order to encourage a mode shift towards walking, cycling and public transport usage.

9.44 As discussed a key element of this TP is informing staff, visitors and members of facilities and travel options before travelling. This will ensure that sustainable travel patterns are encouraged.

10 MONITORING STRATEGY

10.1 An important part of the TP is the continual monitoring and review of its effectiveness. It is essential that a TP is not a one-off event, but rather is a continually evolving process. As such regular monitoring and reviewing of the process will help to gauge progress towards targets and objectives, and, if necessary, enable the TP to be refined and adapted in order to improve its progression.

10.2 As noted in the previous section, the effectiveness of the various measures identified will also be monitored, and reviewed if necessary to ensure that the aims and objectives of the TP are appropriately supported.

Monitoring Programme

10.3 The TP will be monitored by the TPC at year 1, year 3 and year 5 post occupation of the West Wing development.

Monitoring Procedure

10.4 It is recognised that the TP needs to remain a living document and will therefore be subject to regular monitoring and review. This means the TP can reflect changing circumstances, and ensure there is a reduction or continuation of low single occupancy vehicle trips. Monitoring the TP will ensure initiatives are being promoted and that resources such as cycle parking, are in line with demand. The TPC will maintain the TP as a living document.

10.5 It is recommended that monitoring surveys are undertaken in close liaison with the Local Planning Authority. This ensures comparable and standardised survey results. The surveys would be made up of (a) online or paper questionnaires recording such things as ‘main mode of travel’, ‘reason for choice of travel mode’, ‘place of residence, and ‘attitudinal information about measures which are likely to encourage a switch to sustainable alternatives’, and (b) on-site vehicle counts at the Club’s access points. Surveys will be iTRACE-compliant or equivalent and will be complemented with a trip rate count. The costs of undertaking these surveys would be met by the developer.

10.6 Once the surveys have been completed, the TPC would then assess the results against the targets of the TP, to establish whether they have been achieved or not.

Review Procedure

10.7 The annual review of the TP will be in the form of a Travel Report produced by the TPC. The report will evaluate whether a reduction has been achieved and whether the reduction is in line with the relevant first, third or fifth year targets. If the targets are not achieved the report will state actions to be implemented to address the shortfalls within the next monitoring period.

The report should be distributed to the Local Planning Authority and advertised to the Club in order to inform them about the progress that has been made towards achieving the targets.

Travel Plan Scoping Note

1 BACKGROUND

1.1 TPA has been appointed by The Hurlingham Club (“the Club”) to assist with the development of a Travel Plan (“TP”) secured through a draft Unilateral Undertaking (“UU”) under s106 of the Town and Country Planning Act in connection with the planning permission for the West Wing redevelopment (reference 2017/02967/FUL).

West Wing Redevelopment

1.2 It is noted that the TP relates to the Club as a whole and has not been requested as a consequence of increased membership associated with the West Wing redevelopment specifically, acknowledged initially in that “[…] it has been agreed with LBHF that a Transport Assessment and Travel Plan are unnecessary”, as per the Planning Statement submitted with the application for the West Wing redevelopment (reference 6478_PlanningStatement).

1.3 It is understood that the request for a TP originates from the Transport for London (“TfL”) Stage 2 consultation report (GLA/4383/01, 26th March 2018) which specifies its purpose being “[…] to ensure that that more sustainable methods of transport are used for both members and visitors, and that additional events or functions can be controlled.”

Unilateral Undertaking

1.4 The UU defines the TP as “a plan to promote sustainable modes of transport and to discourage use of single car occupancy by Occupiers and visitors to the Development (or such part of the Development as the case may be) which should include an initial baseline survey of all of the land forming the Hurlingham Club”.

1.5 In reference to compliance with the “the London wide monitoring methodology TRAVL” it should be noted that TRAVL is not a monitoring methodology but a database of transport surveys which has since 2014 been removed and is no longer applied.

Focus of this Note

1.6 This Scoping Note (“SN”) outlines the proposed principal approach to the TP, including the survey methodology to establish the baseline.

2 APPROACH

2.1 Travel Planning is a standard tool employed by highway authorities to manage the impact of new developments on their local network, along with policy guidance set by TfL and the London Plan, to increase the use of sustainable modes.

