    MEMLÜK TARİHÇİLERİNE GÖRE ∗ DULKADIROĞLU ŞAHSUVAR BEY İSYANI FATİH YAHYA AYAZ ∗∗∗∗∗∗ Giriş Tarihteki en büyük Müslüman-Türk devletlerinden biri olarak kabul edilen Memlükler (648-923/1250-1517), hükmettikleri geniş coğrafyayı ve İslâm dünyasının batısını korumak için büyük bir mücadele vermişlerdir. Mücadele içerisine girdikleri devletlerin başında Bağdat’ı tarumar ederek Abbâsî Devleti’ni (132-656/750-1258) ortadan kaldıran, daha sonra da Suriye’ye yönelen Moğollar gelmektedir. Memlük Devleti kendi topraklarına yaklaşan bu büyük tehlikeye karşı Aynicâlût Savaşı (25 Ramazan 658/3 Eylül 1260) 1 ile başlayan ve yarım asırdan fazla süren çetin bir mücadele vermek zorunda kalmıştır. Bu mücadele sürecinde Memlüklerin karşısında sadece Moğolların batı kolunu temsil eden İlhanlı Devleti (654-754/1256-1353) değil, onlara tâbi olan Çukurova (Kilikya) Ermeni Krallığı ve Suriye sahilleri ile Antakya’da kurulmuş olan Haçlı devletçikleri de bulunuyordu. DSİ Genel Müdürlüğü, yerüstü ve yeraltı sularının zararlarını önlemek ve bunlardan çeşitli yönlerden faydalanmak maksadıyla su yapılarını (sulama tesisleri, taşkın kontrol tesisleri, HES’ler, depolama tesisleri v.b.) inşa etmek, işletme ve bakımını yapmakla yükümlüdür. Ülkemizde işletmeye açılan sulama alanı 1950 yılında 142 596 ha iken, İdaremizce 2016 yılında 2 613 adet sulama tesisi ile net 3 080 402 ha alan sulamaya açılmıştır. 2017 yılında ise Bölge Müdürlüklerimizden alınan bilgilere göre ilave 212 adet sulama tesisi ile 291 639 ha alanın daha sulamaya açılması programlanmıştır.

High level visits were exchanged regularly. The visit by Pandit Jawaharlal Nehru in 1960 was the first Prime Ministerial visit to Turkey. In 1965, Vice-President Dr. Zakir Hussein visited Turkey. Turkish Prime Minister Turgut Ozal visited India in 1986. Prime Minister Rajiv Gandhi paid a return visit to Turkey in 1988. This was followed by the visit of Turkish President General Kenan Evren in 1989; visit by President Dr. Shankar Dayal Sharma in 1993; Turkish President Suleyman Demirel in 1995; the State visit by President K. R. Narayanan in September 1998; and the visit by Turkish Prime Minister Bulent Ecevit in April 2000. Vice President Krishan Kant visited Turkey in October 1998 representing India on the occasion of the 75th anniversary celebrations of the Turkish Republic. The visit of Prime Minister Vajpayee in September 2003 was extremely successful. The visit created wider public awareness of a new and progressive image of India. Bilateral relations have been strengthened by the exchange of visits of leaders of both countries in recent times. These include visits by the then Turkish PM Recep Tayyip Erdogan to India in 2008 and the then Turkish President Abdullah Gul to India in 2010. Vice President Shri Mohammad Hamid Ansari visited Turkey from October 10-15, 2011. Rashtrapatiji Shri Pranab Mukherjee visited Turkey during October 5-7, 2013. External Affairs Minister (EAM) Smt. Sushma Swaraj paid a working visit to Turkey during 15-16 January, 2015 and held discussions with her counterpart, Mr.

    SYRIAN CRISIS HUMANITARIAN RELIEF OPERATION JUNE 2015 “YOU ARE NOT ALONE” 1 GENERAL SITUATION Syrian Arab Republic has been experiencing internal disturbances since 15 March 2011 in respect of events took place in Arab states due to public demands started in 2010 towards democracy, freedom and human rights. More than 100.000 Syrian nationals lost their lives and 2.156.146 left their places of origin inside the counTL in consequence of armed conflict. Some 7 million people are directly affected from the crisis in the counTL hosting a total population of 22 million. “Syrian Crisis Humanitarian Relief Operation” has been launched by the Turkish Red Crescent on April 29, 2011 in close collaboration and coordination with Turkish Prime MinisTL, Disaster and Emergency Management Agency (AFAD) and Turkish MinisTL of Foreign Affairs in order to meet sheltering and nutritional needs of 500 Syrians entered Turkey from Guvecci village of Yayladagi district of Hatay province in consequence of the ongoing armed conflict in Syria. Within the context of Syrian Crisis Humanitarian Relief Operation, intending to support Syrian Arab Republic nationals who come to Turkey and are taken to accommodation centres, the Turkish Red Crescent took responsibility for provision and distribution of basic humanitarian relief needs such as sheltering (inner tent items such as tents, blankets, heaters, mattresses), food, hygiene items and clothes. Psychosocial support, feeding and sheltering activities were kept on by 11 staff, through 58 sheltering tents pitched in Yayladagi due to limited number of Syrian nationals which did not exceed 500 until June 2011. Following this date, in consequence of rapid influx of Syrians into Turkey, the Red Crescent established tent camps in Yayladagi-1, Yayladagi-2, Altinozu, Boynubogun and Apaydin districts of Hatay province.

Denote by γ the amount of land controlled by the military regardless of the actions of the sovereign (this can be interpreted as the percentage of the entire polity controlled by the military). Suppose that there are N perfectly myopic, risk-neutral members of the military (where N is sufficiently large) and that γ is evenly distributed between the members of this class. We consider the parameter value γ exogenously given. A value of γ = 0 corresponds to a perfectly absolutist sovereign (who uses mamluks or mercenaries to staff his military) whereas higher values of γ denote more feudal arrangements. Note that our assumption of perfectly myopic agents allows us to abstract from the potentially important issue of how the sovereign compensates the military (i.e., iqta’ rents versus land grants).1 In addition, we abstract from other important issues in order to focus on the sovereign’s desire to prevent a successful revolt. We do so in order to highlight one mechanism that we believe contributes to the observed increase in ruler duration. The order of play in the game is as follows: after observing γ the sovereign moves first and decides whether to keep the entire amount of output he controls to himself or whether to divide it equally between himself and the military.

Four main theories have been proposed to explain the phenomenon: theory of an eastern origin, theory of a Trans-Caucasian origin, an indigenous origin theory and a Syro-Cilician origin theory. In the following dis- cussion, the author puts a proposition that the origin and development of Habur Ware was a multidirectional phenomenon i.e. that Habur Ware was typologically rooted in third millennium pottery tradition of North Mesopotamia (which is a proof of the persistence of traditional ways of consumption), while its geometric decoration was strongly influenced by painted pottery of Syro-Cilicia (that was an effect of adoption of fashionable decorative motifs).* At the beginning of the Middle Bronze Age, a new characteristic painted pottery appeared in northern Mesopotamia.
