For example: - HS4 Air: no consideration has been given to the most well known proposal from Heathrow Southern Railway Ltd which would link to the existing South West Mainline between Byfleet and Woking which goes through West Byfleet. WBC has failed completely to consider the potential compromising impact of its proposals in its assessments on this National Transport Infrastructure project. - Transport infrastructure linked to GB10 and GB11 both currently in the green belt- limited scope to introduce sustainable transport mitigation measures to address the traffic impacts of the development: anyone who lives in the local area will attest to the traffic problems on the A245 Parvis Road which passes through the heart of West Byfleet. This same road would see over 800 new homes built on the green belt that runs alongside (these would be in addition to the 255 new homes already agreed for the centre of West Byfleet). -

Picture: IAN SIMONS IN WITH THE NEW: Hitachi inter-city express train in the livery of LNER action Hitachi has stripped the Virgin branding from the new inter-city trains which were destined to be operated by Virgin Trains East Coast, but whether the trains will still railaction be called Azuma – the Japanese word for East – may be in doubt because Virgin could claim to “own” the name. It is the home of Farnborough Airshow, Aerodrome, Royal Aircraft Establishment, and the Air Accidents Investigation Branch. The town is home to St Michaels Abbey. The Imperial crypt is the resting place of Napoleon III, Emperor of the French, and his wife and son. Farnborough Profile Farnborough is a town in north east Hampshire It is part of the borough of Rushmoor and the Aldershot area. The town is best known for its biennial international airshow, where hundred of companies exhibit, and thousands of people visit. The Farnborough Aerodrome is known for its longstanding aviation links. Back in the early 20th century, His Majesty’s Balloon Factory was set up in Farnborough. Since then, the city has become well known for its pioneering work, from the first powered flight in Britain in 1908, to the first car to go supersonic on and in 1997. 3 Economic Overview The borough of Hampshire, where Farnborough is situated, as a total economy worth of approximately £35.4 billion. It is home to 65,000 businesses and provides 689,000 jobs. The Financial and Business sector inputs £4.5 billion to the local economy. -

Illustrative Option schemes in CP5 HLOS The Department worked with Network Rail, the train operators and the transport authorities in the major cities to build up shared information on current rail usage. As far as practicable a shared view was also agreed on forecast demand, using standard rail industry models but adjusting these where there was evidence of likely stronger growth. This forecast growth is stated as a peak demand to be met in the HLOS. The forecast growth was assessed against current plans for train service provision in 2019. Illustrative train service enhancements that provided the capacity to meet this demand were identified and modelled for the morning peak services in London, Birmingham, Manchester and Leeds. In many cases these were directly based on the work undertaken by recent rail industry Route Utilisation Strategies (RUS). In some cases, notably in Leeds and Manchester, recent Government commitments to funding electrification and capacity enhancements had happened after the RUS and so the Department worked with key stakeholders to determine the most likely train service patterns the infrastructure changes might produce. The illustrative peak train services are not what will happen; that will be guided both by the rail industry’s response to the HLOS in the Strategic Business Plan for CP5 where the industry will set out how it proposes to meet the HLOS, and by the outcome of future train operator franchise competitions. But the illustrative train services are needed for the Department to confirm that a value for money solution can be provided to meet peak demand. It is likely the rail industry will produce a more detailed and efficient solution, and in this context the illustrative option can be viewed as the simple answer that should be bettered. -

A Better, Safer Railway Train Operations 2019/20 A summary of health and safety performance, operational learning and risk reduction activities on Britain’s railway. 1 Introduction Most of the time the railway runs well, everything goes to plan, and everyone gets to where they should be at the time they need to be there. Sometimes, though, things don’t run so well. Trains are delayed because of problems with the train itself, the traction supply, a trespasser, a broken rail, signal failure, human error and a whole host of other issues in between. Fatal derailments, collisions and buffer stop collisions have become increasingly rare over the last 60 years, thanks to improvements in the integrity of our equipment, but also in the training, process and safety management system improvements that come about as we continue to learn from past incidents and present precursors. However, the refreshed LHSBR has highlighted a number of strategic challenges, noting (among other things) that there is still inconsistency across the industry in how signal passed at danger (SPAD) events are managed, and calling for an increased understanding of where they are most likely to occur. As well as stopping trains ‘going too far’, though, there is also a growing need to understand why trains sometimes ‘go too fast’. The challenges identified in this document will help us direct resources to improve operational safety in the future. Headlines 2019/20 • On 31 March 2020, the annual moving total number of SPADs was 362.1 This is the highest such figure since March 2005. • At the end of January 2020, the indication of underlying SPAD risk reached 91% of the September 2006 baseline. -
