1. Is there a Hebei North University at No. 14, Chang Qing Rd., Zhangjiakou city, Hebei Province? There is a campus of Hebei North University1 (河北北方学院) at No. 14 Changqing Rd, Zhangjiakou City, Hebei. The Hebei North University website is mainly in Chinese http://www.hebeinu.edu.cn/, with a small English section. Google Maps also shows this campus, as the site Hebei North University School of Medicine (of 河北北方学院医学院) and Hebei North University College of Medical Technology (河北北方学院医学技术学院).2 The main address on the Chinese version of the website is 张家口市高新区钻石南路11号. (11 Zuanshi Nanlu (11 Diamond Rd South), Gaoxin (ward), Zhangjiakou City). A map of the University and surrounds is at Attachment 9. Information on the University website3 shows that there are other campuses including one at 河北省张家口市长青路14号邮编 (14 Changqing Rd, Zhangjiakou City, Hebei province).4 (The website lists four campuses: The West campus, the East campus, the South campus and the Changqing Rd campus.)5 A Chinese studyguide gives an overview of the university, stating: Hebei North University is a provincial-administrated multi-faculty university, which can grant Batchlor (sic) Academic Degree and Master Academic Degree. The University was founded in May 2003, approved by Ministry of Education and combined from former three provincial-administrated institutions of higher learning in Zhangjiakou: Zhang jiakou Medical College (ZJKMC), Zhangjiakou Teacher’s College (ZJKTC), Zhangjiakou Advanced Postsecondary Agronomy School (ZJKAPAS). [All the three colleges have long history of school-running and contribute greatly to talents education, knowledge creation and social development.] [It is the] only multi-faculty university in the north of Hebei Province. The main courses of the university focus on full-time undergraduate education together with postgraduate, postsecondary and adult education. At present, all the registered students are 31,000.

5. Do these government agencies exist: Yantai Public Security Bureau; City Demolition and Relocation Office; City Political and Legal Commission; City People’s Congress? Yantai Public Security Bureau  This bureau is mentioned on the website Yantai Life, with a phone number, Public Security Bureau 0535 99755516  It is listed on the Yantai Government website under ‘Foreign Affairs Organs’.7 City Demolition and Relocation Office  No references to this Office could be located in English or in the English translation of several Yantai Government websites. 6. Is there a Nanjiao Detention Centre in Yantai City? Yes. Although the detention centre is not listed in the Laogai Handbook 2007-2008, the Laogai Research Foundation’s handbook of prisons and labour camps9, the Nanjiao Detention Centre in Zhifu , Yantai City, is mentioned many times on Falun Dafa websites in association with the detention and mistreatment of Falun Dafa practitioners. Examples have been extracted below: The Falun Dafa website, Clear Wisdom  in March 2009, refers to a school teacher from Zhifu District who, was arrested by officers from the Wuzhong School, his place of work. He was taken to the Xingfu 610 Office brainwashing class, located in the Zhifu District, Yantai City… On May 4, he was taken to the Nanjiao Detention Center in Zhifu District. On July 29, he was illegally sentenced to a four-year prison term by the Zhifu District Court in Yantai City. Mr. Qiu is still held at the Nanjiao Detention Center.10  in February 2009 reported that,

Page 2 of 4 Ms. Liu Wenjuan from Zhifu District, Yantai City, and Ms. Chi from , [were] being detained in the Shandong First Forced Labor Camp…Ms. Miao Chunyan from Yantai City was sentenced to three years of forced labor. She is being detained in the Nanjiao Detention Center of Yantai City.11 The Falun Dafa website, Clear Harmony, reports that:  in September 2003 a woman was, transferred to the Nanjiao Detention Center in Yantai City… where she was interrogated under torture… [the woman’s husband] contacted Li Wenguang, head of the 610 Office, and Nanjiao Detention Center warden Zhang Futian numerous times, trying to bring these evildoers to justice. These two officers completely denied their responsibility.12  and in February 2003, Ms. Wan Fengqin of Shandong province… was illegally arrested by policemen while distributing truth-clarification materials… She was then sent to Nanjiao Detention Centre in the Zhifu District of Yantai City, where she was horrifically tortured to death around January 28, 2003… After extorting 1,000 Yuan from her family, the authorities cremated her body. Clear Harmony also lists the contact details at the, Nanjiao Detention Centre in Zhifu District, Yantai City, ph: 86-535-6015514; [and] Chief Zhang: 86-535-6021328.13
