Vice Chief of the Air Staff Confers INVESTITURE CEREMONY HELD AT AIR HEADQUARTERS ISLAMABAD 11 MAY, 2017: An Investiture Ceremony was held at Air Headquarters, Islamabad, in which Operational and Non Operational Military awards were conferred upon Officers and Airmen of Pakistan Air Force for their distinguished services. Air Chief Marshal Sohail Aman, Chief of the Air Staff, Pakistan Air Force was the Chief Guest on the occasion. In the Ceremony, 30 Sitara-i-Imtiaz (Military) PAF Officers, 22 Tamgha-i-Imtiaz (Military), 08 Tamgha-i-Basalat were conferred upon PAF Officers, while 03 Tamgha-i- Basalat and 09 Tamgha-i-Khidmat (Military) Class-I were conferred upon PAF JCOs & Airmen. These awards were given in recognition of the acts of extreme devotion to duty rendered by the Officers and Airmen of Pakistan Air Force, for positively contributing towards the overall efficiency of the service. A large number of PAF high ranking officers and personnel attended the ceremony. Introduction to Committee The National Security Council of Pakistan (NSC) has had a tumultuous history as an agency since its conception under General Yahya Khan in 1969. Originally a part of the office of the President and Chief Martial Law Administrator, in 1984 the NSC’s first legal mainstay, article 152A, was proposed as part of the Revival of the Constitution Order (RCO) to provide for military influence of the civil government. A large departure from the Pakistani military’s previously apolitical stance, General Zia-ul-Haq’s move drew criticism from major political factions, the NSC having been sharply curtailed in 1972 after Bhutto’s civilian rise to power in 1971.

In many ways ever since Trump enunciated his new South Asia policy, Pakistan has been put under pressure especially as the US finds itself unable to recover from its Afghan failures. Pakistan’s nuclear weapons programme has always been a favourite target of US regimes and on 13 February the Director of US National Intelligence, Daniel Coats, warned that Pakistan was developing new categories of nuclear weapons, including tactical weapons, which would increase the risks in the region. There was no mention of India’s growing nuclear arsenal and its Ballistic Missile Defence system development. The Report, presented to the Senate Intelligence Committee by Coats had been prepared by 17 US intelligence agencies. On another front, the US once again sought to place Pakistan on the Grey List of the Financial Action Task Force (FATF) relating to terror financing. The US co-opted the UK and later on France and Germany into moving a resolution against Pakistan – to be discussed at the FATF meeting between 18-23 February. The fact that the US made this move contrary to the norms and procedures of the FATF showed that the technical body was now being used for political purposes to pressure Pakistan to fall in line with US policy demands on Afghanistan.

Air Chief Marshal Sohail Aman, Chief of Air Staff and Chairman Board of Governors Air University Dr Mukhtar Ahmed, Chairman HEC and Chancellor Air University Air Chief Marshal Kaleem Saadat Members Board of Governors Deans, Chair Deptts, Faculty, Distinguished Guests, Ladies and Gentlemen, Assalam-o-Alaikum It is my distinct honour to welcome you all on behalf of the Chief of the Air Staff and all members of Air University on the inauguration ceremony of Aviation City and Aerospace and Aviation Campus of Air University. I see this event as a momentous occasion. Because I believe the success of the concept of Aviation City could bring in large dividends, in times to come, not only for the local community, but for aviation industry as well as the entire country. The concept of Aviation City with Air University Campus as its nucleus has been on the drawing boards for the whole of past two years. After innumerable iterations we have the Academic Plan of the Campus for the next ten years, we have an artistically designed Campus Master Plan which is spread over 50 acres of beautiful land, and we have building plans for Phase-I which includes an academic block, a hostel for boys and a block for faculty accommodation. All along it has been a tremendous team effort between AHQ, PAC and AU. This would be nothing if you compare it with the efforts made by AHQs to ensure financial outlay for Phase-I and in parallel acquisition of land for the entire Aviation City.