2.2 In accordance with LBHF Planning Guidance Supplementary Planning Document (February 2018) Key Principle TR2, the TP will be produced in accordance with Local Plan Policy T2 and TfL’s Guidance on Travel Plans (November 2013).

2.3 In particular, the focus of vehicular impact relates to the network peak hour periods, i.e. 7:00- 10:00 and 16:00-19:00 on weekdays. In this context it is noted that the peak day-to-day activity at the Club occurs largely outside the network peak period, and is understood to focus on lunchtimes, evening hours, weekends and bank holidays.

2.4 The Travel Plan principally has three intended audiences: staff; members (i.e. regular visitors); and event guests (i.e. one off visitors).

Staff Travel Behaviour Baseline and Accessibility Appraisal

2.5 TPA have designed a travel survey methodology for staff and corresponding survey form for distribution (which includes mode choice) for 287 staff for the Club and will consequently receive anonymised postcode data to carry out an accessibility appraisal using GIS software. This will identify the number of staff residing within identified walking and cycling distances of the Site, as well as catchments of the London public transport network.

Members Vehicular Travel Analysis

2.6 TPA have obtained vehicular movement data from the Club for a historic period to identify daily profiles in vehicular movements accessing and egressing the Club. TPA will also carry out an on-site beat analysis of car occupancy levels and verify the existing travel mode split during one weekday to understand the baseline travel behaviour at the Club.

Event Travel Analysis

2.7 TPA have obtained vehicular movement data from the Club, recorded through existing camera technology, for a two week period in Spring 2018 which included a number of events. This

data will be used to identify the number of inbound and outbound vehicular movements and derive a car parking accumulation.

Aims, Objectives and Targets

2.8 The initial part of the TP would set out the strategic goals, including Aims, Objectives and Targets. Appropriate targets and indicators would be selected based on the above surveys together with estimates for realistic future levels of transport behaviour.

2.9 Targets would be SMART (Specific, Measurable, Achievable, Realistic and Time-bound) and would be proportional to the current travel behaviour of staff, members and visitors, with the aim to improve the mode split percentages of sustainable modes, whilst reducing the mode split percentages of single occupancy vehicular travel. Intermediate targets for year 1 and 3 post occupation of the West Wing Development, and final targets for year 5, would be set.

Measures

2.10 At inception stage TPA have identified together with the Club a number of initial measures for consideration in the TP, which include:

 Improved signage to/from public transport services  Commitment to providing information about public transport services on notice boards and website  Improved cycle parking and changing facilities, in line with planning requirements;  Monitoring of demand for cyclist facilities and improvement/ increase of same  Electric car charging points in line with planning requirements;  Physical restriction of parking at non-member events  Golf buggy transfer from Ranelagh Gardens entrance for those requiring mobility assistance  Public transport season ticket loans and advertisement of cycle-to-work scheme for staff

2.11 It is noted that the audience who can be most directly influenced by TP measures are staff and event visitors.

2.12 We also note that events represent the most pronounced vehicular impact on highway capacity, with concentrated arrival and departure times. In response restrictions on parking at non-member events is proposed as an effective mechanism to address the key objective of minimising the Club’s impact on the local highway network during these arrival and departure times. By comparison, the impact from journeys undertaken by members is understood to be more evenly spread.

Monitoring Strategy

2.13 The TP would include a suitable monitoring and management strategy at 1, 3 and 5 year stage, with surveys updated during the same month as for the baseline year, ensuring that the TP complies with the TP requirements of LBHF and TfL.

Action Plan

2.14 TPA would include a site-specific Action Plan which identifies the key actions, outcomes and responsibilities, including the nomination of a TP Coordinator as a key contact for LBHF. The Action Plan will be linking actions to the above targets and measures together with commitment to a realistic timeframe.

Reporting and Timescales

2.15 A draft TP in electronic format would be provide to LBHF for comment by the week commencing 18th June 2018. Feedback should be provided within five working days, after which a revised final TP, incorporating the comments, would be issued for approval by LBHF by the week commencing 2nd July 2018.
