On 9 August, as tallying was ongoing, Odinga announced that the elections database had been hacked and the results were being manipulated in favour of his opponent, and that the hacker had used the credentials of Chris Msando, the Independent Electoral and Boundaries Commission (IEBC) ICT manager who had been murdered less than two weeks to the election. Participation in rugby worldwide has increased 19% since the last Rugby World Cup in 2007. Participation figures are highest in Europe, but there are significant numbers of players elsewhere, with increasing numbers in emerging markets. Since 2007 participation has grown by 33% in Africa, 22% in South America and 18% in Asia and North America. In terms of participation, Japan, Sri Lanka and Argentina now feature in the top ten countries, which bodes well as there is a strong, positive correlation between participation and performance. These unprecedented levels of growth can be attributed to three main factors: o Developments in non-traditional game formats, particularly Sevens Rugby’s inclusion in the Olympic program from 2016. o Event hosting strategies often with linked legacy programs. o IRB programs and investment. £153 million (USD245.6 million) is being invested from 2009 to 2012, an increase of 20% over the previous funding cycle. Today in France there are about 1800 synthetic pitches, which represents only 4% of all pitches in France. Although the development of synthetic pitches is continuously on the rise in France, it has to be recognized that they are more expensive to build than grass pitches, although they require a lot less maintenance. Another advantage is that they offer longer hours of utilization, as grass pitches are difficult to use when the ground is frozen or when they are waterlogged due to heavy rainfall periods. Moreover they also need “resting time”, which decreases even further the length of time during which they can be used. The team involves two opposing teams trying to carry an oval shaped ball to the end of a rectangular field, while preventing the other team doing the same it has demands broadly characterized by a high frequency of physical contacts and repeated intermittent bouts of high intensity activity. The game is played at amateur, semiprofessional, and professional levels with the players being divided into two groups, according to their on-field positions (forwards and backs). Forwards are roughly considered to be the ball conquerors and are responsible for the dispute of the ball both in static and dynamic moments of the game. They are involved in all the line outs, scrums and in most of the mauls and rucks. Therefore, they are required to have a group of characteristics that enables them to perform in these situations. Forwards are heavier than backs.
