SIGN LANGUAGE TYPOLOGY SERIES The Sign Language Typology Series is dedicated to the comparative study of sign languages around the world. Individual or collective works that systematically explore typological variation across sign languages are the focus of this series, with particular emphasis on undocumented, underdescribed and endangered sign languages. It is argued that the NPL is an essential element in the Australian government's commitment to economic growth, social justice, quality of life, and a constructive international role. Four principles frame the policy: English for all residents; support for Aboriginal and indigenous languages; a language other than English for all; and equitable and widespread language services. The report presents background information on development of the NPL, describes component programs, outlines the role of the Australian Advisory Council on Languages and Multicultural Education (AACLAME) in this and other areas of effort, reviews and evaluates NPL programs, and discusses directions and priorities for the future, including recommendations for development in each of the four principle areas. Additional notes on funding and activities of component programs and AACLAME and responses by state and commonwealth agencies with an interest in language policy issues to the report's recommendations are appended. -

Based on the context of sign language emergence, sign lan- guages can be classified as Deaf community sign languages (DCSL), used by a large and dispersed group of mainly deaf individuals (Mitchell & Karchmer, 2004) or as shared sign languages (SSL), which typically emerge in tight-knit communities and are shared by deaf and hearing community members (Kisch, 2008)1. It has been suggested that, in small, tight-knit populations, a higher degree of variation is tolerated than in large, dispersed communities because individuals can remember others’ idiolects (de Vos, 2011; Thompson et al., 2019). Confirm- ing this, Washabaugh (1986) found more lexical variation in Providence Island Sign Language, a SSL, than in American Sign Language (ASL), a DCSL. DC- SLs frequently exhibit variation influenced by schooling patterns, for instance seen in the differences between ages in British Sign Language (Stamp et al., 2014), gender in Irish Sign Language (LeMaster, 2006) and race in ASL (Mc- Caskill et al., 2011). It remains unknown how variation is conditioned in SSLs. The present study of Kata Kolok (KK) is one of the first in-depth studies of how sociolinguistic factors shape lexical variation in a SSL. -

One important aspect of story telling is the way characters are introduced and then moved through the story. Telling a story to a naïve listener places varied demands on a speaker. As the story plot develops, the speaker must set and re-set these parameters for referring to characters, as well as the temporal and spatial parameters of the story. To these cognitive and linguistic tasks is the added social and pragmatic task of monitoring the knowledge and attention states of their listener. The speaker must ensure that the listener can identify the characters, and so must anticipate their listener’s knowledge and on-going mental image of the story. How speakers do this depends on cultural conventions and on the resources of the language(s) they speak. For the child speaker the development narrative competence involves an integration, on-line, of a number of skills, some of which are not fully established until the later childhood years. -

We address this question by focusing on pointing. Pointing signs play an important role in sign languages, with some types functioning like pronouns in spoken language (e.g., Sandler & Lillo-Martin 2006). Pointing gestures, in contrast, are not usually described in linguistic terms even though they play an important role in everyday communication. Researchers have focused on the similarities between pointing in signers and speakers (e.g., Cormier et al. 2013), but no studies to date have directly compared the two at a fine-grained level. In this paper, we compare the formational features of 574 pointing signs produced by British Sign Language signers (BSL Corpus) and 543 pointing gestures produced by American English speakers (Tavis Smiley Corpus) with respect to three characteristics typically associated with language systems: conventionalization, reduction, and integration. We find that, although pointing signs and point- ing gestures both exhibit regularities of form, pointing signs are more consistent across uses, more reduced, and more integrated into prosodic structure than pointing gestures. -

Signed languages combine manual signs and non-manual elements. This leads to an intriguing dichotomy: While non-manual marker(s) alone are sufficient for negating a proposition in some signed languages (non- manual dominant system), the use of a negative manual sign is required in others (manual dominant system) (Zeshan 2004, 2006). Kata Kolok (KK), a young signing variety used in a Balinese village with a high incidence of congenital deafness (de Vos 2012; Winata et al. 1995), had previously been classified as an extreme example of the latter type: the manual sign NEG functions as the main negator and a negative headshake remains largely unused (Marsaja 2008). Adopting a corpus-based approach, the present study reevaluates this claim. The analysis of intergenerational data of six deaf native KK signers from the KK Corpus (de Vos 2016) reveals that the classification of KK negation is not as straightforward as formerly suggested. Although KK signers make extensive use of NEG, a negative headshake is widespread as well. Furthermore, signers from different generations show disparate tendencies in the use of specific markers. Specifically, the involvement of the manual negator slightly increases over time, and the headshake begins to spread within the youngest generation of signers. -

Variation and change in English varieties of BSL 1 Variation and change in English varieties of British Sign Languagei Adam Schembri, Rose Stamp, Jordan Fenlon and Kearsy Cormier British Sign Language (BSL) is the language used by the deaf community in the United Kingdom. In this chapter, we describe sociolinguistic variation and change in BSL varieties in England. This will show how factors that drive sociolinguistic variation and change in both spoken and signed language communities are broadly similar. Social factors include, for example, a signer’s age group, region of origin, gender, ethnicity, and socio-economic status (e.g., Lucas, Valli & Bayley 2001). Linguistic factors include assimilation and co-articulation effects (e.g., Schembri et al. 2009; Fenlon et al. 2013). It should be noted, however, some factors involved in sociolinguistic variation in sign languages are distinctive. For example, phonological variation includes features, such as whether a sign is produced with one or two hands, which have no direct parallel in spoken language phonology. In addition, deaf signing communities are invariably minority communities embedded within larger majority communities whose languages are in another entirely different modality and which may have written systems, unlike sign languages. Some of the linguistic outcomes of this contact situation (such as the use of individual signs for letters to spell out written words on the hands, known as fingerspelling) are unique to such communities (Lucas & Valli 1992). This picture is further complicated by patterns of language transmission which see many deaf individuals acquiring sign languages as first languages at a much later age than hearing individuals (e.g., Cormier et al. -

STREHLOW AND THE INEXPLICABLE VAGARIES OF PRIVATE PASSION By Shane Hersey Supervisor: Associate Professor Hart Cohen Co-supervisor Dr Maria Angel School of Communication Arts This thesis is about the depth of colonisation through translation. I develop an analytic framework that explores colonisation and translation using the trope of romantic love and an experimental textual construction incorporating translation and historical reconstruction. Utilising both the first and the final drafts of “Chapter X, Songs of Human Beauty and Love-charms” in Songs of Central Australia, by T. Strehlow, I show how that text, written over thirty years and comprised of nine drafts, can be described as a translation mediated by the colonising syntax and grammar. My interest lies in developing a novel textual technique to attempt to illustrate this problem so as to allow an insight into the perspective of a colonised person. This has involved a re-examination of translation as something other than a transtemporal structure predicated on direct equivalence, understanding it instead as something that fictionalises and reinvents the language that it purports to represent. -
