Johnson, F.H.A., Secretary/Treasury/Supplies Officer, West Park Hospital Management Committee ----------------- INTRODUCTION The only excuse the author can offer for writing this book is that he joined the staff of West Park Hospital within four years of its opening, and has been its servant for forty years since. The main sources of information have been the Board of Control Reports until 1959, and the proceedings of the Hospital Management Committee since 1948. Personal recollections of people have influenced what is written to a very great extent. There have been many outstanding men and women associated with West Park and selection has been difficult. If all were mentioned, the book would be too long, but memory can be deceptive and there may be omissions, incomprehensible to some who have known the hospital for a long time. In such cases the author offers his apologies coupled with the assurance that no slight has been intended. A note has been included in Appendix I on the history and development of the Area Laboratory, which, it is hoped, will be of interest. Information about the early years of the laboratory has been derived from "The L.C.C. Hospitals-A Retrospect," published by the London County Council in 1949· As to Appendix II, the author is indebted to an article on the History of Mental Treatment Administration by T. J. BELBIN, D.P.A., F.H.A., published as a winning Essay in the Journal of the Incorporated Association of Clerks and Stewards of Mental Hospitals in March 1938; also to a series of three articles on the Early Development of Mental Health Services by J. -

a garden of one’s PAPER BRIEFING own Suggestions for development in the metropolitan Green Belt By Tom Papworth EXECUTIVE SUMMARY • Green Belts are unsustainable. Urban containment policies push up rents and house prices and generally increase the cost of living, force households into ever smaller homes and more cramped transport, and are harmful to the environ- ment. This hugely depresses people’s quality of life. • In The Green Noose we recommended a policy of “Abolish and Protect”, where- by substantial parts of the existing Green Belt would be re-designated under other land-use classifications, while the remainder would be available for development. This would allow markets to operate and so ensure that welfare-maximising solu- tions emerged. • However, debates about Green Belt policy always descend into demands to know where development will take place, or claims that every hectare of declassified land would be concreted over. While the former misunderstands the role of plan- ning policy, and the latter is disingenuous, such arguments are almost impossible to avoid. • This paper seeks to provide examples of where development could take place. As it is location-specific, we have chosen to focus on one Green Belt – the Metropol- itan Green Belt around London. In doing so we (artificially) distinguish between the Metropolitan Green Belt and “London Green Belt” (i.e. those parts of the Metropolitan Green Belt within the boundaries of Greater London). • Our aim is not to prescribe sites for development, but to demonstrate that there is ample land within the Metropolitan Green Belt that would be suitable for de- velopment and could be built upon without undermining the overall purpose of Green Belt policy (as defined by the NPPF). -

We recognise the role and importance of the emerging Plan in guiding and shaping how London develops and grows in the coming years. As a District authority which borders the Greater London area, we hope to be fully engaged as the Plan process evolves, to ensure the delivery of new housing, employment and required services and infrastructure across the Plan period. With population increases forecast and house price affordability in London, Greater London will continue to have a significant impact on the Sevenoaks District, and the rest of the South East as a whole. Due to its high levels of constraints, it is highly unlikely that Sevenoaks District will be able to accommodate any additional housing from London. There will also be significant pressure placed on infrastructure, services and facilities, meaning that it important that these factors are taken into account and we welcome further cooperation on providing much needed infrastructure improvements. Meeting London’s Housing Needs The Mayor has rightly recognised that the availability and affordability of housing is a persistent issue across the Greater London area. The London-wide Strategic Housing Market Assessment (SHMA) looks at the general housing need across the area, as well as providing details for further specialist accommodation, including student accommodation and housing for older persons housing in the overall need figure. -
Section 3 – Strategic Context
SECTION 3 – STRATEGIC CONTEXT Strategic context 3.1 This strategic review summarises the strategic context for open space, sport and recreation facilities on a national, regional and local scale. It is essential to ensure that local provision of open space, sport and recreation facilities in Bexley contributes to the wider national, regional and local agendas. 3.2 As indicated, Planning Policy Guidance Note 17 and its Companion Guide, Assessing Needs and Opportunities are the key overarching documents (see Section 1) to shape this study. They reflect a recognition from the Government of the wider benefits derived from the provision of open space, sport and recreation facilities, including: • supporting an urban renaissance • supporting a rural renewal • promotion of social inclusion and community cohesion • health and well being • promoting sustainable development. 3.3 In addition to PPG17, there are numerous other national documents and agencies that shape the strategic context to open spaces, sport and recreation facilities across the country and as such influence the provision of facilities and the findings of this report. 3.4 Appendix D sets out the national strategic context, including Living Spaces: Cleaner, Safer Greener which was produced by the then Office of the Deputy Prime Minister (ODPM) in 2002. This led to the creation of CABE Space1, a national government agency which has the overall aim “to bring excellence to the design, management and maintenance of parks and public space in towns and cities”. 3.5 The following sets out the regional and local strategic context for the London Borough of Bexley, considering overarching documents and their relationship to this study. -

Downloaded by [New York University] at 12:59 29 November 2016 The Story of Nursing in British Mental Hospitals From their beginnings as the asylum attendants of the nineteenth century, mental health nurses have come a long way. This is the first comprehensive history of mental health nursing in Britain in over twenty years, and during this period the landscape has transformed as the large institutions have been replaced by services in the community. McCrae and Nolan examine how the role of mental health nursing has evolved in a social and professional context, brought to life by an abundance of anecdotal accounts. The nine chronologically ordered chapters follow the development from untrained attendants in the pauper lunatic asylums to the professionally qualified nurses of the twentieth century, and, finally, consider the rundown and closure of the mental hospitals from nurses’ perspectives. Throughout, the argument is made that while the training, organisation and environment of mental health nursing has changed, the aim has remained essentially the same: to nurture a therapeutic relationship with people in distress. McCrae and Nolan look forward as well as back, and highlight significant messages for the future of mental health care. For mental health nursing to be meaningfully directed, we must first understand the place from which this field has developed. This scholarly but accessible book is aimed at anyone with an interest in mental health or social history, and will also act as a useful resource for policy- makers, managers and mental health workers. Epsom & Ewell Biodiversity Action Plan Progress report for 2013 Introduction During 2013 the Epsom & Ewell Local Biodiversity Action Plan (LBAP) Working Group oversaw significant progress in implementing the plan which can be viewed here: http://www.epsom-ewell.gov.uk/EEBC/Environment/Biodiversity.htm The importance of Biodiversity: Biodiversity encompasses the whole variety of life on Earth. It includes all species of plants and animals, their genetic variation, and the complex ecosystems of which they are part. It is not restricted to rare or threatened species but includes the whole of the natural world from the commonplace to the critically endangered. The intricate network of ecosystems, habitats and species comprising biodiversity provides the support systems that sustain human existence. It provides many of the essentials of life, our oxygen, water, food, clothing, health and relaxation. Consequently, humanity must adopt sustainable ways of living that ensure the protection of biodiversity. Today we live in a world where the economic activities of an ever increasing human population threaten biodiversity which is being lost at an ever increasing rate. Britain alone is known to have lost 100 species during the twentieth century.
